About this file

This Statement of Objectives (SOO) details a project to replace ceiling-mounted surgical lights in Operating Rooms 6 and 7 at Eglin Air Force Base Hospital in Florida. The project requires a contractor to deinstall existing outdated surgical light systems and install two new Steris HarmonyAir surgical lighting systems or equivalent, with an emphasis on minimizing disruption to the sterile environment and reusing existing ceiling mounting infrastructure. Key objectives include ensuring compliance with hospital standards, coordinating with hospital staff and infection control teams, testing and commissioning the new systems, and providing user training to operating room personnel.

The project has a performance period not to exceed 120 days from Notice to Proceed, with specific deliverables including a pre-installation site assessment, removal of legacy lighting systems, installation of new systems with functional testing, a final commissioning report, and operational handoff to OR staff. Performance objectives mandate compliance with applicable codes and standards, minimal impact on hospital operations, strict adherence to Infection Control Risk Assessment (ICRA) protocols, and prioritizing existing mounting infrastructure to reduce construction requirements. The government points of contact are Brad Poston, Property Manager, and Sean O'Laughlin, Assistant Facility Operations Specialist, both located at Eglin AFB.

Statement of Objectives (SOO)

Project Title: Replacement of Ceiling Mounted Operating Room Lights in OR 6 and OR 7

Location: Eglin Air Force Base Hospital, Eglin AFB, Florida

1. Purpose

The purpose of this project is to replace the outdated ceiling-mounted surgical lights in Operating Rooms (OR) 6 and 7 at Eglin AFB Hospital with new Steris HarmonyAir surgical lighting systems or equivalent. The goal is to enhance surgical lighting capabilities while minimizing disruption to the sterile environment and limiting construction requirements.

2. Background

The current ceiling-mounted surgical lights in OR 6 and OR 7 have reached the end of their operational lifecycle. They no longer meet modern performance and reliability standards, potentially impacting surgical effectiveness and patient safety. Upgrading to Steris HarmonyAir or equivalent systems will provide advanced lighting features such as improved shadow control, color rendering, and integration with video and imaging systems.

3. Scope of Objectives

The contractor shall provide all labor, equipment, materials, and supervision necessary to:

• Deinstall existing ceiling-mounted surgical light systems in OR 6 and OR 7.

• Install two new ceiling-mounted surgical lighting systems (Steris HarmonyAir or equivalent) in OR 6 and OR 7.

• Reuse the existing ceiling mounting plates and infrastructure to the maximum extent feasible in order to:

o Reduce construction requirements, o Limit disturbance to sterile OR environments, and o Minimize costs and operational downtime.

• Coordinate with hospital staff and infection control teams to ensure all work complies with hospital standards, including Interim Life Safety Measures (ILSM) and the Infection Control Risk Assessment (ICRA).

• Ensure all installed systems are tested, commissioned, and fully operational prior to project completion.

• Provide user training to operating room personnel on the use of the new systems.

• Efficiency: The use of existing mounting infrastructure should be prioritized to reduce the need for construction or ceiling rework.

5. Deliverables

• Pre-installation site assessment and coordination report

• Removal of legacy lighting systems. Disposal is the responsibility of the government.

• Installation of new lighting systems with functional testing and documentation

• Final commissioning report and as-built documentation

• Training and operational handoff to OR staff

6. Period of Performance
