SECTION 01 11 00
SPECIAL CONTRACT REQUIREMENTS
PART 1 - GENERAL
1.1 GENERAL DESCRIPTION: This is an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, Roads/Pavements & Misc. Civil Work IDIQ Contract, Misawa AB, Japan. The scope of the contract encompasses repair, maintenance and construction of pavement structures such as roads and parking lots, and related work including but not limited to curb/gutter, drainage pipes, manhole, earthwork, sidewalks, markings, traffic signs, restoration and demolition of structure/obstacle, and other miscellaneous work in Misawa Air Base (MAB), Japan and locations within 40 km radius from MAB, including its associated sites of Hachinohe Fuel Terminal, with the exception of the MAB Airfield and Draughon Range. This is an IDIQ contract wherein work will be accomplished through issuance of the task order(s) on DD Form 1155 (DD 1155). The task order consists of work elements which are to be performed by the contractor to achieve specific construction requirements in the Scope of Work (SOW). The contractor shall furnish all labor, equipment, materials, and services including temporary work, safety measure, traffic control, overhead, and management necessary to perform all operations required to complete the construction for use, in accordance with the specifications and drawings, within the terms and conditions of the contract and further defined with each individual TO. The contractor must thoroughly understand the requirements of each Contract Line Item Number (CLIN) and its corresponding Exhibit Line Item Numbers (ELINs) described in this specification section to satisfy themselves of the required scope of work to be completed under the respective line items.
1.1.1 Contract Line Items/Exhibit Line Items:
1.1.1.1 GENERAL: Pricing schedule of this contract is structured in Section B with its corresponding Exhibits A thru C. CLIN 0001, 1001 and 2001, specified in the pricing schedule, Section B of solicitation/contract are for basic year, option year one (1) and option year two (2) ELINs listed in the Exhibit A, B, and C correspond to CLIN 0001, 1001and 2001, respectively. Work to be performed under this contract will be composed by an aggregate of applicable Line Items listed in the Pricing Schedule. The principal features of the work to be included under the Line Items are noted herein. Work required by the drawings, specification and not particularly mentioned shall be included in the contract prices for the Line Items to which the work applies.
LINE ITEMS: The items listed hereinafter are the respective ELINs and are also listed in the Pricing Schedule.

1.1.1.2 SURVEY AND TEST
ELIN A001, B001 and C001, Quantity Survey of Current Condition for Pavement and Construction Area, One Section per Extension 10 m A survey to identify/verify required items of work and quantities including profile and sections per the scope of work for the Task Order (DD 1155) in unit of extension 10 meter (Set Point), as a Lot (LOT). This item shall consist of supplemental physical measuring based on a topographic survey data using the benchmark on the base, including the locations and elevations of existing features, inverts, pipe sizes, etc. described in the Task Order. The report shall consist of a report per area, identifying quantity, unit price, AutoCAD drawings/files and amount for individual proposal items and total price to complete the work. This item shall be exercised in all transportation systems (roads, sidewalks, drainage systems, parking lots, planting, markings and any utilities) appropriate to the scope of the Subject Task Order.
ELIN A002, B002 and C002, Core Drilling and Sampling of AC or Concrete Pavement of Roads, Parking Lots, and Other Surfaces Core drilling and sampling of AC or Concrete pavements of roads, parking lots and other surfaces shall be per each (EA.) test completed, including and not limited to coring completely through the AC or PCC pavement with a coring machine, sampling of the AC or PCC core, reconstruction of the pavement surface, and Submitting certified results of all sample measurements in triplicate, and one set of recovered and identified samples. Temporary restoration shall use non shrink mortar or hot mix asphalt.
ELIN A003, B003 and C003, Test Digging of AC Pavement, not to exceed 1m x 1m x 1m includes temporary pavement restoration Test digging of AC Pavement, not to exceed 1m x 1m x 1m includes temporary pavement restoration shall be per each (EA) of AC Pavement area tested, including but not limited to, AC saw cutting, excavation, backfill, temporary asphalt pavement restoration, and site cleanup. Pavement shall be temporary restored at 4cm thickness using asphalt No. 2.
