JBLE – Langley Facility 703 Repair Building Envelope
Project MUHJ 25-4026
Executive Summary
General Description
Facility 703 is an existing administrative office building situated between Dodd
Boulevard, Ward Road, and Andrews Street in the historic area of Joint Base Langley-
Eustis in Hampton, Virginia. The gross area of the building’s footprint is approximately
13,650 square feet. The total square footage of the building is 54,600 and includes a basement and three floors. The building houses administrative offices and support spaces on the first, second, and third floors. The building’s basement is currently unoccupied and unfinished. During the life of the facility an elevator addition has been constructed near the center of the original building to comply with accessibility requirements.
The scope of work for this project is to include exterior improvements to the building.
Work includes selective roof repair, replacement of all downspouts and gutters, exterior masonry repairs to include pointing and pre-cast concrete panel repairs. Windows at the basement level will be replaced. Exterior site work includes selective demolition of the existing landscaping, creating a new muster pad adjacent the main entrance walks, new basement subgrade waterproofing with perimeter foundation drainage, storm drainage to capture the new downspouts, and a new fire service waterline to serve the facility. New ancillary concrete stoops and landings shall be constructed at the new egress points from the renovated facility.
Site Work
Existing Conditions
Topography/Stormwater
Survey of the site indicates that the finished floor elevation of the first floor is +/- 9.00’.
The surrounding site is at approximately elevation 4.5’ – 5.5’ and is very flat. Stormwater flows via sheet flow to catch basins and curb drop inlets in parking lots to the northeast and southwest of the facility.
Indicative of many buildings on LAFB, ground water is seeping into the basement of
Facility 703, and areas adjacent to the facility remain wet for extended periods of time.
The basement of the facility currently contains two sump pumps that discharge into the base sanitary sewer system. There are several sump pumps in prefabricated sump vaults with concrete collars located around the perimeter of 703. The basement has two floor
DJG# 2250280A Page 2 of 12 June 19, 2025
Project MUHJ 25-4026 elevations, with ceiling from 8’-3” in height to 14’ in height. Accounting for the first-floor slab, the lowest basement elevation is estimated to be at approximately elevation
-6.00’ and the higher elevation is 0.50’.
There are aluminum downspouts on the building that discharge to grade onto splash blocks.
Vegetation
There are sporadic foundation plantings and screen plantings in front of mechanical equipment adjacent to the building that do not comply with Antiterrorism and Force
Protection Unified Facilities Criteria, section 3-2.1.1, Unobstructed Space. This section states that an unobstructed space of 33 feet surrounding the buildings shall be provided. This area shall not contain any obstructions, vegetation, or structures that could potentially conceal an explosive ordinance eight inches in height.
Utilities
An existing water main is located approximately 50’ from the northwest side of Facility
703, running parallel with the building. The building is currently not sprinkled. Domestic water enters the building at the south corner.
Gravity sanitary sewer surrounds the northwest, north, and southeast sides of the building. The building’s sanitary sewer leaves the facility at the northwest corner and outfalls into a sanitary manhole located northwest of the building.
A natural gas line with a gas meter enters the building on the east side.
Pavement
There are asphalt parking lots 20’ to the northeast of Facility 703 and 100’ southwest of the facility. A small asphalt parking lot and concrete mechanical equipment pad surround Facility 700 located approximately 60’ west of Facility 703.
Concrete sidewalks connect primary entrances on the northeast and southwest sides of the building to the parking lots. There is a concrete sidewalk parallel to the building and parking lot on the northeast side, and parallel to the building on the northwest side, connecting to the concrete sidewalk leading to the main southwest entrance.

Design Solution
General
Site work for this project shall include waterproofing the foundation, providing an underdrain system adjacent to the basement wall, and providing storm drain piping to convey stormwater from new downspouts and the new underdrain system to the existing storm drain system.
Erosion and Sediment Control
Erosion and sediment control will be required to be provided in accordance with
Virginia DEQ code requirements, Minimum Standards 1-19, and the Virginia Erosion and
Sediment Control Handbook.
Silt fence will be required downstream of all earth disturbance. A construction entrance or wash rack will be required to prevent tracking of sediment and soil off site. A concrete washout shall be required on site. Temporary seeding will be required if graded areas are left undisturbed for 14 days.
Constant dewatering of excavations for new building foundation underdrains and utility trenching is anticipated due to the high groundwater table in the area. All dewatering shall pass through a sediment filter prior to discharging off site.
Stormwater
Turf areas adjacent to the foundation will be graded to increase slope away from the building.
New 6” PVC roof drain piping shall be connected to downspout boots and discharge into the existing storm drain system. Area drains shall be provided at low points adjacent to the building to relieve ponding stormwater. Cleanouts in traffic rated boxes will be provided at the upstream ends of long storm pipe runs.
