About this file

This is a UI & UX Style Guide for the Spartan application, a case management system being developed for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The guide serves as a comprehensive design standard document rather than a procurement or contract opportunity.

The style guide establishes standards across eight major sections: the ATF seal and mission statement; a color palette consisting of primary colors (navy blue #1D3260, medium blue #005294, light blue #55BCEB, light grey #CDCED0, black, and white) and secondary accent colors (burgundy, olive, gold, and cream); typography specifications using Open Sans font family in various weights for headings, body text, and labels; UI elements including button styles, sizes, and states (static, hover, clicked, disabled), sidebar navigation, checkboxes, radio buttons, form fields, and rich text editors; screen structure utilizing a 12-column grid system with minimum resolution of 1280 x 800 pixels; imagery standards for homepage and alternate backgrounds; application header specifications including search functionality and navigation menus; and comprehensive iconography for records, processes, and licenses related to firearms and explosives operations. The guide also includes detailed email communication templates for referrals, required actions, informational messages, and withdrawals, along with banner notification standards for success, error, warning, and information messages using color-coded visual indicators.

01| THE SEAL

Seal Symbolism The seal was carefully designed to represent core ATF values—dedication to and accomplishments in achieving patient victory in defense of justice—as well as the interrelationship among ATF, DOJ, and the U.S. Department of the Treasury (Treasury).

The Seal is drawn from the tradition of heraldry. The escutcheon (shield) rep-resents a defender. On the escutcheon (shield)—the sign of a defender—is a chief of sanguine (deep red), which indicates that ATF, the bearer of the shield, through its achievements, has authority and wisdom. The sanguine color of the chief represents a patient victor, one not hasty in battle. Also represented in the middle of the shield is an azure chevron.

This chevron denotes protection and service, and the azure color represents strength and loyalty; combined, they indicate ATF’s strength, loyalty, service and protection of justice, depicted by the scales of justice below the chevron.

The azure chevron also represents the past relationship between ATF and Trea-sury. The escutcheon stands on a field of deeper blue representing vigilance, perseverance, and justice, and is surrounded by a laurel of (gold), symbolic of victory, and crowned by three mullets, or stars.

Around the seal is the name of the Bureau, and at the base, the year 1972, when ATF became a bureau. The seal is contained within a corded edge.

The mullets and the corded edge encasing the full seal are elements drawn from the DOJ seal and represent the inclusion of ATF within DOJ.

The seal, as described above, was carefully designed to represent the Bureau’s dedication to and accomplishments in achieving patient victory in defense of justice, as well as the interrelationship among ATF, DOJ, and Treasury.

WELCOME

The Spartan Program Management Division (SPMD) mission is to complete a business process re-engineering effort that will update how ATF carries out the criminal enforcement, Indus-try operations, and intelligence missions.

The effort will more effectively bring together ATF compo-nents for carrying out the mission, and will result in changes to policy and procedure, training, and the development of a new case management system.

The case management system to be developed, Spartan, will be a single solution designed to replace the current legacy systems with state–of–the–art capabilities.

02 | COLORS

These are the possible colors for the Spartan Application. The inspiration for the colors came from the Spartan Logo and the ATF Seal.

Primary colors are usually associated with trust and confidence, and can be used to represent calmness and accuracy. The light grey color is used as a supporting color.

Secondary colors serve as accent colors, used to draw the user’s eye to certain high-lighted fields or areas. Additionally, they are used in the application to highlight im-portant features on a page, such as type or visual style elements (i.e. illustrations).

Open Sans is an open-source sans serif typeface created for legibility in UI design. With a variety of weights that read easily at all sizes, Source Sans Pro provides clear headers as well as highly readable body text.

Inspired by twentieth-century American gothic typeface design; its slender, yet open letters offer a clean and friendly simplicity. Advanced hinting allows Source Sans Pro to render well on Windows systems, which run Cleartype, across browsers and devices.

Moreover, it supports a variety of languages and alphabets, including: Western and European language, Vietnamese, pinyin Romanization of Chinese, and Navajo.

960 Grid System is an effort to streamline the design process by defining exact measurements.

The advantages of using 960 System Grid helps developers to communicate better, smoothing out the process of moving from design to web development.

The 12-column grid, divided into portions that are 60px wide, is used throughout the Spartan application.

The minimum target resolution is 1280 x 800 pixels.

A Progress bar indicates where a user is as they advance through a series of steps in a process. The example below demonstrates the style of the Progress Bar being used across the Spartan application.

A message box is a small window that provides information to users and requires them to take an action before they can move to the next step.

A Favicon, short for “favorite icon”, is a file containing one or more small icons, associ-ated with a particular website or web page. Favicon is also known as a shortcut icon, website icon, tab icon, URL icon, or bookmark icon.

Tabs are used to enhance the user experience when navigating through the Spartan application.

Note: The active tab needs to be a different color (White) and it has to physically connect with the space below it. This is what makes the active tab “pop” to the front.