1.1.1.3 GENERAL CONSTRUCTION AND OTHER WORK
ELIN A004, B004 and C004, Construct Formwork for Concrete Work Construct formwork for concrete work shall be per square meter (SM.) of formwork measured by the finished dimensions of the formed structure and oiled and ready for use, including but not limited to preparatory work, pre-fabrication, installation, ties, shims, stakes, braces, etc., and removal.
ELIN A005, B005 and C005, Construct Steel Reinforcement Bar Construct steel reinforcement bar shall be per metric ton (MTON.) of re-bar, including splices, complete and tied in place and ready for concrete placement, Revised per Addendum No.1
01 11 00-3 including but not limited to preparatory work, bending, cutting, pre-fabrication, chairs, seats, installation, splicing, tie wire, snap ties and all other miscellaneous materials and work.
ELIN A006, B006 and C006, Frost Inhibition Course (RC-40) ELIN A007, B007 and C007, Leveling Basis Crushed Stone (RC-40, Average thickness 30mm) ELIN A008, B008 and C008, Construct Basis Crushed Stone (RC- 40) Frost inhibition course (RC-40)/leveling basic crushed stone (RC-40)/construct basis crushed stone (RC-40) shall be per cubic meter (CM.) of compacted material in-place and ready for use, including but not limited to preparatory work, spreading and compaction and clean-up.
ELIN A009, B009 and C009, Place Concrete (21-8-25) ELIN A010, B010 and C010, Place Concrete (24-8-25) Place concrete (21-8-25)/ (24-8-25) shall be per cubic meter (CM.) of 21 MPa – 8 cm slump – 25 mm aggregate (21-8-25)/24 MPa – 8 cm slump – 25 mm aggregate (24-8-25) concrete complete in-place, including but not limited to surface preparation, concrete placing, vibrating, finishing, curing and protection, restoration work and testing.
ELIN A011, B011, and C011, Placing and Removing Steel Plate, Size 1.5m x 3.0m Placing steel plate, size 1.5m x 3.0m shall be each (EA) per day (EA/DAY) of placing and removing the metal plate for temporary construction access road.
ELIN A012, B012 and C012, Transportation of Removed Concrete, AC and Concrete products from Construction Site to Stock Yard/on Base Transportation of removed concrete, AC and concrete products from construction site to stock yard/on Base shall be per cubic meters (CM) of transported removed concrete, AC, cold milling AC and concrete products, including but not limited to provide equipment, transporting, unloading, loading and site cleanup.
ELIN A013, B013 and C013, Transportation of Removed Miscellaneous Material from Construction Site to Stock Yard/on Base Transportation of removed miscellaneous material from construction site to stock yard/on Base shall be per cubic meters (CM) of transported miscellaneous material at site, including but not limited to provide equipment, transporting, unloading, loading and site cleanup.
ELIN A014, B014 and C014, Traffic Regulator (Flag Man) Traffic regulator (Traffic Control Guard B) shall be man per day (MAN/DAY) of traffic regulator, including but not limited to control of vehicle traffic during construction work.

1.1.1.4 ASPHALT PAVING WORK
ELIN A015, B015 and C015, Construct Subbase Course (RC-40) Construct subbase course/recycle crushed material (RC-40) shall be per cubic meter (CM.) of new material compacted in-place and ready for use, including but not limited to preparatory work, spreading and compaction, testing and clean-up.
ELIN A016, B016 and C016, Leveling Base/Subbase Course Leveling base/subbase course shall be per square meter (SM.) of compacted existing material compacted in-place and ready for use, including but not limited to preparatory work, and compaction and clean-up.
ELIN A017, B017 and C017, Leveling Base Course (M-25, Average thickness 30mm) Leveling base course/ mechanically stabilized crushed stone (M-25, Average thickness 30mm) shall be per cubic meter (CM.) of new material compacted in-place and ready for use, including but not limited to preparatory work, spreading and compaction and clean-up.
ELIN A018, B018 and C018, Construct Base Course (M-25) Construct base course (M-25) shall be per cubic meter (CM.) of new material compacted in-place and ready for use, including but not limited to preparatory work, spreading and compaction, testing and clean-up.