New perforated underdrain piping in a stone reservoir shall be provided adjacent to the building foundation. Most of this underdrain system will discharge into a prefabricated vault that will house a duplex sump pump to discharge stormwater at a new inlet via a force main. A portion of this underdrain system at the lower basement elevation shall discharge into the interior sump pump assembly at the northeast corner of the building where it will eventually be pumped into the storm sewer system. Backwater valves will be provided on outfall piping to the existing storm system.
DJG# 2250280A Page 4 of 12 June 19, 2025
Project MUHJ 25-4026
Vegetation
Trees and shrubs that are located within 33’ of the building and do not comply with
“Antiterrorism and Force Protection Unified Facilities Criteria, section 3-2.1.1, Unobstructed Space” shall be removed. The existing foundation plantings will be removed to accommodate the new work.
New foundation plantings and mechanical equipment screening plants that permit visibility beneath them shall be provided in hardwood mulch beds.
Pavement
Existing concrete sidewalks will be removed and replaced to provide the new storm drain system and grade to ensure positive drainage away from the building.
The existing brick paving rear of the building shall be removed and reinstalled to provide sanitary sewer and storm sewer utility lines and connections.
The existing exterior metal stairs in the courtyard area shall be removed and replaced with concrete stairs. Concrete pavement shall be removed and to install the concrete stairs.
Utilities
Sleeves shall be installed at the basement wall for both the new domestic water and fire water line installation under the future renovation project.
A gravity sanitary sewer lateral shall be installed through the building courtyard and wye into an existing sanitary sewer piping. Cleanouts shall be provided at all changes in pipe direction.
Architectural
Existing Conditions
The existing Facility 703 is constructed of cast-in-place structural concrete system including columns, beams, and floor slabs with exterior masonry mass walls and a steep-sloped, wood-framed roof. An elevator addition is constructed of CMU and is located between the two sets of covered exterior steel stairs on the north face of the building.
The exterior steel stairs are constructed of steel stringers with concrete-filled steel pan stair treads and show significant corrosion and deterioration. Steel guardrails and handrails are present along each stair tower. A steel guardrail with square pickets lines the perimeter of the outdoor covered areas on each floor.
DJG# 2250280A Page 5 of 12 June 19, 2025
Interior
The building’s basement is currently unoccupied and unfinished. Periodic flooding has created significant moisture problems in the basement. Standing water is present in limited areas and signs of previous flood events are visible throughout. Existing steel surfaces, including door frames and ceiling-mounted pipe supports, are severely rusted.
Existing paint is peeling on all surfaces.
New Work
Exterior
The sloping terracotta roof over the main building of Facility 703 shall remain and be repaired only where necessary. The prefinished metal gutters and downspouts located along the building’s eaves shall be replaced with copper gutters and downspouts.
Exterior brick and cast stone repointing will occur on all existing facades. New brick mortar color to be specified and sympathetic to the original and existing facades to meet SHPO guidelines.
Windows
The existing windows at the basement will be completely removed and replaced with new fixed aluminum windows to meet the current AT/FP requirements and to provide better insulation and acoustical performance. The basement windows will not have window treatments.
Hazardous Materials
Bulk samples of suspect ACM and existing paints were collected from visibly accessible materials expected to be disturbed by the renovation/demolition work. Destructive activities such as breaking into wall cavities or entering confined spaces were not performed.
In September 2020 and May 2023, GER collected 75 bulk samples of suspect ACM from
FAC. 703. Materials which were sampled included CMU block filler, drywall/joint compound, plaster, floor tile/mastic, sheet flooring, base cove/mastic, suspended acoustical ceiling tiles, mastics, sealants, and roofing materials.
Based on laboratory results and field observations, the following materials were reported to contain asbestos or assumed:
Waterproofing behind exterior brick (assumed ACM)
DJG# 2250280A Page 6 of 12 June 19, 2025
Abatement Considerations: All friable and non-friable asbestos-containing materials to be disturbed must be removed by a Virginia licensed asbestos abatement contractor prior to renovation.
Lead, Cadmium, and Chromium
In September 2020, GER collected 5 paint chip samples from existing painted surfaces.
The purpose of the sampling was to obtain representative data on the concentrations of lead, cadmium, and chromium in the existing painted surfaces scheduled to be disturbed by the renovation/demolition. Laboratory results show samples collected and analyzed were found to have lead, cadmium, and chromium concentrations above the laboratory's minimum detection limit. The painted ships ladder leading to the attic was identified as LBP.
Abatement Considerations: As the results indicate, all samples were determined to contain lead, cadmium, and chromium concentrations. Therefore, all painted surfaces must be considered lead, cadmium, and chromium-containing. Appropriate precautions should be taken during the disturbance of all painted surfaces to ensure the protection of workers and the environment as established by OSHA for lead.
Waste Stream Classification
EPA Resource Conservation and Recovery Act (RCRA) regulations define the TCLP limits for leachable metals. Laboratory results with metal concentrations above the TCLP limit classify the generated waste as hazardous. Waste that equals or exceeds the RCRA limit must be transported to a hazardous waste treatment, storage, or disposal facility.
