Purchase and Install Heating and Air Conditioning Systems

SECTION 01010
GENERAL REQUIREMENTS
PART 1 GENERAL
Scope of Work
Lava Beds National Monument, located in Tulelake, California has the requirement for the supply and installation of seven different heating, ventilation, and air conditioning systems (HVAC) at three locations in Lava Beds National Monument. This project involves the removal and replacement of five units, and the installation of two new units.
Removal and replacement four units at Houses 41, 42, 43, 44. Installation of two new ductless heating and cooling systems at Apartment buildings 45 and 46, each of which are four unit apartment buildings. Removal and replacement of duel fuel heating cooling system at the Inter-Agency Fire Cache.
Five of the systems have reach the end of their life cycle and two are a new system. The contractor must also provide and install a new programable thermostat. The contractor must be aware that the buildings will be occupied at the time of installation and must act in a respectful professional manner.
001 LOCATION: Houses 41, 42, 43, and 44 at Lava Beds National Monument housing area.
Remove existing and install new 2-ton heat pump systems with a 10-kw strip heat, including a Merv 11 filter or equivalent, to the existing duct system, for each house.
Install new 2-ton heat pump system with a 10-kw strip heat, including a Minimum Efficiency Reporting Value (Merv) 11 filter, to the existing duct system. Install a seven-day digital programmable thermostat at each house. This will be one system for each of the houses: 41, 42, 43, and 44. The existing systems are at the end of their life cycles and have become less efficient, require more energy usage, and require an increase number of repairs and service to maintain the system. The new systems will have a high Seer and EER rating which will be more efficient, save energy, and save cost. The energy rating as outlined in the specification section below.
The contractor shall provide and install the heating and cooling systems as outlined the specification section below. Both the indoor and outdoor units shall be removed and new units replaced in the location of the existing units. The contractor is responsible for removal and disposal of the existing units. The contractor is responsible for all electrical, new refrigerant lines, plenum, fabrication, and all necessary materials needed to complete the installation. The contractor must also provide and install a new seven-day digital programmable thermostat. The contractor must be aware that the houses will be occupied at the time of installation and must act in a respectful professional manner. Contractor shall provide all necessary tools, equipment, supervision as necessary for the successful completion of work specified.
Specifications for the system to be installed in each of the houses – 41, 42, 43, 44:
2 – ton heat pump system with a 10kw strip – merv 11 filter or equivelant Programmable thermostat Air handler – antimicrobial drain pan – ECM blower – quantum tm coil Heat pump – single stage compressor – 72 DB Efficiency rating SEER-16 HSPF – 905
002 LOCATION: Apartment Buildings 45 and 46, which are 4-units each at Lava Beds National Monument housing area.
Install new ductless heating and air conditioner systems in each apartment building. These “mini-split” systems shall consist of one outdoor unit and four indoor units (one for each apartment unit), for each building.
Both apartment buildings are single story apartment buildings that consist of 4 units each - A, B, C, and D. Each unit is approximately 625 square feet. Building 45 will have one outdoor unit (4 head multi zone) operating the 4 individual indoor units located in each of the apartments A, B, C, D. Apartment Building 46 will have the same requirements.
The contractor shall supply and install the outdoor unit on the end of the building, run power line, set up the building into the attic area and drop down in each of the apartments A,B,C, and D to the indoor units. The Buildings are approximately 95 feet long, contractor is to verify. The contractor is responsible for all purchasing and installing the refrigerant piping.
The contractor shall provide and install the indoor units and a wireless remote controller for each unit. The contractor must use metal line set covers on the exterior of the building to the condensers. On the outdoor units, the contractor shall supply and install a 24” riser stands for the two outdoor condensers. The contractor must provide and install a condensate removal pump at each inside unit and run one common removal line (connecting all 4 pumps) in the attic to the outside at the end of the building near the outside unit. The contractor is responsible for all electrical including a disconnect at the outside unit. The contractor must use the specifications outlined below in the Specifications listing.
Specifications for Apartment Buildings 45 &46: These specifications are for two apartment buildings that will have one outdoor unit each and four individual indoor units.
