PERFORMANCE WORK STATEMENT

RELOCATION OF OSI SIPRNET EQUIPMENT (2nd Floor) IN BUILDING 1413, (FROM RM 205 to RM 204) JOINT BASE ANDREWS, MD

1. DESCRIPTION

1.1. The Air Force Office of Special Investigations (AFOSI), 2d Field Investigations Squadron (2 FIS) has a requirement to relocate a SECRET INTERNET PROTOCOL ROUTER NETWORK (SIPRNET) rack/IT equipment/cabling/connections from room 205 to room 204 ( approx. 15 feet) as well as install 20 news SIPR drops for rooms 240/241/245. The equipment is operational and in good working condition and will be co-located with similar network equipment. Additionally, older fiber cable running from the 2nd and 3rd floor in Bldg 1413 to the SIPR rack (2nd floor) will be replaced with newer cable. This relocation will consolidate like resources and free up scarce space for mission expansion.

2. REQUIREMENT

2.1. The contractor shall provide all labor, equipment, vehicles, supplies, and materials to perform all operations necessary to un-install, package, transport, and install existing SIPRNET rack/equipment/cable connections, and 20 new connections.

2.2. The contractor shall provide the following:

Removal of Equipment

• Disassemble network rack/equipment/connections; safeguarding and protecting the aforementioned items from damage

• Document current condition of equipment prior to moving

• Package equipment to ensure safe transportation

• Remove all refuse and waste

• Fix any damage to equipment and space as a result of the movement

Transportation of Equipment

• Safely transport equipment from room 205 to room 204 (approximately 20 feet next door)

Installation of Equipment

• Install existing rack, infrastructure equipment (patch panels, switches, router, TACLANE, etc) removed from room 205

• Reconnect all cable connections and equipment

• All cabling will be installed below the suspended ceiling by cable hangars and/or J hooks. All cabling will be installed in new wire basket style cable tray.

• Wall mounted SIPR EO fiber cables will be installed in surface mounted molding from the cable tray to the lockable fiber box at each location.

• The contractor will label all cables, faceplates, panels, blocks, and ports with permanent machine printed labels according to the customer’s preferred labeling scheme. If a preferred labeling scheme is not specified by the customer the contractor will label the work area outlet cables according to a suggested default procedure in compliance with current ANSI/TIA/EIA-606 Administration Standards.

• All Single-Mode & Multi-Mode Fiber Optic cabling strands installed and terminated shall be tested by a Fluke DSX-5000 to ensure that all end to-end link attenuation measurements meet an applicable loss budget.

• The contractor will provide a complete set of as-built drawings upon completion of the project.

These drawings shall identify room numbers, outlet identifiers, telecom rooms, racks, patch panels, and termination blocks.

3. GENERAL REQUIREMENT

3.1. Period of Performance: shall not exceed 21 calendar days from contract award date.

3.2. Duty Hours: between the hours of 7:30 AM and 4:00 PM Monday through Friday, except Federal holidays. Special permission may be obtained to work other than normal duty hours provided it is at no additional cost to the government and security arrangements are satisfactory to the Contracting Officer’s Representative (COR). In the event the Contractor encounters problems that may prevent or delay scheduled work, the Contractor shall immediately call the COR.

3.3. Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this Performance Work Statement (PWS).

The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the work complies with stated requirements.

3.4. Quality Assurance: The government will evaluate the contractor’s performance to ensure that the contractor has performed in accordance with the performance objectives outlined below in Section 4.

The objectives define how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

3.5. Travel: Contractor shall travel IAW with Joint Travel Regulations.

5. SECURITY

5.1 The contractor and their personnel shall be subject to the same Federal laws, regulations, and installation standards regarding installation security process.

5.2 Building Access: The Contractor will be required to coordinate the work with the building manager and the COR access. In all cases the Contractor shall keep the COR informed of ongoing work.

6. GOVERNMENT-FURNISHED PROPERTY, EQUIPMENT AND SERVICES

6.1 Services: The Government will provide daily the required number of escorts needed to support this project.

6.2 Facilities: The government will provide a staging area within the building for Contractor’s materials, equipment and vehicles needed to complete the project.

6.3 Utilities: The Government will provide all utilities in the facility for the Contractor’s use in performance of tasks outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities.

8. DEFINITIONS:

CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.

Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS.

When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

SECRET INTERNET PROTOCOL ROUTER NETWORK (SIPR) A system of interconnected computer networks used by the U.S. Department of Defense and the U.S. State Department to transmit classified information by packet switching over the 'completely secure' environment". It also provides services such as hypertext document access and electronic mail.

WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

WORK WEEK. Monday through Friday, unless specified otherwise.