ELIN A019, B019 and C019, Leveling AC Pavement (Recycled AC No.2, Average thickness 40mm) Leveling AC pavement (recycled AC No.2, Average thickness 40mm) shall be per metric ton (MTON.) of AC intermediate course, including but not limited to fine grade preparation, edge preparation & restoration, placement of variable thickness AC intermediate leveling course, compaction and testing. Applies to pavement construction widths of 1.5m or more.
ELIN A020, B020 and C020, 50mm Thick Recycled AC Intermediate Course (AC No.2) 50mm thick recycled AC intermediate course (AC No.2) shall be per compacted square meter (SM.) of AC pavement, including and not limited to compaction, AC placement, compaction and testing.
ELIN A021, B021 and C021, Construct Recycled AC Wearing Course (AC No.5) ELIN A022, B022 and C022, Construct AC Surface by Modified Asphalt (AC No.5) Construct recycled AC wearing course (AC No.5)/Construct AC surface by modified asphalt (AC No.5) shall be per metric ton (MTON.) of AC pavement, including and not limited to compaction, AC placement, compaction and testing.
ELIN A023, B023 and C023, Prime Coat (PK-3) ELIN A024, B024 and C024, Tack Coat (PK-4) ELIN A025, B025 and C025, Tack Coat (Modified PK-4) Prime coat (PK-3)/tack coat (PK-4)/tack coat (modified PK-4) shall be per square
01 11 00-5 meter (SM.) of new coating applied on approved base course or AC surfaces, including but not limited to surface preparation, cleaning, application of new coating, protection from traffic until cured or covered by pavement, and clean-up.
ELIN A026, B026 and C026, AC Wearing Course (Labor) AC Wearing course (labor) shall be per metric ton (MTON.) of AC pavement, including and not limited to compaction, AC placement, compaction and testing.
ELIN A027, B027 and C027, Base Stabilization for pavement, Mix 150mm Thick Base stabilization for pavement, Mix 150mm Thick shall be per square meter (SM.) of compacted in-place, including existing material sampling, testing, preparatory work, base course mixing in –place, curing, loading and compaction and site cleaning. Base Stabilization shall be mixing Base Course in-place with cement (per 2.5% 100m2) and emulsion (per 5.0% 100m2) in accordance with Pavement Regeneration manual of Japan Road Association.
1.1.1.5 GEOTEXTILE WORK
ELIN A028, B028 and C028, Install Geotextile Install geotextile shall be per square meter (SM.) of geotextile, and ready for asphalt paving, including but not limited to preparatory work, survey and survey report for clack conditions, installation and all other miscellaneous materials and work.
1.1.1.6 SIDEWALK, CURBS, and GUTTERS WORK
ELIN A029, B029 and C029, Base Course (RC-40, T=100mm) Base course (RC-40, T=100mm) shall be per square meter (SM.) of compacted material in-place and ready for use, including but not limited to preparatory work, spreading and compaction, testing and clean-up.
ELIN A030, B030 and C030, Base Course Restoration (RC-40, T=100mm) Base course Restoration (RC-40, T=100mm) shall be per square meter (SM.) of compacted material in-place and ready for use, including but not limited to preparatory work, spreading and compaction, and clean-up.
ELIN A031, B031 and C031, Frost Inhibition Course (RC-40, T=250mm) Frost inhibition course (RC-40, T=250mm) shall be per cubic meter (CM.) of compacted material in-place and ready for use, including but not limited to preparatory work, spreading and compaction, testing and clean-up.
ELIN A032, B032 and C032, Frost Inhibition Course Restoration (RC-40, T=250mm) Frost inhibition course Restoration (RC-40, T=250mm) shall be per cubic meter (CM.) of compacted material in-place and ready for use, including but not limited to preparatory work, spreading and compaction, and clean-up.

ELIN A033, B033 and C033, Base Course Restoration for Road (M-25) Base course Restoration for Road (M-25) shall be per cubic meter (CM.) of compacted material in-place and ready for use, including but not limited to preparatory work, spreading and compaction, and clean-up.
ELIN A034, B034 and C034, Leveling Base Course (RC-40, Average thickness 30mm) Leveling base course (RC-40, Average thickness 30mm) shall be per cubic meter (CM.) of compacted material in-place and ready for use, including but not limited to preparatory work, spreading and compaction, testing and clean-up.
