Statement of Work Summary

This Statement of Work (SOW) issued on 26 July 2026 details procurement requirements for the 87 Security Forces Squadron (87 SFS) at Joint Base McGuire-Dix-Lakehurst, NJ for eleven (11) units of Tactical Multispectral Binocular Systems with integrated laser rangefinders. The requiring agency has assigned NAICS Code 334511 and PSC Code 6650 to this procurement. The systems must be high-performance, ruggedized, hand-held multispectral observation devices featuring dual-channel image blending, eye-safe laser rangefinder capability, switchable image stabilization, and long-range observation capabilities for base defense, tactical reconnaissance, target acquisition, and security operations.

The binocular systems must meet or exceed specified minimum technical requirements including an HD 1280x1024 thermal sensor at 12 µm with NETD <40 mK, 50mm F1.0 objective lens, variable 2–16x magnification, laser rangefinder with minimum 1,600-yard measuring distance, detection capability of standard 6-foot objects at 2,500 yards, seamless multispectral imaging between digital/night vision/thermal modes, Picture-in-Picture display functionality, minimum eight color palettes, 64GB internal memory with photo/video recording, Wi-Fi connectivity for real-time streaming and software updates (iOS/Android compatible), ergonomic binocular form factor with single-touch controls, and 24/7 continuous operational capability across all lighting conditions. The contractor must deliver complete systems with all standard field accessories including lenses, carrying case, neck strap, field-swappable battery packs, and charging cables within 60 days of contract award. The Government will conduct inspection within five business days of receipt and any non-compliant equipment will be replaced at no additional cost. The contractor shall provide manufacturer's warranty covering defects in materials and workmanship, and all systems are commercial-off-the-shelf unclassified equipment. Delivery personnel must comply with base-access requirements including valid government-issued identification, vehicle registration, and proof of insurance.
