1.0 Background

The National Park Service (NPS), Oregon Caves National Monument and Preserve (ORCA), has a requirement to remove carpet and vinyl flooring in the Park’s Visitor center and replace it with carpet tiles. The visitor center building is located outside the city limits of Cave Junction, in Josephine County, Oregon.

2.0 Scope

The work will involve removal of approximately 1800 sq. ft. of carpet and approximately 400 sq.

ft. of vinyl flooring at the Park’s Chalet Visitor Center, to be replaced with approximately 2,200

sq. ft. of carpet tiles. Contractor should verify measurements prior to quoting - See Section 8.0 for site visit information.

The project site will be open to the public & staff during work. There is no onsite storage space for the furniture or materials - Furniture and bookcases must be adjusted and worked around in place.

EXISTING CONDITIONS: Currently the building has existing carpet with some vinyl floor coverings. All carpeted and vinyl areas need to be removed and replaced with carpet tiles. The building has upholstered chairs and display bookcases, these items will need to be moved by the contractor to allow access to all areas for removal of carpet and vinyl.

3.0 Objectives

Prepare site by moving furniture

Remove (and recycle if possible) existing flooring

Clean and prepare sub-floor

Install new carpet tile as specified

Replace furniture as directed

Provide carpet manufacturer data and warranty documentation

4.0 Tasks

The contractor shall employ personnel with the qualifications necessary to perform the tasks required.

1. Furniture will remain inside the building during removal and installation of carpet. The contractor should provide proposals that include plans for office furniture and protection while carpeting is being completed. The Park does not have onsite storage space for the furniture or materials.

2. Removal and disposal of existing carpet and vinyl. If the carpet can be recycled it is the responsibility of the contractor to do this and provide the park with documentation that it has been recycled.

3. Cleaning and preparations to sub floor. Contractor will have to use “due diligence”, to mitigate any hazardous substances found in old mastics if any.

4. Installation of carpet squares based on the specs of carpet that is selected. Submittal of carpet brand with a selection of colors will be provided by the contractor prior to installation. Provide transitions from carpet tile to concrete and all door openings.

5. Keep project site clean: Clean the project site and work area on a daily basis. Keep site free of waste and debris in proper containment. Properly dispose of all waste and debris offsite. At the completion of the work, clean all surfaces and remove all waste materials, trash, tools, equipment, machinery, and surplus items from the project site and legally dispose of all waste items.

6. Reinstall all furniture back to the location that will be provided by the Project Manager.

No additional furniture will be brought in, but locations of furniture and bookcases may change based on Park’s request.

5.0 Specifications

The National Park Service is required to meet environmental standards for carpet replacement.

Artist II Tile Squares from Mohawk Group or approved equal tiles from any manufacture that meet the minimum specifications outlined below:

Must be a minimum of 48% pre-consumer recycled content

Must be 100% recyclable and /or include a take back or closed loop program from the manufacturer.

The NSF/ANSI 140 must be a minimum of a Gold rating.

TVOC range must be 0.5 mg/m3 or less.

Indoor Air Quality rating should be Green Label Plus or similar.

Foot Traffic Recommendation must be “Heavy”.

Preferred Product Color and Specifications:

6.0 Delivery

The Contractor is responsible for all quality control to guard against defects and deficiencies in the work. Inspect and test work as needed to ensure that the quality of materials, workmanship, construction, finishes, and functional performance are in compliance with applicable specifications, drawings, building codes and standards.

SAFETY PLANS: A safety plan site specific for work at this location will be required prior to work taking place.

SUBMITTALS: Details of the carpet brand with a selection of colors will be provided by the contractor prior to installation.

CLOSEOUT SUBMITTALS:

Additional tile: Contractor shall provide the Project Manager an additional 12-16 carpet tiles for future park use as needed.

Operation & Maintenance Manual(s) & Warranty Documentation: Submit operation and maintenance information including but not limited to a preventative maintenance schedule, operating instructions, product / material cut sheets, system diagrams, as-built drawings, progress photos, product warranties, and a one (1) year Contractor-issued warranty on all workmanship starting from the date of final acceptance.

7.0 Government-Furnished Property

No government furnish equipment will be provided.

Temporary Utilities: The following utilities / services are available for use at the project site:

Electrical Power Service: Electrical power service is available from facilities at or near the project site for use on the contract without charge. Provide all connections and extensions of services in a safe manner in compliance with NEC, NEMA, and UL standards and regulations

Water Service: Potable water service is available from facilities at or near the project site for use on the contract without charge. Provide all connections and extensions of services with proper backflow prevention devices in compliance with AWWA standards and local regulations.

Sanitary Facilities: Restrooms are available at or near the project site for use on the contract without charge. Please keep toilet clean so as not to add extra work for maintenance staff.

Telephone Cellular Service: The project site has cellular service, but coverage is spotty.

8.0 Payment

The vendor shall submit one invoice electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP), at www.IPP.gov. Payment will be made by electronic funds transfer generated by the US Treasury.

9.0 Security

Park Entry: Vehicles associated with the Contractor shall be waived the entrance fee upon entering in a marked company vehicle or by providing the names of employees entering in personal vehicle(s). Please note that the entrance fee is waived only for the purpose of reporting directly to a specific work location. Any deviation for recreational purposes is subject to payment of required entrance fees. Prior to work commencing, contractor must: Provide the Project Manager with a listing of all contract personnel and their associated vehicles entering the park daily; Provide the Project Manager with a listing of anticipated deliveries for each week.

10.0 Place of Performance

This project is located at Oregon Caves National Monument & Preserve. The Chalet Visitor Center (OCVC) address is: 21000 Caves Hwy, Cave Junction, OR 97523.

SITE VISIT: The contractor is encouraged to visit the site prior to providing a quote. LODGING: There is no lodging available at the site.

DIRECTIONS

Directions to Chalet Visitor Center (OCVC) from Grants Pass Oregon. Proceed on Hwy 99 till Redwood Hwy/OR-238, turn slight right. Take the 1st right onto Redwood Hwy/US-199 S for

28.34 miles. Turn left on Caves Hwy/OR 46, proceed for 19 miles to destination, paved road will lead directly to the Chalet.

Directions to Chalet Visitor Center (OCVC) from Crescent City California. Proceed to US-199, EXIT 794, toward I-5/Grants Pass 52 miles. Turn slight left onto US-199 N (Crossing into Oregon) proceed 48.29 miles. Turn right onto Caves Hwy/OR-46, proceed for 19 miles to destination, paved road will lead directly to the Chalet.

11.0 Period of Performance

From Award to Project Completion, estimated to between June 15, 2022 to September 30, 2022.