For both quarters 45 and 46 Outdoor units – MXZ8C48NAHZ-U1 or equivalent (must specify) must have a max cooling @ 95 degree of 48,000 and max heating @ 17 degree of 54,000. SEER rating of 18.9 HSPF of 11.0 Indoor units – MSZFH12NA or equivalent (must specify) with BTUs of 12K Thermostats – MHK1 remote controller or equivalent (must specify) with dual setpoint control GOBI II condensate removal pump – or equivalent (must specify) USB connection, digital sensor and universal range for exposed mount pumps. Range from 6,000 Btu/H to 120,000Btu/H (1.7kw to 35kw) Integrated replaceable 10 A fuse: 5 x 20mm 10A glass fuse Warranty - 3-year labor warranty, 10-year parts, and 10-year compressor
003 LOCATION: The Inter-Agency Fire Cache at Lava Beds National Monument Administrative area
Remove existing and replace with a new duel fuel heating and cooling system in the Inter-Agency Fire Cache
The contractor shall remove the existing system and supply and install one new duel fuel heating and cooling system with a seven-day digital programmable thermostat in the Inter-Agency Fire Cache. The existing system is at the end of its life cycle and has become less efficient, require more energy usage, and require an increase number of repairs and service to maintain the system. The new systems will have a high Seer and EER rating which will be more efficient, save energy, and save cost. The energy rating as outlined in the specification section below.
The existing system heat source is provided solely by the propane heating system, while the cooling is done by a stand-alone cooling unit. The new system will have a new and more efficient propane heating system. The new heat pump will replace the (cooling only unit) and provide cooling but will also provide a secondary heat source to assist in heating thus lowering the use of propane and cost. This will be an 80% AFUE variable speed blower propane furnace with a variable capacity heat pump for dual fuel system. The contractor is to provide and install the heating and cooling systems outlined the specification section below. Both the indoor and outdoor units are to be placed in the location of the existing units. The contractor is responsible for removal and disposal of the existing units. The contractor is responsible for all electrical, new refrigerant lines and metal outside cover, plenum, fabrication, and all necessary materials needed to complete the installation. The contractor must also provide and install a new programable thermostat. The contractor must be aware that the building will be occupied at the time of installation and must act in a respectful professional manner.
Specifications for one compete dual function system unit:
80% AFUE variable speed blower propane furnace.
Variable capacity 4-ton heat pump (for a dual fuel system) Seven-day digital programmable thermostat Furnace drain pan with wet switch System will have the following rating:
SEER 19.0 – EER 12.5 – HSPF 8.2 (must show ARI certification)
1.1 QUALITY ASSURANCE:
A. All work performed under this section shall meet all requirements of Federal Regulations (CFR), Title 40, Part 280; API Recommended Practice 1615-87, and all other applicable national, state, and local standards and regulations.
B. Installer shall be regularly engaged in installation and maintenance of HVAC, boilers, and heat exchange systems and employ workmen experienced in the removal, installation and servicing of HVAC systems.
1.2 All work will be performed under a single contract.
PART 2 PRODUCTS
1.1 All new devices and equipment shall be fully compatible with the existing HVAC system.
PART 3 CONTRACTOR’S USE OF PREMISES
3.1 CONSTRUCTION CAMP: Establishment of a camp within the park will not be permitted.
3.2 CLOSURES: The work of this project takes place within occupied housing for the duration of the contract. Contractor shall always conduct his operations in a safe manner and to ensure the least inconvenience to residences. No on-site work shall be performed on federal holidays, nights, or weekends unless requested by the contractor and approved by the Contracting Officer.
3.3 STORAGE - STAGING AREAS: Confine storage of materials to the immediate project area. Limits of use and control shall be subject to Contracting Officer's approval.
3.4 FIELD OFFICE: Should Contractor elect to utilize a field office on the project, the size, location, and construction shall be subject to Contracting Officer's approval.
3.5 PRESERVATION OF NATURAL FEATURES: Confine all operations to work limits of the project. Heavy equipment will be confined to use on the paved road. Prevent damage to natural surroundings. Avoid unnecessary soil compaction, disturbance of ground cover, and creation of wheel ruts. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. Do not fasten ropes, cables, or guys to existing trees.
3.6 HAULING RESTRICTIONS: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage, which may result from moving of equipment.
3.7 HOUSEKEEPING: Keep projects neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide on-site containers for collection of rubbish and dispose of it at frequent intervals during progress of work. Provide enough containers for collecting construction debris and construction materials to be recycled.
