MEMORANDUM FOR 611 CES/CEO

FROM: AFLCMC/WNZ

SUBJECT: Barrier Arresting Kit-12 (BAK-12) and Mobile Aircraft Arresting System (MAAS) Testing Requirements

1. WNZ is the designated program office and Engineering Support Authority (ESA) for Aircraft Arresting Systems for the United States Air Force (USAF). Per AFI 20-106 the ESA has the authority to declare NSNs and subcomponents as Critical Safety Items (CSI). Additionally, and independently from the CSI status of an NSN or subcomponent, the ESA has authority to set quality control and testing requirements for these items, to include First Article Testing (FAT) requirements.

2. WNZ has designated the BAK-12 (Master NSN 1710-01-545-2482) and the MAAS (Master NSN 1710-01-549-9539) as CSI along with most of the subcomponents. Additionally, the ESA has designated that any new supplier of BAK-12 or MAAS systems and most sub-components must first undergo, and successfully pass, FAT to become a supplier for the USAF.

3. There is currently no composite list of components designated as CSI, or which require FAT.

The determination is made on a case-by-case basis, as the need arises and as new orders are placed into the DLA supply system. As new orders are placed, DLA will request technical documentation for procurement purposes from the ESA. As a general rule, the ESA has declared any item that has a direct or indirect roll in transferring any load from the aircraft under duress into the arresting system or the ground, and any item that has a roll in producing or regulating brake pressure, as a CSI. For the purposes of this letter, the BAK-12/MAAS Base is considered a CSI.
