SCOPE OF WORK

140P8623Q0033

SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK AQUATIC PARK BATHHOUSE

THIRD FLOOR MURAL CONSERVATION AND MAINTENANCE

March 6, 2023

I. BACKGROUND

San Francisco Maritime National Historical Park’s (SAFR) Aquatic Park Bathhouse is a contributing structure to the Aquatic Park Historic District. The interior of the Bathhouse is decorated with extensive wall murals on multiple floors and in multiple rooms. The murals on the third floor underwent an extensive restoration and conservation in 2017, removing years of grime and repairing plaster, bas relief and paint damage. The scope for that conservation project included providing recommendations for ongoing maintenance and care of the murals. Those recommendations include regular examination, cleaning, maintenance, repainting, and other repairs. The National Park Service (NPS) intends to develop an ongoing, yearly maintenance program for the murals.

The 2017 conservation project did not endeavor to repair every crack and blemish. In the words of the conservator – “The goal was to present an old, but well cared‐for appearance as close to the original as possible (including anomalies and characteristic signs of the artist’s work), not to achieve a newly painted, pristine appearance.”

II. OBJECTIVE

The objective for this project is to hire an art conservator to assess, clean, conduct conservation treatments and report on the condition of the murals on the Third Floor of the Bathhouse.

III. SCOPE

This project will occur in the following location:

· Third floor of the Bathhouse – walls, columns, doors and panels, approximately 2,000 square feet of oil paint mural on plaster substrate and wood bas relief elements. Ceiling height is approximately 13’.

The scope includes:

· Assessment - Contractor shall examine murals for damage and deterioration, including but not limited to:

· Flaking paint

· Moisture damage

· Scratches, abrasions etc.

· Delamination

· Adhesion failure of bas relief elements

· Light and UV impacts

MURAL

MAINTENANCE

Page of

· Cleaning - limited to dusting and removal of loose particulates. More intensive cleaning, if required, should be listed as a recommended treatment in the Condition and Treatment Report.

· Conservation Treatments – including but not limited to:

· Re-adhesion of flaking paint

· Treatment at condensation-stained wall areas

· In-painting at scratches, abrasions, and unrepairable flaking paint

· Reattachment of loose bay relief elements

· Condition and Treatment Report - provide a report assessing the condition of the mural, fully documenting the work performed and providing recommendations for protection of the murals. The report shall include:

· Methods and materials used to perform the cleaning

· Photographs of work performed

· Photographs and written descriptions of observed damage

· Recommended treatments of damages beyond the scope of this project

· Environmental Condition Recommendations Report – provide a report recommending environmental conditions for the murals including:

· The maximum light/UV exposure. A light level and UV report is provided for reference in evaluating light and UV impacts.

· Relative humidity and temperature parameters

The intent of the conservation treatment portion of this project is to address areas of the murals that may be failing, are problematic and are truly in need of repair. It is not the intent to repair all blemishes; cracks that are stable and reflect the historic condition of the mural should remain as is.

The contractor shall provide all personnel, equipment (except as noted below), tools, materials, supervision, and other items and incidental services necessary for examination, cleaning and generating the report.