Provide individually marked containers for recycling personal items, such as aluminum cans, newspapers, glass, plastic, corrugated cardboard. These items are to be recycled by the Contractor.
Wet down dry materials and rubbish to prevent blowing dust. Utilize excavated material as soon as possible.
Do not bury refuse inside the park. Dispose of waste materials legally at public or private dumping areas outside the park. Unless otherwise specified, all removed material becomes the property of the Contractor and shall be disposed of outside the park.
3.8 AIR AND WATER POLLUTION CONTROL: Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction. Do not dispose of volatile wastes or oils in storm or sanitary drains. Do not allow waste materials to be washed into streams or bodies of water.
PART 4 - NOT USED
PART 5 COMMENCEMENT, PROSECUTION, AND COMPLETION
5.1 The Contractor shall commence work within 10 calendar days after the date of receipt of the Notice to Proceed. Construction work shall progress in an orderly and diligent manner and shall be completed within 60 calendar days from the Construction Notice to Proceed.
5.2 The estimated period of construction is 4 weeks (20 working days).
PART 6 EXAMINATION OF THE SITE
6.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on-ground conditions as if they had inspected the job site.

PART 8 FIELD ENGINEERING
8.1 LAYOUT OF WORK: The Contractor’s work shall match the existing construction techniques, materials and aesthetics.
8.2 FIELD CONTROLS: Not applicable.
PART 9 ACCIDENT PREVENTION
9.1 DESCRIPTION: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.
9.2 SUBMITTALS:
A. ACCIDENT PREVENTION PROGRAM: At the preconstruction conference submit for approval an accident prevention program. The program shall include:
a. Name of responsible supervisor to carry out the program.
b. Weekly and monthly safety meetings.
c. First aid procedures.
d. Training, both initial and continuing.
e. Planning for possible emergency situations.
f. Certificates: Provide certificates from a mechanic that all mechanical equipment has been inspected and meets OSHA requirements.
B. TEST REPORTS: Submit a copy of test reports, as required by OSHA, for personnel working with hazardous materials.
C. MEETING AND INSPECTION REPORTS: Submit a report of safety meetings and of inspections.
9.3 QUALIFICATIONS OF EMPLOYEES:
A. Employees known to have allergy sensitivity to poison oak shall not be permitted to work in areas where the plant is present. All other employees shall be briefed on proper precautions to minimize contact with the plants.
B. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
C. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
D. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment.
E. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
9.4 ACCIDENT REPORTING: The Contractor shall report all accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
9.5 FIRST AID FACILITIES: Provide adequate facilities for the number of employees and the type of construction at the site.
9.6 PERSONNEL PROTECTIVE EQUIPMENT: Meet requirements of NIOSH and MSHA, where applicable, as well as ANSI.
9.7 EMERGENCY INSTRUCTIONS: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
9.8 PROTECTIVE EQUIPMENT:
A. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.
B. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
C. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary protective equipment at all times. Change liners before reissuing hats.
D. Contractor must comply with the Covid guidelines at the time of the contract. The COR will provide that information at that time.
9.9 SAFETY MEETINGS: As a minimum, conduct weekly 15minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the work site.
9.10 Hazardous Material Action: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources. Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.
A. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.
B. All vehicles with a load rating of two (2) tons or greater should carry, at minimum, enough absorbent materials to effectively immobilize the total volume of fluids contained within the vehicle. Sand or soil are not approved absorbent materials.
C. Vehicles and operators transporting hazardous materials must be DOT certified and/or registered, and operators must be state licensed and knowledgeable of local emergency response and personal safety protocol.
D. Oil leaks from the various pieces of equipment shall be repaired immediately on discovery. Repairs shall be performed at the site of discovery or breakdown. Oil pans and absorbent material shall be in place prior to beginning repair work.

F. Oil pans and absorbent materials shall be used to prevent leaks, spills and draining of petroleum fluids from falling onto bare ground and paved surfaces during servicing of equipment. Soils contaminated with such fluids shall be dug up and placed in appropriate safety containers, removed from the Park and disposed of according to California State regulations.
G. Puddles of oil, gas, hydraulic or other similar petroleum-based fluids of one (1) gallon or more or affected areas of more than one (1) square foot shall be considered "Road Damage" on paved surfaces.