ELIN A035, B035 and C035, Place Concrete (24-8-25) for Concrete Sidewalks Place concrete (24-8-25) for Concrete Sidewalks shall be per square meter (SM.)
of 24 MPa – 8 cm slump – 25 mm aggregate (24-8-25) concrete complete in-place, including but not limited to surface preparation, concrete placing, vibrating, finishing, curing and protection, restoration work and testing.
ELIN A036, B036 and C036, Place Concrete (24-8-25) for Concrete Curbs Place concrete (24-8-25) for Concrete Curbs shall be per linear meter (LM.) of 24 MPa – 8 cm slump – 25 mm aggregate (24-8-25) concrete complete in-place, including but not limited to surface preparation, concrete placing, vibrating, finishing, curing and protection, restoration work and testing.
ELIN A037, B037 and C037, Place Concrete (24-8-25) for Concrete Curbs & Gutters Place concrete (24-8-25) for Concrete Curbs & Gutters shall be per cubic meter (CM.) of 24 MPa – 8 cm slump – 25 mm aggregate (24-8-25) concrete complete in-place, including but not limited to surface preparation, concrete placing, vibrating, finishing, curing and protection, restoration work and testing.
ELIN A038, B038 and C038, Install Joint Filler Install joint filler shall be per square meter (SM.) of joint filler material in-place and ready for use, including but not limited to preparatory work and installation.
ELIN A039, B039 and C039, Install Sealant (10mm x 5mm) Install sealant (10mm x 5mm) shall be per linear meter (LM.), including but not limited to application of sealant, protection from walker until cured, and clean-up.
ELIN A040, B040 and C040, Contraction Joint Cutter Contraction joint cutter shall be per linear meter (LM.), including but not limited to cutting and clean-up.
ELIN A041, B041 and C041, Install Precast Type A Block Install precast type A block shall be per linear meter (LM.), including but not limited to installation, mortar filling and clean-up.

1.1.1.7 PAVEMENT MARKINGS, TRAFFIC SAFTY WORK
ELIN A042, B042 and C042, Install Reflective Marking, White (W=15cm) Install reflective marking, white (W=15cm) shall be per linear meter (LM.) of painted pavement markings, measured and approved, including but not limited to preparatory work, application of glass beads for reflective markings, protection until dry, and clean-up.
ELIN A043, B043 and C043, Alphanumeric Concrete Curb Marking Alphanumeric concrete curb marking shall be per each (EA.) of location of painted curb background and alphanumeric set of markings, including but not limited to preparatory work, protection until dry/ cured, and clean-up.
Handwriting is acceptable.
ELIN A044, B044 and C044, Install Handicap Symbol Marking, White Install handicap symbol marking, white shall be per each (EA.) of painted pavement markings, including but not limited to preparatory work, protection until dry/ cured, and clean-up.
ELIN A045, B045 and C045, Relocate Traffic Sign & Post Relocate traffic sign & post shall be per each (EA.) of traffic sign w/foundation relocated, complete and ready for use, relocation will be within a 5-meter radius of the existing post, including but not limited to removal, re- installation and clean-up.
1.1.1.8 EARTH WORK, SODDING, PLANTING WORK
ELIN A046, B046 and C046, Road Excavation Road excavation shall be per cubic meter (CM.) of excavated materials for road, including and not limited to excavation of earth, base course and subbase course material to predetermined elevations, leveling, grading and loading.
ELIN A047, B047 and C047, Earthwork (Digging and Grading) Earthwork (digging and grading) shall be per cubic meter (CM.) of excavated materials for structures, including and not limited to excavation of earth, digging for curbs & gutter work, excavation for catch basin and manhole work, base course and subbase course material to predetermined elevations, leveling grading and loading.
ELIN A048, B048 and C048, Excavation for Underground Utility Excavation for Underground Utility shall be per cubic meter (CM.) of excavated materials for structures, including and not limited to digging for underground utility work, base course and subbase course material to predetermined elevations, leveling grading and loading.
ELIN A049, B049 and C049, Transportation of Excavated Soil to Stock Yard Transportation of excavated soil to stock yard shall be per cubic meter (CM.) of

ELIN A054, B054 and C054, Place Sod (Noshiba) Place sod (Noshiba) shall be per square meter (SM.) of sod placed, including but not limited to soil preparation, placing sod and all work for turf establishment period.
