About this file

This is a Request for Information (RFI) issued by the U.S. Department of Justice Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for market research purposes on March 5, 2026. The RFI seeks to identify qualified small business concerns—including 8(a), SDVOSB, HUBZone, and WOSB/EDWOSB certified firms—capable of designing, developing, and implementing a scalable Federated Search solution. The solution must enable seamless, real-time information retrieval across ATF's disparate digital platforms through secure connectors to internal repositories (SharePoint, SQL, On-premises files, AWS) and external data sources (Accurint AVCC, Clear, i2 Analyst Notebook, Transunion TLO, Vigilant License Plate Reader, Pennlink, Tangles, and Whooster). Core technical requirements include a "search-time" aggregation architecture maintaining logical and physical data separation to prevent cross-contamination, selective query logic with toggle/filter capabilities for internal, external, or hybrid search modes, and deployment across production, training, and testing environments. The solution must comply with NIST SP 800-53 security controls at moderate/high impact levels, integrate with ATF's identity credential and access management systems (PIVCAC, OKTA, Active Directory), achieve full Section 508 compliance, and be built within GovCloud environments while conforming to ATF's Agile Scrum and CI/CD methodologies.

Respondents must submit a whitepaper of no more than 15 pages addressing company information, capabilities, past performance on similar government contracts, staffing estimates by labor category and expertise level, and preliminary cost estimates for a project of this magnitude. Questions must be submitted by 4:00 PM ET on Friday, March 13, 2026, and RFI responses are due by 4:00 PM ET on Friday, March 20, 2026. All submissions must be emailed to Contracting Officer Steven Jaimes at Steven.Jaimes@atf.gov. The RFI explicitly states this is for planning and market research purposes only, does not constitute a solicitation, places the government under no obligation to award a contract, and that non-response does not preclude participation in any future RFP. All submissions become government property and will not be returned.
