BAK-12 Arial Arresting Stands Statement of Work

1. PURPOSE: The contractor shall furnish all required parts, equipment, material, and labor to provide the following items in accordance with (IAW) all applicable codes, specifications, and industry/federal standards to the 611th Civil Engineer Squadron (CES) at Joint Base Elmendorf- Richardson (JBER), Alaska.

2. SCOPE:

1. USAF BAK-12 Base – P/N: 201018916-1 – 20 Each:

a. See Drawings in attachments 2a, 2b, and 2c.

b. Painted gloss green (MIL-PFR-85285 Rev E Type II Class H, Color Code

24052 per MIL-STD-3035 attached.)

3. First Article Testing (FAT):

1. The purpose of this section is to detail the work required to fulfill the First Article

Testing component of this contract.

a. FAT shall be required of any contractor who has not undergone, completed and received FAT approval for the item purchased under this contract, and has produced it for the USAF within the last 60 months.

b. If a FAT is already undergoing with the government, a proof of current testing from the testing agency is required upon award and a certificate of FAT approval is required before shipment of final product.

2. This is an Air Force designated Critical Safety Item (CSI). All requests for waivers or deviations must be forwarded to the contracting officer for review and approval.

4. The Delivery Period shall be increased by 60 days (from 120 days to 180 days) if a FAT is required.

This increase encompasses the Government review and other aspects of the FAT.

The tentative timeline to conduct the FAT is as follows:

a. Government Review: NLT 30 calendar days

i. The first article shall be considered as having been provided to the government for FAT on the date that it arrives at 611 CES for testing. This begins the government review phase. If deficiencies are noted by the government, a list of such will be provided to the contractor for remedy. If resubmittal of first article is required, the government will be granted up to an additional 25 days for review.

b. Any return of a First Article for correction of deficiencies shall be at the contractor’s expense.

5. First Article Testing shall be conducted as follows:

a. Testing will be in accordance with applicable drawings, specifications and/or engineering instructions. The First Article offered shall be manufactured at the facilities in which production quantities are procured and produced under this contract.

b. Third Party Verification – The contractor shall be responsible for providing an ISO 9000 or

9001 certified third party lab verification of all characteristics of the item to include all dimensions, materials, welds, hardware and components. These shall be verified by visual inspection, inspection of material certifications, inspection of welder’s certifications and inspection of shipment invoices.

Documentation of successful third party verification and any associated material testing reports and analysis shall be included with the First Article.

c. Form, Fit and Function Check – The contractor shall provide the First Article

611 CES for inspection. When submitting the First Article for government testing, a copy of the contract and all applicable drawings, specifications, engineering instructions, certifications and inspection sheets

(to include all applicable data identified during third party verification) shall be provided. Additionally, First Article packaging must be clearly marked as

“FIRST ARTICLE TEST EXHIBIT.” 611 CES shall perform a form, fit and function check verifying all operational aspects of the first article.

The Government will accomplish a visual inspection to ensure compliance with the drawings and specifications in the solicitation. Final form fit and function checks shall be accomplished by assembling a BAK-12 on the First Article base. Please reference the attached technical manual: “TO 35E-8-2-5-3

6. Approved and conditionally approved First Articles shall be retained by the government for use. Retention of this item will qualify as the first production item.
