1.0 Background: Each year, the Air Force Research Laboratory (AFRL) Directed Energy (RD) and Space Vehicles (RV) Directorates has provided summer research and development opportunities for approximately 200 high school and college students interested in science and engineering. The students work under three programs: Space Scholars for graduate students interested in aerospace technology; Directed Energy Scholars for graduate students interested in lasers, optics, high power microwaves, and related technologies; and Phillips Scholars for high school students and college undergraduates interested in science and engineering careers.

2.0 Objective: The objective of this effort is for the Recipient to assist PRS in administration of the AFRL RD/RV 2013 summer scholar program.

3.0 Recipient Responsibilities:

3.1 Arrange for approximately 200 high school, college undergraduate, and graduate students to be provided summer internships to conduct research and development at Kirtland Air Force Base, New Mexico, Maui, Hawaii, and Sunspot, New Mexico.

3.1.1 Scholars will be selected from applicants that have responded to the PRS Scholars Program announcement(s). Scholars will be selected based on their academic status and record, the quality of their response to PRS research topics, letters of recommendation (if any), and on recommendations provided by AFRL scientists and engineers. Particular emphasis will be placed on providing internships to well-qualified female and underrepresented minority applicants. The minimum age for the PRS Scholars Program is 16.

3.1.2 Scholars shall receive weekly stipends based on the standard GS-schedule for the Rest of the United States (RUS) (Office of Personnel Management - http://www.opm.gov/oca/) pay as follows:

Education Level*
GS-Schedule Equivalent
High School
GS-1 Step 1
Undergraduates (Less than 60 semester credits earned)
GS-3 Step 1
Undergraduates (More than or equal to 60 semester credits earned)
GS-6 Step 1
Masters seeking students
GS-9 Step 1
PhD seeking students
GS-11 Step 1

*Education Level shall be based on credits earned during the Spring semester

3.1.2.1 Scholars assigned to Maui, Hawaii, may be reimbursed for travel expenses and lodging and meals up to the maximum government authorized per diem amounts (GSA Per Diem Rates - http://www.gsa.gov/portal/category/21287).

3.1.3 All Scholars must work a minimum of 8 weeks but not more than 18 weeks, within the period 01 May through 30 September. Specific dates for scholar assignments shall be coordinated with the Technical point of contact listed below.

3.2 Administration of the PRS scholar program includes:

· Obtain and process scholar applications

· Process appropriate paperwork for the scholars to obtain access to the various work-site locations, AFRL facilities, and the Air Force computer network

· Assist with scholar in- and out-processing

· Assist scholars with finding suitable lodging

· Schedule at least 4 scholar seminars at Kirtland AFB, 2 of which must include a guest S&E speaker

· As requested by the PM, and upon availability of funding, arrange for travel and reimbursement of expenses for scholar participation in off-site alternate research, testing, or conferences

· Provide PRS access to scholar application materials

· Provide a website for scholars to apply to AFRL provided topics

· Provide onsite support during the summer scholar program to include six weeks prior to the first scholar arrival through two weeks following the last scholar departure at Kirtland Air Force Base

· Obtain background investigation for individuals requiring access to the PRS network and/or access to restricted facilities

3.3 Personnel Security.

3.3.1 Ensure all personnel have appropriate clearances and access credentials in accordance with DOD 5200.2-R “Personnel Security Program” (http://www.dtic.mil/whs/directives/corres/pdf/520002r.pdf) and AFI 31-501 “Personnel Security Program Management” (http://www.e-publishing.af.mil/shared/media/epubs/AFI31-501.pdf).