I. Loss of any petroleum fluid of forty (40) gallons or greater shall be reported through the 911 emergency phone system immediately to initiate emergency response actions. Clean up shall be according to state regulations.
PART 10 PRECONSTRUCTION CONFERENCE:
10.1 PRECONSTRUCTION CONFERENCE: Before start of construction, Contracting Officer will arrange an onsite meeting with Contractor. The meeting agenda will include the following:
1. Claims procedures
2. Correspondence procedures
3. Design Process
4. Designation of responsible personnel
5. Labor standards provisions
6. Payroll reports
7. Changes
8. Payments to Contractor
9. Subcontractors
10. National Park Service regulations
11. Accident prevention program (including name of responsible supervisor)

13. Documents required under the contract

PART 11 SUBMITTALS
11.1 DESCRIPTION: The work of this section consists of submittal requirements before and during construction.
11.2 SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES:
A. As specified in the individual sections, forward submittals to Contracting Officer at least 15 days before need for approval.
B. After approving submittals, Contracting Officer will return one copy to the Contractor.
C. If submittals are not approved; Contracting Officer will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes.
D. Any work done before approval shall be at Contractor's own risk.
11.3 APPROVED EQUALS: A request for approval constitutes a representation that Contractor:
A. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
B. Will provide the same warranties for the proposed item as for the item specified.
C. Has determined that the proposed item is compatible with interfacing items.
D. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
E. Waives all claims for additional expenses that may be incurred as a result of the substitution.
11.4 MANUFACTURER'S INSTALLATION INSTRUCTIONS: When contract documents require compliance with manufacturer's printed instructions, provide one complete set of instructions for Contracting Officer and keep another complete set of instructions at the project site until substantial completion.
11.5 PROGRESS SCHEDULES: As soon as possible after Notice of Award and before beginning any work, submit Progress Schedule. Contracting Officer will review the Progress Schedule for format and content. Submit four copies of Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each part of the work. The first progress payment will not be issued until an acceptable progress schedule is submitted.
PART 12 TEMPORARY SERVICES
12.1 DESCRIPTION: None
12.2 SANITARY FACILITIES: Flushing toilet facilities will be available at the Visitor Center.
12.3 DRINKING WATER: Drinking water is available at the Visitor Center.
12.4 WATER FOR CONSTRUCTION: None
12.5 FIRE PREVENTION AND PROTECTION:
A. Hazard Control take all necessary precautions to prevent fire during construction. Provide adequate ventilation during use of volatile or noxious substances.
B. Equipment Required: UL Class 2A, 21/2gallon, watertype, stored pressure extinguisher and UL Class 10, Type I, 15pound, C. Class ABC fire extinguisher required to be on site. Travel distance from any workstation to the nearest extinguisher shall not exceed 100 feet.
D. Spark Arresters: Equip all gasoline or diesel-powered equipment used in potential forest or grass fire locations with spark arresters approved by the U.S. Forest Service. Exceptions will be made for diesel equipment equipped with a turbocharger. Written determinations of areas and period of potential fire hazard will be issued by Contracting Officer.
E. Welding: Welding or cutting by torch shall be performed only when adequate fire protection is provided. Any work expected to require welding or other “hot” work is required to have a Hot Work Permit from the NPS. The forms for this may be requested from the COR.
PART 13 PROTECTION OF PUBLIC
13.1 The work of this project takes place in housing for the duration of the contract. Contractor shall always conduct his operations in a safe manner and to ensure the least inconvenience residences.
13.2 Highway traffic control will not be necessary based on the scope of this project.
PART 14 PROJECT CLOSEOUT
14.1 DESCRIPTION: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.
14.2 CLEANING: Remove all tools, equipment, surplus materials, and rubbish. Sweep interior and exterior work areas and restore natural areas to original condition. At time of final inspection, project shall be thoroughly clean and ready for use.
14.3 AS-CONSTRUCTED DRAWINGS: Show all changes and revisions to the original design that affect the permanent structures and will exist in the completed work.
14.4 SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Submit written certification that project is substantially complete, and a final inspection is requested.
