TECHNICAL WORKSHEET

SOLICITATION #: HTC711-21-Q-R014

STEVEDORING AND RELATED TERMINAL SERVICES

PORTS: PORTS OF MOROCCO (TANGIER & AGADIR)

When completing this technical worksheet based on the posted requirements, the Quoter shall assume the Government has no prior knowledge of the experience past or present the Quoter may have or performed, and will base its evaluation SOLELY on the information presented within this Technical Worksheet questioner.

**Submission Rules**

1. The entire submission of this Technical Worksheet SHALL NOT exceed 15 single sided pages in length.

2. Page size shall be no larger than 8.5x11 inches and single sided.

3. Submitted Technical Worksheets that exceeds 25 pages, will have only the first 25 pages evaluated and all other pages will be removed before the Technical Worksheet is evaluated.

4. All requested attachments, port certifications, licensing, permits, documentary evidence (photos) and Material Handling Equipment (MHE) lists shall not count against the page limits.

NOTE** Failure to complete this document in its entirety or attach requested documents may result in a quote being ineligible for award.

**Technical Evaluation Questions**

1. Labor/Management

1a. Describe/explain your capability to provide personnel within 48 hour notice, to support multiple work sites, reception of cargo by truck while discharging multiple decks simultaneously on a vessel.

1b. Describe/explain your plan for addressing labor shortages due to competing requirements “example; commercial “vs” military, and moving from normal work schedules to working 24/7 and how you would mitigate those personnel shortfalls.

1c. Describe the type/class of labor that makes up the different work parties/gangs (i.e. truck gang, and vessel gangs), and their supervision structure.

1d. Describe/explain how you will maintain a driver pool for the USG specialized military equipment (i.e. M1A2, M2, strikers, MRAPS). Describe any specialized training or experience you have with the operation of unique US Military equipment?

2. Material Handling Equipment (MHE)

2a. Describe and provide a list, of what equipment you have in your inventory that is available to use to handle all classes of cargo. Please include in your list the equipment used for each LO/LO and RO/RO operation.

2b. Describe how would you supply equipment for working multiple vessels operations, if you were working 24/7 to support loading/discharging multiple vessels simultaneously on multiple decks.

2c. Describe and provide photos of what equipment you have in your inventory that would be used to tow/dray dead lined vehicles up to 160,000 lbs. on and off a vessel with deck heights of 10’6’’. Describe also your plan to mitigate working multiple decks on a vessel loading/discharging inoperable vehicles to and from staging lots, while keeping up with minimum set productivity levels.

2d. The Government requires that you provide contact maintenance team, equipment and vehicle(s) capable of determining the condition of its cargo rapidly, describe how your company will support this requirement while working in multiple operations (i.e. staging lots, loading trucks, and on multiple vessel decks).

3. Reception and Disposition

3a. The Government requires our stevedore contractor to provide receptions and staging of cargo.

Please explain how the reception and staging cargo at the Ports of Tangier & Agadir is accomplished.

3b. The Government maintains positive control of all cargo being imported and exported, please explain or show evidence of how (based on the requirements) you would maintain control of cargo placed in your care, including tallying, checking and inventory of cargo.

3c. The Government may elect to operate on a 24/7 basis, please explain or show evidence you can provide services to operate under those conditions, include available labor, their skill set, and include certifications, licensing, training as describe in the PWS.

4. Vessel Operations

4a. The Government requires its contractor to be flexible in providing service. Can you provide flexible start times for receiving cargo at the port, starting vessels at odd hours or transitioning from normal work day schedules? Please explain your ability to provide this flexibility of varied start times and describe any impacts to Government.

4b. Explain or describe (staging to stow) how loading and discharging of cargo is done for each of the following: “RO/RO cargo operation” & “LO/LO cargo operation” to/ from a vessel Click here to enter text.

4c. The Governments cargo is unique in that it comes in all weight classes, operable and inoperable (wheel vehicles, track vehicles, containers, breakbulk), where working multiple decks is advantageous to the Government.

5. Truck operations

5a.Does your company have the ability to provide access for loading and unloading trucks?

5b. Explain your capabilities you have for cargo reception & disposition via trucks? Is the area used for loading/discharging trucks in close proximity of staging areas, and piers?

5c. During truck operations there may be a need for portable end ramps (weight capacity of 70 tons). Please show evidence and describe your access to the named items above, (photos accepted).

6. Security

6a. Describe/explain your ability to provide security for handling sensitive, classified, HAZMAT cargo.
