1.0 Background
Channel Islands National Park’s vessel Ocean Ranger, a 100 ft aluminum crew boat, is the park’s main vessel which hauls passengers along with large amounts of cargo to and from the Channel Islands. It is powered by three 500 HP@1800 RPM Detroit 60 Series EPA Tier 0 Diesel powered engines. Currently each of the three engines have accumulated approximately 11,700 hours in the last 21 years. The engines are showing signs of age, expelling blue smoke when underway and using excessive amounts of oil.
2.0 Qualifications
The contractor shall have no less than 10 years’ experience in the trade of Marine Mechanics for the preparation and installation of diesel marine engines.
3.0 Scope
Replace three engines and two gensets on the park’s main transportation vessel, the Ocean Ranger. Three replacement engines would be John Deere 500 HP Tier 3 California Air Recourse Board (CARB) compliant, 1800RPM or approved equal.
Additional materials include engine hardware, two Northern Lights 40 KW Three Phase Gensets or approved equal, and three torsional couplings for twin discs, MG5114A or approved equal. Work will include the cost for removal of the existing engines and gensets with associated parts and components, and installation of the new units.
The contractor will be responsible for hauling out the vessel prior to work commencing.
The Park will remove all decking over the engine hatch covers prior to work beginning. The contractor will remove the hatch covers to perform the necessary removal and installation of new engines and gensets. The contractor shall disassemble all necessary components (motor mounts, transmission, fuel lines, raw water intake, exhaust, and all electrical etc.) from the engines and generators necessary for the removal.
The new engines being installed will be from a different manufacture as the existing engines. Engine mounts, exhaust systems, engine controls and raw water intake modifications will be necessary.
The current engines are air start, and the new engines will be electric start.
Battery placement and cable routing will be performed by the contractor.
The 2 generators are keeled cooled, any existing plumbing and mounting modifications will be the responsibility of the contractor.
Remove all the existing engine control air system, tubing and components prior to new system install. The three propellor shafts shall be aligned to necessary specifications prior to start up.
At start up, contractor shall inspect engines for any leaks and abnormalities, and ensure engine has proper oil pressure, fuel pressure, charging system. Engine controls will function properly, and engines will come up to temp without overheating. Generators shall be tested for output under load and vessel will then undergo sea trails to determine engines operate properly without any issues.
The replaced engines, gensets and other components will be properly disposed of by the contractor. A credit may be issued to Channel Islands National Park for the salvage value of the removed engines and gen sets if the contractor selects to do so in the quote/price sheet.
4.0 Objectives
Replace three Detroit Series 60 marine engines with new CARB compliant tier 3 John Deere marine diesels or equivalent along with associated components.
Replace two Northern Lights M50C gensets along with associated components Replace engine throttle/shifting top mount controls at both helms with either
Glendinning CH2001 ProGradeXD or Twin Disc Controls.
5.0 Tasks
1. The contractor shall provide all labor, materials, tools, supplies, equipment, and supervision necessary to perform all work associated with the scope of this project.
6.0 Delivery
1. A written summary of the work performed shall be delivered to the Park within 4 weeks of project completion. Written summary to include:
a. Product literature
b. Maintenance recommendations
c. Applicable warranty information
7.0 Government-Furnished Property
No Government furnished property will be provided.
8.0 Security
No special security requirements apply to this contract.
9.0 Place of Performance
It is anticipated that the work shall occur at the Contractor’s Facility.
10.0 Site Visit
A site visit is recommended and will be provided upon request.
11.0 Period of Performance
The period of performance should commence as soon as engines are available; work is estimated to take 8-12 weeks. The system performance period will be 32 weeks to include an anticipated long lead time for ordering the engines.