ELIN A055, B055 and C055, Removal and Reinstallation of Sod Removal and reinstallation of sod shall be per square meter (SM.) of sod restored in-place, including but not limited to removal and stockpiling of existing sod, tillage, re-sodding, watering and maintenance.
SANITARY SEWER, DRAINAGE WORK
ELIN A056, B056 and C056, Install 200mm VU Rib Pipe ELIN A057, B057 and C057, Install 300mm VU Rib Pipe Install 200mm VU rib pipe/ 300mm VU rib pipe shall be per linear meter (LM.) of pipe installed, complete and ready for use, including but not limited to preparatory work, placing and connecting joints.
ELIN A058, B058 and C058, Install New Manhole Frame and Cover (T-25) Install new manhole frame and cover (T-25) shall be per each (EA.) of manhole cover and frame installed, complete and ready for use, including but not limited to preparatory work, mortar filling and installation.
ELIN A059, B059, and C059, Raise/Lower existing Manhole Frame and Cover Raise/lower existing manhole frame and cover shall be per each (EA.) of frame and cover complete and ready for use, including but not limited to removing portion of existing concrete, resetting the frame and cover to new elevation, formwork, provision of new concrete, installation of anchor with epoxy resin, 01 11 00-9 fitting frame and cover, curing and clean-up.

ELIN A061, B061 and E061, Install New Gutter Inlet with Pre-cast Concrete Structures, Inlet Height 1.5m Install new gutter inlet with pre-cast concrete structures, inlet height 1.5m shall be per each (EA.) of gutter inlet installed, complete and ready for use, including but not limited to preparatory work, mortar filling and installation.
ELIN A062, B062 and C062, Raise/Lower existing Concrete Frame and Grating Cover of Gutter Inlet Raise/lower existing concrete frame and grating cover of gutter Inlet shall be per each (EA.) of concrete frame and grating cover complete and ready for use, including but not limited to removing portion of existing concrete, resetting the frame and cover to new elevation, formwork, provision of new concrete, installation of anchor with epoxy resin, fitting frame and cover, curing and clean-up.
ELIN A063, B063 and E063, Install New Frame and Grating Cover (T-25) for Catch Basin, 900 mm square Install new frame and grating cover (T-25) for catch basin, 900 mm square shall be per each (EA.) of gutter inlet installed, complete and ready for use, including but not limited to preparatory work and installation.
1.1.1.10 WATER LINE WORK
ELIN A064, B064 and E064, Replace existing Gate Valve Box Replace existing gate valve box shall be per each (EA.) of frame and cover complete and ready for use, including but not limited to remove existing gate valve box and part of concrete, install new gate valve box at the designed elevation.
1.1.1.11 REMOVAL AND DISPOSAL WORK
ELIN A065, B065 and C065, Saw Cutting of Existing AC Pavement, less than 15cm ELIN A066, B066 and C066, Saw Cutting of Existing AC Pavement, 15cm or more and less than 30cm ELIN A067, B067 and C067, Saw Cutting of Existing Concrete Pavement, less than 15cm Saw cutting of existing AC/concrete pavement shall be per linear meter (LM.) of AC/concrete saw cutting, including and not limited to traffic control and site

ELIN A068, B068 and E068, Cold Milling of AC Pavement, less than 6cm ELIN A069, B069 and E069, Cold Milling of AC Pavement, 6cm or more and less than 12cm
Cold milling of AC pavement, less than 6 cm/6 cm or more and less than 12cm shall be per square meter (SM.) of AC removed, including and not limited to removal and disposal of AC, traffic control and site cleaning.

1.2 SCOPE
The work covered by these construction documents consists of furnishing all supervision, labor, equipment, materials, necessary to perform all operations required to complete and make ready for use, all in accordance with these specifications and the applicable drawings for Project Roads/Pavements & Misc.
Civil Work IDIQ CONTRACT, Misawa AB, Japan.
1.3 LOCATION
Misawa Air Base and locations within 40 km radius from Misawa AB, including its associated sites of Fleet Logistics Center Yokosuka Hachinohe Fuel Terminal, with the exception of Misawa AB, Airfield.