Laboratory results indicate that the TCLP concentrations of lead are below the RCRA
TCLP limits; therefore, we anticipate that all generated waste will be nonhazardous.
Structural
Facility 703 is a historic building constructed circa 1932 as a barracks. This facility is currently utilized as an office/administrative building. The existing three-story structure consists of concrete and masonry foundation walls enclosing an existing basement, masonry exterior walls, concrete two-way elevated floor slabs, concrete exterior balconies, and a wood framed roof. The purpose of the project is to renovate and repair the existing facility to create state-of-the-art office space.

Project MUHJ 25-4026
Repairs to Existing Exterior Walls
As part of the renovation project, the repairs will be specified to the exterior brick veneer, windows, flashings, and other exterior elements in need of repairs. Structural repairs will be specified as needed to facilitate the architectural remedial repairs.
Fire Protection Systems
Automatic Fire Sprinkler System
The existing building is not protected by a fire sprinkler system. A new sprinkler system is planned to be provided throughout the building under a separate project.
Fire Protection Water Supply
Currently, the building has no fire protection water supply. Refer to the Site Work
(Utilities) section of this report regarding the new water line that will be provided to support the future building fire sprinkler system.
The fire protection water supply, including fire hydrants, serving the buildings is required to comply with UFC 3-600-01 Chapter 9-3.
Water supply test information was supplied by Bowman Fire & Life Safety, Inc.
Location: Ward Rd & Sweeney Blvd
Date: 06/18/2024
Static: 64 pounds per square inch
Residual: 59 pounds per square inch
Flow: 1,130 gallons per minute
In accordance with NFPA 1 Table 18.4.5.2.1, the required fire flow for a 55,000-square foot Type III (200) building is 5,000 gallons per minute for 4 hours. A 75% reduction is allowed by the exception under NFPA 1 Section 18.4.5.3.2 for a building protected throughout by an approved automatic sprinkler system. If the building is protected throughout with a sprinkler system, the minimum resulting fire flow of 1,250 gallons per minute for 1 hour is required. A flow test conducted at the site indicates an available supply of 3,657 gallons per minute at 20 pounds per square inch.
Plumbing and Mechanical
The plumbing and mechanical work for Phase A primarily consists of waterproofing the sub-grade exterior walls and installing a foundation drain system. There are currently several existing piping and conduit penetrations in the basement walls that are
DJG# 2250280A Page 8 of 12 June 19, 2025 contributing to the water leaks into the basement.
Additionally, the basement contains several water mitigation systems such as sump pumps and dehumidifiers which must remain operational during any repairs. Several of these pumps and dehumidifiers discharge immediately outside of the exterior walls above grade onto concrete splash blocks.
On the eastern side of the facility lies the point of entry for the facility natural gas and geothermal systems as well as the point of exit for the boiler flue. Additionally, there are seven split-system heat pumps located on a steel platform approximately 5ft from the exterior wall and have linesets that enter the building through the basement. While most of the services exit the basement above grade, the sanitary main, geothermal piping, and natural gas piping are underground.
Exterior to the building, there is also a buried PVC irrigation system that encroaches on the space needed to install a foundation drain system.
In order to provide a new foundation drain system and waterproof the foundation, a trench will need to be dug around the perimeter of the building. There are currently several systems and piping that will need to be relocated temporarily in order to perform this that include:
• Natural gas main and gas meter
• Seven heat pumps and their associated linesets, controls and power circuits
• Domestic water service entrance (valve box)
• Several Irrigation valve boxes and associated piping
Other systems, such as the sanitary and geothermal systems, will need to be worked around as relocation is not feasible.
New piping sleeves will be installed through the basement’s exterior wall for existing systems and future renovation work anticipated in Phase B. The basement wall will be penetrated for new pipe sleeves at elevations appropriate to support future utility service. For existing piping, a split-field-welded steel pipe sleeve system will be utilized along with EDPM/stainless steel link-seal systems. New/future piping sleeves will be constructed of High-Density Polyethylene (HDPE) and extend 12” on both sides of the basement wall and be capped/sealed watertight. New/future piping sleeve will need to be large enough to accommodate the anticipated piping and a system appropriate link-seal system. All penetrations located lower than 4’-0” above grade will
DJG# 2250280A Page 9 of 12 June 19, 2025 need to be sealed with a sleeve and link-seal to help mitigate damage from flooding.
A new foundation drain system and duplex grinder pump will be installed to relocate water away from the foundation. The foundation drain will drain into the basin of the pumping system with a direct pipe connection. Additionally, the north-eastern most sump pump located in the basement will need its concrete basin piped directly through the foundation into the foundation drain (with a backwater valve). This will involve saw cutting the basement slab in order to reach the appropriate depth.
