About this file

This document is a Request for Bids (RFB) #25-15 issued by the City of Athens, Tennessee for a turn-key HVAC replacement project at Athens City Hall and Fire Station 2. The solicitation requests separate pricing for two base bids: Base Bid A for City Hall HVAC and Base Bid B for Fire Station 2 HVAC, with the City reserving the right to award either or both bids. The project involves removing existing HVAC equipment and installing new packaged rooftop units and split systems, including electrical connections, controls integration, startup, testing, and balancing. A mandatory pre-bid meeting is scheduled for Tuesday, September 16, 2025, at 10:00 AM, and sealed bids are due on Monday, September 29, 2025, at 3:00 PM. The project has a substantial completion timeline of 90-120 calendar days from the Notice to Proceed, with liquidated damages of $500 per day for delays.

The bid requires a 5% bid bond, with 100% payment and performance bonds to be provided at final contracting. Insurance requirements include $3 million in commercial general liability, $1 million in business automobile liability, and statutory workers' compensation coverage. Bidders must submit comprehensive documentation, including completed bid forms, proof of insurance, contractor licensing, affidavits, and W-9. The City will evaluate bids based on the lowest, responsible, and compliant bid meeting specifications, considering factors such as experience, references, schedule, and completeness. The project allows bidders to submit prices for either base bid or both, with the potential for a combined price discount if both are awarded.
