TECHNICAL ORDER
INSPECTION OF THE DOWN TUBE AND VALVE
ASSEMBLY SOLDER ON AMEREX HALON 1211 150Lb
WHEELED FLIGHTLINE FIRE EXTINGUISHER
NOTE
Commanders are responsible for bringing this technical order to the attention of all Air Force personnel cleared for operation of affected systems.
In accordance with TO 00-5-15, all affected Wheeled Flightline Fire Extinguishers that are in non-compliance by the compliance date of this TCTO will be removed from service. Extensions will only be granted on a case-by-case basis. The local/host Mission Support Group Commander (or equivalent) must submit requests for extensions via the owning MAJCOM to WR-
ALC/WNZ.
Requests must include the justification or extension, and expected date the extinguisher will be in full compliance.
This is an AFLCMC/WNZ TCTO. POC at AFLCMC/WNZ is Willie Edwards, DSN 468-6462.
1. APPLICATION.
1.1 Identification. This Time Compliance Technical Order (TCTO) is applicable to the AMEREX, HALON 1211 150 LB Wheeled Flightline Fire Extinguisher (WFFE), Model 600.
NSN 4210-01-140-2233, NSN 4210-01-332-0793 and NSN 4210-01-457-9062.
1.2 Kit Applicability by Model and Serial Number. Not Applicable.
1.3 Verification. TCTO verification was accomplished in accordance with TO 00-5-15, at Ellsworth AFB, SD and Wright Patterson AFB, OH, on Class A Mishap AFSAS #983980, 15 September 2020.
2. PURPOSE.
The purpose of this Time Compliance Technical Order (TCTO) is to perform a One-Time Visual Inspection on the solder quality found at the joint connecting the Down Tube and Valve Assembly. Note in mid-2006 the manufacturer changed the material used in the Down Tube from Copper to Stainless Steel.

3. WHEN TO BE ACCOMPLISHED.
3.1 Compliance Period. Work shall be accomplished not later than 180 days after receipt of this TCTO. Failure to accomplish the work by the expiration of compliance period shall be justification for withdrawing the affected system/equipment from service until compliance is accomplished. If the compliance period cannot be met before the TCTO rescission date, the performing organization will request an extended compliance period according to TO 00-5-15.
3.2 TCTO Rescission Date. The TCTO rescission date is 01 Mar 2022, unless extended via TCTO supplement or notices received through the Reliability and Maintenance Information System (REMIS) or other Management Information Systems. TCTOs will be retained until listed as rescinded in the applicable index.
4. BY WHOM TO BE ACCOMPLISHED.
Maintenance, servicing, and recharging shall be performed by trained persons having available the appropriate servicing manual(s), the proper types of tools, recharge materials, lubricants, and manufacturer’s recommended replacement parts. If these conditions cannot be met, all Wheeled Flightline Fire Eextinguisher’s within compliance of maintenance standards will be sent to a local Amerex Distributor (https://www.amerex-fire.com/distributors/find-a-distributor/).
If maintenance is to be performed by contract, the contractor must perform all maintenance and inspections using technical manual 13F4-4-121 or appropriate vendor’s commercial manual.

Before attempting to de-valve the extinguisher, be sure that it is completely depressurized. Never have any part of your body over the extinguisher while removing the valve assembly. Failure to comply could result in injury to, or death of, personnel or long term health hazards.
Halon 1211 should not be mixed with even the slightest amount of moisture. Prolonged exposure of a de-valved cylinder to ambient air should be avoided to prevent moisture contamination.
NOTE
Halon agent removed from an extinguisher at the time of maintenance or recharging shall be placed in a separate recovery cylinder and the extinguisher cylinder examined internally for contamination. The Halon agent, retained in the recovery cylinder, may be reused only if no evidence of internal contamination is observed in the extinguisher cylinder. Halon removed from extinguishers that exhibit evidence of internal contamination or corrosion shall be processed in accordance with the extinguisher manufacturer’s instructions.
6.1 Use instruction (5.4 COMPLETE MAINTENANCE) from TO 13F4-4-121 to discharge the valve assembly and remove the down tube from the cylinder assembly.
6.2 Once the down tube has been removed, use the inspection criteria below.
a. Visual inspection should ensure solder joint is fully penetrated by solder. A good solder joint will have a completely full solder bead all the way around the tube/valve joint and form a “fillet” between the valve and the down tube. This bead will be fully filled around the circumference with no gaps. (Refer to Fig 1-1)

b. A suspect joint will have pits, voids, and valleys in the joint. If a visible gap (lack of solder) is found between the Retainer and Down Tube interface (Figure 1-2 & 1-3), replace downtube/retainer assembly with approved Amerex manufacturer part (P/N:
04938).

