3.1.9 Commissioning (Design Only)

(1) During the design phase, a third party commissioning authority (CxA) verifies the design development is consistent with the owner's project requirement (OPR).

The CxA's objectives are to communicate the Cx requirements to the project team members, perform an independent review of the design documentation, verify that Cx is included in construction documents, and facilitate cooperation among the project team members. The CxA creates a Cx plan to document the Cx process, roles and responsibilities, systems commissioned, and Cx schedule, and communicates the Cx plan to the contractor during a commissioning kickoff meeting.

(2) The types of systems that can be commissioned include but are not limited to:

Mechanical (HVAC, Chilled water, hot water, steam, piping, plumbing), Electrical (generators, switchgear/transformers, UPS systems, grounding/bonding, lighting, lighting controls, electrical metering, Fire & Life Safety (fire suppression, fire alarm), Integrated Systems (building automation, direct digital controls (DDC), CE cybersecurity; Specialty systems, Building Envelope (wall assemblies, fenestrations (windows and doors), roof construction, and waterproofing.

The outcome of all comments must be incorporated into the design before the next design submittal is due. All Government design comments shall be complied with or resolved with the individual who made the comment or their representative prior to proceeding to the next submission. If designs are incomplete, submitted before all design comments have been resolved, or if submitted designs do not accurately reflect the agreed-upon changes, then the Government can reject submission of designs and A-E is responsible for making required changes and resubmitting at no cost to the Government. Additional conferences will be necessary only if there are issues that cannot be resolved via telephone conferences. All design review conferences shall accomplish the

(2) The A-E is responsible to stay within the construction cost limitations. If the A-E's estimate indicates that the project, as designed, exceeds the cost limitation, the A-E shall prepare and submit project additive alternates for a usable facility with cost equal to the budgeted amount. If the project with additive alternates will not provide for a complete and usable facility, submit detailed recommendations for meeting established project criteria and upon receipt of approval of recommendations or other instructions, the A-E shall revise the drawings and/or specifications accordingly.

(3) At the option of the Government, the A-E shall use a third-party cost estimating firm to accomplish the cost estimate.

(4) A-E cost estimates shall be provided at each stage of the design process.

a. Square foot or assembly level estimates are acceptable with the Basis of

Design/Study Submittal I Pre-Design Cost Estimate.

b. All other design submittals (35%, 65%, 95%, and 100%) shall consist of detailed line items estimates.