A. When Contracting Officer determines that the work is substantially complete, he will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion. Contractor shall complete the work described on the list of deficiencies within 30 calendar days, as weather permits. If the Contractor fails to complete the work within this time frame, the Contracting Officer may replace, repair, or remedy the work with an appropriate reduction in the contract price.
B. If Contracting Officer determines that the work is not substantially complete, he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection.
14.5 ACCEPTANCE OF THE WORK: After all deficiencies have been corrected, a Letter of Acceptance will be issued.

CONTRACTOR QUALITY CONTROL
PART 1 GENERAL
| 1.1 | DESCRIPTION |
| A. | The work of this section consists of preparing and executing a quality control program. |
1.2 SUBMITTALS
A. Quality Control Plan: At the time of the preconstruction conference, submit for approval a written Contractor Quality Control (CQC) plan. If the plan requires any revisions or corrections, the Contractor shall resubmit the plan within 10 days. The Government reserves the right to require changes in the plan during the contract period as necessary to obtain the quality specified. No change in the approved plan may be made without written concurrence of the Contracting Officer. The plan shall include:
1. A list of personnel responsible for quality control and assigned duties. Include each person's qualifications.
2. A copy of a letter of direction to the Contractor's quality control supervisor outlining assigned duties.
3. Names and descriptions of laboratories to perform sampling and testing, and samples of proposed report forms.
4. Methods of monitoring and controlling environmental pollution and contamination as required by regulations and laws.
5. Methods of performing, documenting, and enforcing quality control of all work.
B. Daily Submittals: Submit Daily Quality Control Report showing all inspections and tests on the first workday following the date covered by the report. Electronic files (MS Word) of the attached Daily Report and Testing Report forms will be provided to the contractor prior to the notice to proceed being issued.
C. Tests: Submit triplicate copies of complete test results not later than three calendar days after the test was performed. Submit failing test results and proposed remedial actions within four hours of noted deficiency.
D. Off Site Inspection Reports: Submit prior to shipment.
E. Progress Payments: If the CQC plan and Daily Quality Control Reports are not submitted in a timely manner, the Contracting Officer may retain an appropriate amount of the applicable progress payment.
1.3 QUALITY ASSURANCE
A. General: Except for tests or other items of work specified to be performed by the Government, the quality of all work shall be the responsibility of the Contractor. Inspect and test all work often enough to ensure that the quality of materials, workmanship, construction, finish, and functional performance is in compliance with applicable specifications and drawings.
B. Quality Control Staff: The Contractor's job supervisory staff may be used for quality control, supplemented as necessary by additional technicians. The Contractor's designated Quality Control Supervisor shall be employed full time at the project site whenever contract work is in progress.
C. Testing Laboratory and Equipment.
1. All measuring devices, laboratory equipment, and instruments shall be calibrated at established intervals against certified standards in accordance with NBS requirements. Upon request, measuring and testing devices shall be made available for use by the Government for verification tests.
2. The testing laboratory organization shall be experienced in the type of testing work to be done.

PART 3 EXECUTION
3.1 ON-SITE CONTROL
A. Notify the Contracting Officer at least 24 hours in advance of the initial and follow-up phases.
B. Preparatory: Perform before beginning each feature of work.
1. Review control submittal requirements with personnel directly responsible for the quality control work.
2. Ensure that provisions have been made for field control testing.
3. Examine the work area to ensure that all preliminary work has been completed.
4. Verify all field dimensions and advise the Contracting Officer of discrepancies.
5. Ensure that necessary equipment and materials are at the project site and that they comply with approved shop drawings and submittals.
C. Initial: As soon as work begins, inspect and test a representative portion of a particular feature of work for quality of workmanship. Review control-testing procedures to ensure compliance with contract requirements.
D. Follow-up: Inspect and test as work progresses to ensure compliance with contract requirements until completion of work.
3.2 DOCUMENTATION
A. Maintain Daily Quality Control Reports (sample attached) of quality control activities and tests. Daily Quality Control Reports may not be substituted for other written reports required under the General Provisions, such as Disputes, Differing Site Conditions, or Changes.
| 3.3 | ENFORCEMENT |
| A. | The Contractor shall stop work on any item or feature pending satisfactory correction of any deficiency noted by the quality control staff or the Contracting Officer. Construction shall not proceed on any feature of work containing uncorrected work. |
