This confirmation page is a record of the time and date stamp that is used to determine whether the proposal was submitted by the deadline. A proposal received after the deadline is “late” and will not be considered for an award.
B. Technical Proposals
1. Content. The technical proposal must convey an understanding of the stated objectives. A separate technical proposal shall be submitted for each Statement of Work (SOW) at Attachments 2 and 3, and shall include the following items.
(a) Executive Summary: Describe the proposed program, objectives, and approach. A description of the benefits of the proposed approach and relationship to previous efforts should be discussed. It should summarize the technical issues addressed by the offeror's proposal without repeating the requirements. This should provide a vision of what will ultimately be achieved and what solution this effort will produce.
(b) Program Description: Describe the techniques, methods, materials, or ideas that will be addressed in this proposal and to what degree they will encourage interest in Science, Technology, Engineering, and Mathematics (STEM).
(c) Program Plan: Describe in detail the planned approach and how the plan will be executed. This section should include all technical aspects of the approach. Provide technical detail and analysis necessary to support the technical approach proposed. Clearly identify the core of the intended approach. The "new and creative" solution to the problem(s) should be developed and analyzed in this section. Include a risk assessment of key technical, schedule or cost areas and their potential impact on the program. Identify why proposed subcontractors were selected and what tasks they are to perform.
(d) Milestone Chart: A Milestone Chart should indicate when specific objectives are expected to be met in the overall program schedule and should identify the specific accomplishments necessary to proceed to the next task.
(e) Resumes of Key Individuals: Include brief summaries of resumes of relevant key individuals including any consultants or subcontractors that might be proposed.
(2) Page Limitations. Each technical proposal, shall be limited to 15 pages single spaced, double-sided, 8.5 by 11-inch pages. Select an easy to read font no smaller than 12 pitch fixed or proportional font size 10 or larger. Smaller type may be used in figures and tables as long as it is clearly legible. The page limitation includes all information i.e., indices, photographs, foldouts (2 page), appendices, attachments, etc. Each printed side counts as one page. Blank pages, title pages, tables of content, resumes, lists, tabs cover sheets, or Budget and Schedule are not included in the page count. The Government will not consider pages in excess of this limitation.
C. Budget and Schedule
1. Budget and Schedule are intended to provide a specific approach to accomplishing the requirements in the Statement of Work (SOW) at Attachment 3. The budget proposal is not restricted by page count and shall conform to Attachment 5, Instructions for Preparing Budgets (Assistance). Budget detail should clearly identify costs, which are internal to the proposer and those that are used in pursuit of the objectives such as scholarships, educational products, course preparation, etc. Tables 1 and 2 shall be completed for the entire performance period. No Profit/Fee will be paid on this Cooperative Agreement. Proposals must stand-alone and be complete.
2. Direct Labor Costs-Scholar Stipends. Due to the difficulty in accurately predicting the number of students accepted for each summer scholar session, their varied levels of education, and associated stipend, each proposer shall use the following amounts in their proposal. No additional supporting documentation is required of these cost elements.
| Education Level* |

3. Other Direct Costs—Laser Eye Exams. A pre-assignment eye examination is required for those individuals that will require use of lasers for their projects. Due to the difficulty in accurately predicting the number of students that will require the use of lasers, each proposer shall prepare their budget with an estimate of 15 individuals requiring the pre-assignment eye examination. Documentation to support the cost of the eye examination is required.
4. This section should also include a program execution schedule; be sure to include the objectives and/or goals, major milestones, throughout the period of performance in this section.
V. APPLICATION REVIEW INFORMATION
A. Criteria: Evaluation of proposals will be accomplished using the criteria below. No further evaluation criteria will be used in assessing the proposals. Organization and clarity of information are critical to all of the evaluation criteria.
(a) The overall technical merits of the proposal; with all sub-factors being equal.
(1) The proposer’s understanding of the scope of the program and AFRL’s core technical competencies;
