Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 27 SOCONS/PKA

Project/Program Name: Portales & Chavez Gate IDS Installation

Purchase Request / Local ID Number: F1L3SF0108AW01

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This is a brand name requirement for Honeywell brand Vindicator alarm system. The contractor will provide an Intrusion Detection System (IDS) comprised of equipment listed on the Air Force Approved Equipment List (AEL). Installation will occur on Cannon Air Force Base (CAFB), NM. The system will allow Security Forces members or personnel assigned to a classified or controlled area to communicate back to the primary monitoring facility during a time of crisis without overtly announcing emergency unit responses. This system is required per AFI 31-101 and UFC guidance to authenticate with 27 SOSFS Base Defense Operation Center. Since this system is considered to be equipment, it was not programmed during the initial construction of each facility. The contractor shall ensure these components are installed using best practices and per the AFLCMC citing criteria guide when applicable. The contractor shall provide program management, subject matter experts, and engineering support in the procurement, installation, program, integration, and testing of new Intrusion Detection System for secure areas.

Section C: Justification for Soliciting from a Single Source or Brand Name

This action will be awarded as a brand name, firm fixed price purchase order. The facilities listed above have a brand name requirement for an Intrusion Detection System that complies with DoDM5200.01V3. This action will provide an alarm system compliant with current AFI 31-101 requirements. The IDS needed for this area (Portales/Chavez Gates) must meet all security guidelines and requirements to allow the area to be certified for use. Additionally, the new IDS system for the Portales/Chavez Gates have to be integrated into the existing Vindicator alarm system on CAFB. The Vindicator system is most applicable alarm system for Cannon AFB and it will be incorporated into the Security Forces Sustainment contract. Air Force Security Forces Center issue standard equipment approved listing that all SF units across the AF must follow. 27 SOSFS primary IDS is Vindicator, which is on the approved AFSFC listing. Supplies to be acquired are ultimately based on the requirements of AFI 31-101, Integrated Defense; IESE-SIT-001, Siting and Design Guidance for Permanent Installations; and HQ USAF/A7S Non-Nuclear Intrusion Detection System Equipment Approval Memo, dated 13 Jan 2012. Vindicator is the sole operating system that Cannon AFB should be utilizing. SFC recommended that all newly installed equipment for Cannon AFB use the Vindicator platform.

Vindicator is currently used throughout the installation and is the only authorized alarm system.

Section D: Efforts to Obtain Competition

End user performed market research and due to base alarm requirements approved by Security Forces for only Vindicator platform, competition is only authorized under this brand. However, there are multiple companies that have approved and certified technicians to work on Honeywell Vindicator alarm systems.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The end users will perform market research similar to that performed for this purchase to determine new technologies available in the market. However, there are no alarm systems currently certified for use at Cannon AFB or that are compatible with current Vindicator systems.
