Pope Army Airfield (Pope AAF)
150-pound Halon Extinguisher Inspection, Maintenance and Testing
Statement of Work (SOW)
1. SCOPE OF WORK: The contractor shall provide the 43d Aircraft Maintenance Squadron (43 AMS) all labor, tools, equipment, materials, transportation and personnel to perform off-site inspection, maintenance and testing of Wheeled 150-pound Halon Extinguishers located at Pope AAF, NC. The contractor shall perform this service in accordance with the procedures and instructions in the following publications:
1.1 Technical Order (TO) 13F4-4-121
1.2 Time Compliance Technical Order (TCTO) 13F4-4-501
1.3 Time Compliance Technical Order (TCTO) 13F4-4-501 Supplement
2. SPECIFIC REQUIREMENTS:
2.1 The contractor shall perform the complete maintenance for the 6-year maintenance and inspection of 50 each, 150lb Halon Extinguishers. The 6-year complete maintenance requirements are detailed in TO 13F4-4-121 Chapter 5, Paragraph 5.4, which among several instructions requires the complete teardown of the extinguishers. TCTO 13F4-4-501 and its Supplement provides additional requirements, including a low-pressure test on the valve assembly.
2.2 The contractor shall also provide proof of inspection, testing and maintenance as outlined in the referenced TO and TCTO for all extinguishers.
2.3 The contractor shall comply with all Federal and State regulations and/or publications related to providing maintenance on Halon Extinguishers, which include directions from the National Fire Protection Association (NFPA) and the Occupational Safety and Health Administration (OSHA).
2.4 The contractor is required to ensure that no more than 20 fire extinguishers are at the contractor’s location at any given time, due to fluid mission demands of Pope AAF.
3. INSTALLATION ENTRY: Access Control procedures for entering Fort Bragg are provided at the website below. If additional assistance is required, the contractor needs to contact the 43 AMS POC, whose name and contact information will be provided in the contract award.

4. GENERAL REQUIREMENTS:
4.1 The contractor shall coordinate all work with the 43 AMS POC. The contractor shall provide 5-days’ notice prior to work starting to allow the preparation of the equipment getting tested.
4.2 Safety. The contractor shall maintain a safe and healthful working condition for all contractor personnel and must ensure conformance with standards developed under United States Public Law 91‐ 596, OSHA standards, American National Standards Institute and NFPA.

4.3 Mishap Reporting. Report all mishaps involving any person sustaining injury or illness from contractor operations and all mishaps involving Government property or equipment damaged by the contractor to the 43 AMS POC.