1.4 PRINCIPAL FEATURES
The work to be performed in connection with this project includes, but is not limited to the following:
1. Perform project area survey to identify/verify item(s) required for the project.
2. Removal and disposal of existing deteriorated AC pavements, concrete structures and/or other obstacles.
3. Install AC surface/intermediate course, base course and subbase course with compaction and testing.
4. Cold-milling and installation of bituminous surface course.
5. Replace concrete curbs/gutters, sidewalk, and other utilities.
6. Provide backfilling and sodding work in excavated and graded area.
7. Remove and repaint of road markings.
8. Provide temporary barricades, traffic control, signs, maintain grass within construction site, and site clean-up
1.5 Experience/Qualifications
Project manager shall have minimum qualification requirements of two (2) years’ experience as a project manager on the roads/pavements repair, maintenance or construction projects, similar in size of the solicitation requirements, and Licensed 1st Class Sekou Kanri-gishi.
CQC manager shall have minimum qualification requirements of two (2) years’ experience as a CQC manager on the roads/pavements repair, maintenance or

01 11 00-20 construction projects, similar in size of the solicitation requirements, and Licensed 1st Class Sekou Kanri-gishi.
Jobsite Foreman shall have minimum qualification requirements of two (2) years’ experience as a Jobsite Foreman on the roads/pavements repair, maintenance or construction projects, similar in size of the solicitation requirements, and Licensed 2nd Class Sekou Kanri-gishi.
1.6 LIMITATION OF EXTERIOR WORK DURING THE WINTER PERIOD
The period from 15 Dec through 15 Mar in the following year is defined as the winter period. Exterior work such as excavation, backfill, concrete placement, paint.etc, shall not be performed during the winter period unless otherwise approved by the Contracting Officer. The contractor may request such exterior work during the winter period only when the exterior work will be performed in compliance with applicable sections of the specifications and drawings under strict temperature control with curing and/or heating appliance as necessary.
The contractor shall submit the exterior work request together with work and temperature control plans to the Contracting Officer for his/her approval. The exterior work does not include on-site preparation or survey work.
1.7 AVAILABILITY OF WORK SITE AND WORKING HOURS
Unless otherwise specifically approved by the Contracting Officer (CO), the work will generally be made available to the contractor as follows.
- Five days a week, Monday through Friday, excluding U.S. federal holidays.
- Working Hours: 0730 of the day through 1630 of the same day.
- The Government will notify the contractor if any changes become necessary in the gate operation schedule.
- Vehicles exceeding 680KG gross vehicle weight (GVW), for the contractor’s delivery along with special purpose vehicles and heavy equipment, shall only enter the Apple Gate. Apple Gate operating hours are from 0700 to 1400, Monday through Saturday including legal U.S. and Japanese holidays for winter season (1 Nov – 15 Mar). Apple Gate operating hours are from 0600 to 1400, Monday through Saturday including legal U.S. and Japanese holidays for summer season (16 Mar – 31 Oct).
Coordination with the Contracting Officer's Representative (COR) 30 days in advance is required with 35 SFS for asphalt and concrete delivery during non-operating hours. Also, the Contractor shall submit schedule, truck license number, driver’s name, pass number and company name for asphalt and concrete delivery during non-operating hours to 35 SFS.
- Availability of working hours depends on the area of the project, type and quantity of construction work involved in individual task order, seasonal situation, as well as the government convenience.

1.9 REQUESTS FOR CONTRACTOR'S EMPLOYEE PASSES AND VEHICLE
PASSES
a. Prior to the start of on-site work, the Contractor shall submit applications for base passes (listed below) to the contracting officer, for all employees, including Subcontractor employees, requiring access to Misawa Air Base in order to perform this contract.
(1) 5AF form 99EJ, Application for Base Pass, for employees.
b. Upon completion of this contract, the Contractor shall return all employees to the Visitor Control Section (35 SFS/SFOP), Bldg. 301, and obtain a certification of receipt. Final Payment will be withheld until the Contractor has accomplished required clearances.
1.10 Random Antiterrorism Measures (RAMs). RAMS are conducted on Misawa Air Base at varying times during a 24-hour period and may consist of measures such as spot checks of identification credentials, random vehicle searches, and site security sweeps.
