Addendum to FAR 52.212-2, Evaluation-Commercial Products & Commercial Services SAF/FM Quality Assurance (QA) Program Support

1. General – Proposal evaluation will be conducted IAW the procedures at FAR 12. All factors listed in FAR 52.212-2, Evaluation-Commercial Products and Commercial Services will be evaluated at the factor level.
2. SDVOSB Eligibility – Note that this acquisition is conducted as a 100% Small Disabled Veteran- Owned Small Business set-aside IAW FAR 19.1405. Only o erors meeting the requirements at FAR 19.1405(c)(1) are eligible for award consideration.
3. Evaluation for Extension of Services – Note that FAR 52.217-8 will be included in the price evaluation by adding 50% of the value of the CLINs in Option Year 3 (CLINs 3002, 3003 and 3004) to the total price. This amount is for evaluation purposes only and will not be included in the awarded contract value.
4. Technical Capability Evaluation Approach – All elements listed in the Addendum to FAR 52.212-1 para. 4, Technical Capability Volume, must be present for the o er to be considered for award. The quality of solutions proposed will weigh heavily in the Government’s overall Technical Capability factor evaluation.
5. Past Performance Evaluation Approach – The general approach used in evaluating past performance includes assessing recency and relevancy of experience, as well as quality of performance noted on any PPQs received, CPARS documentation, and/or external sources of information. The Government will take all of these things into consideration when assigning an overall past performance confidence level.
6. Clarifications & Discussions – The Government reserves the right to seek clarifications on o eror proposals. This may apply to all, some, or none of the proposals received in response to this solicitation. Additionally, if discussions are held and/or proposal revisions are allowed, all o erors remaining in the competitive range will be a orded an opportunity to respond.