Completion of the down tube inspection will be represented by the decal provided below stating the “The TCTO Number and TCTO Completion Date”. Per the standard, a decal is used to avoid corrosion that a stamp would cause. This page can be printed out and (Figure 1-4) can be cut out and used to create a decal once filled out. After the data for TCTO # and Date Completed is written in, apply clear tape to the front and back of the paper to laminate it. Placement for the decal will be on the right-hand side of the discharge valve. (Figure 1-5) Apply clear epoxy (NSN: 8040-01-628-6226) over the decal, to seal it from the elements. (Figure 1-6)

This technical order supplements TO 13F4-4-501, data code 1300051, dated 12 March 2021, and supersedes supplement TO 13F4-4-501C, dated 12 May 2021, to make corrections as indicated herein. A SUITABLE REF-
ERENCE TO THIS SUPPLEMENT SHALL BE MADE ON PAGE 2 AND OPPOSITE EACH AFFECTED
PARAGRAPH OR FIGURE IN THE BASIC PUBLICATION.
1. This supplement implements a low pressure test, replaces Paragraph 6 and adds additional NSN 4210-01-044-1429 and NSN 4210-01-537-1457 into this inspection.
1. APPLICATION.
1.1 This Time Compliance Technical Order (TCTO) supplement is applicable to the AMEREX, HALON 1211 150 LB Wheeled Flightline Fire Extinguisher (WFFE), Model 600. NSN 4210-01-140-2233, NSN 4210-01-332-0793, NSN 4210-01-457-9062, NSN 4210-01-044-1429, and NSN 4210-01-537-1457 to the inspection criteria.

The purpose of this Time Compliance Technical Order (TCTO) supplement is to perform a Low Pressure Leak Test on the solder found at the joint connecting the Down Tube, Valve Assembly and add NSN 4210-01-044-1429 and NSN 4210-01-537-1457 to the Inspection criteria. It supplement the original TCTO and is used in conjunction with the original TCTO. It removes the visual inspection, and uses a low pressure test to determine serviceability of the soldered joint.

4. HOW WORK IS TO BE ACCOMPLISHED.
4.1 It has been discovered that production of the fire extinguisher down tube has varied greatly in the soldered joint, and the visual inspection may cause a false indication of a defective down tube. The manufacturer has developed a low pressure leak test to check serviceability of the down tube using low pressure nitrogen or clean air from a regulated source and applying a leak detector fluid.
5. The below list parts that are needed to accomplish a low pressure test on the down tube and valve assembly.

5.3 Using the parts listed, Item 1, (Pipe Reducer, 1 x ¼ NPT Female), Item 2 (Cord Grip 0.71”-0.98” OD), Item 3 (Thread Sealant Tape) and Item 8, (Quick Connect Fitting, ¼ NPT male), follow steps to make the Low Pressure Adapter.
5.4 Discard the locking nut and O-ring of the Cord Grip, Item 2 (Cord Grip 0.71”-0.98” OD). Apply item 3 (Thread Sealant Tape) onto the male threads of the Cord Grip and install 1-1.5 turns past finger tight into item 1 (Pipe Reducer, 1 x ¼ NPT Female). (Refer to Fig 1).

5.5 Install the quick connect fitting, Item 8 (Quick Connect Fitting ¼ NPT male) into the Pipe Reducer with Item 3 (Thread Sealant Tape) on the male threads. (Refer to Fig 2).

6. LOW PRESSURE TESTING OF THE SOLDERED JOINT:
Step 1. Insert the open end of the down tube (with valve assembly still attached and left in the (“closed position”) into the cord grip. Hand tighten the large nut of the cord grip securely onto the down tube. (Refer to Fig 3). Place the down tube into a soft jawed vice, being carefully not to damage the tube. Tighten vice to hold in place.

Step 2. Attach the compressed gas line to the low pressure regulator. Attach the Item 8 (quick connect fitting ¼ NPT male) to the adapter assembly from Step 1: (Refer to Fig 4).

Step 3. Attach the female quick connect fitting to the adapter assembly from Step 1: (Refer to Fig 5).

Step 4. Use a shop cloth to isolate the solder joint for performing the low pressure bubble test. (Refer to Fig 6).

Step 5. The threaded joint, below, does NOT have a gasket or O-ring in it (by design) and will show the presence of bubbles if wetted and left exposed during the next step. (Refer to Fig 7).

Step 6. Ensure that the Extinguisher Valve is in the closed position, then open the regulator to 5 psi.
Do not apply more than 10 psi test pressure, and only from a regulated source. Use regulated dry shop air (non-lubricated), or dry nitrogen. Use of more than 10 psi can cause the test adapter to detach from the tube and cause bodily injury.
Step 7. Apply leak detect fluid (item 4) in a steady, bubble-free stream onto the solder joint (see Step 6 notation), all the way around the soldered area on the tube. Wait 30 seconds before inspecting for escaping bubbles.
Step 8. The lack of bubbles generated at the solder joint indicates a good, 360 degree solder joint around the tube and is considered a passing inspection. Conversely, bubbles streaming from the solder joint indicates incomplete solder and is considered a failing unit and it should be removed from service. Remember, you are only observing for bubbles at the solder joint interface, not at the threaded brass retainer joint (see Figure 7).
7. PREVIOUS VISUAL INSPECTION:
7.1 If the down tube was previously inspected using the original TCTO and passed the visual inspection, there is no requirement to remove the tube and valve assembly to accomplish this low pressure test.
8. TRACKING.
For tracking purposes send a monthly report notifying WNZ (willie.edwards@us.af.mil) of the number of Fire Extinguishers by Base until this inspection is complete.
