About this file
This is an Antiterrorism Awareness pamphlet for contractors at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey, issued by the 87th Antiterrorism Office.
The pamphlet provides contractors with essential information to recognize and report potential terrorist threats and suspicious activities. Key awareness topics include identifying surveillance activities (unfamiliar people or vehicles, expired vehicle tags, illegally parked vehicles, and repeated vehicle passings), elicitation attempts through mail, phone, or in-person inquiries about military operations or capabilities, security tests attempting to penetrate barriers or procedures, acquisition of controlled supplies (explosives, weapons, ammunition, uniforms, decals), suspicious persons out of place, dry runs or reconnaissance activities, deployment of assets in preparation for attacks, and terrorism financing through large cash transactions or smuggling. The pamphlet defines three categories of potential victimization: by association, by location, and by opportunity. It outlines Force Protection Condition (FPCON) levels ranging from Normal through Delta, with corresponding protective measures and expected security postures. Contractors are instructed to report suspicious activity immediately to the 87th Security Forces Squadron at (609) 754-6001 (commercial) or 562-5362/2445 (DSN). When reporting, contractors should provide their name, company name, location with building information, callback phone number, and remain available until contacted by Security Forces. The pamphlet emphasizes that contractors serve as additional security eyes and ears to help maintain base security and community safety.
