STATEMENT OF WORK

ARDEN G. HILL MEMORIAL LIBRARY

REMODEL PROJECT

1. INTRODUCTION/BACKGROUND:

The Arden G. Hill Memorial Library has been approved to renovate their interior facility furnishings to a Modern Bookstore Layout (MBL) as part of an Air Force Services Center (AFSVC) Libraries Division initiative. The MBL is an innovative concept designed to increase patron browsing capability, circulation of library materials, and provide a more pleasant overall experience for the base community. The layout will require all new library furnishings to include shelving, a circulation desk, a computer lab update, the Children’s, Juvenile, and Young Adult areas, seating for all areas of the library, an updated study room and conference room, signage, storage, staff work areas and librarian’s office, as well as processing and miscellaneous supplies. The layout will also be required to have a cohesive design/color scheme throughout. The MBL Remodel project has specific requirements, including a very specific height of library shelving (60” maximum height for free-standing shelving, 68” maximum height for wall-leaning shelving), type of materials used (wooden shelving is preferred), and signage/display requirements (directional signage and ample display space is preferred).

2. SCOPE OF WORK:

This requirement is for a Contractor to provide a new design of and the acquisition of selected library furnishings including shelving, a circulation desk, a computer lab update, the Children’s, Juvenile, and Young Adult areas, seating for all areas of the library, an updated study room and conference room, signage, storage, staff work areas and librarian’s office. It is expected that the installation will occur over a short period of time, and once installed the library can be utilized immediately by customers. The contractor shall provide all management, labor, equipment, tools, materials, transportation and incidentals necessary to accomplish the work required. The work required includes, but is not limited to, the design time required to identify specified items and products requested according to library schematics provided by the government representative. Contractor generated layouts for all furnishings shall be provided along with product specifications meeting criteria outlined in salient product listing. Specific, detailed installation drawings and specifications are the responsibility of the contractor. Contractor shall measure and verify even after a purchase order has been issued, and is responsible for complete assembly and installation of the furniture as specified. All materials and accessories shall be installed in accordance with industry standards and manufacturer’s written recommendations. The outline of services include:

- Detailed design of shelving, circulation desk, computer lab, children’s, juvenile, and young adult areas, seating, study and conference rooms, signage, storage, staff work area, and librarian’s office layout based upon customer requirements and provided building floor plans.

- Detailed invoice listing of all materials.

- At least 8 weeks prior notice of shipment of materials and installation dates.

- Complete delivery, assembly, and installation of purchased materials based upon agreed design and customer satisfaction.

- Removal of all packing materials as well as cleaning of areas back to the condition it was prior to delivery, assembly, and installation.

3. DESCRIPTION OF PRODUCTS:

A description of products is included on the attached Excel spreadsheet “Salient Character Listing” and includes:

01. Shelving

a. Shelving for all free-standing collections, wall-mounted collections, free-standing children’s collections, and for children’s media and board book collections.

02. Circulation Desk

a. Newly constructed circulation desk near the front entrance, bookcases, bookcase with file drawer, and computer/task chairs.

03. Computer Lab

a. Computer/study carrels for both the commercial and government computers, computer/tasks chairs, and a printer station.

04. Children’s Area

a. Age-appropriate reading furniture, activity tables, and stackable chairs.

05. Juvenile Area

a. Age-appropriate reading furniture, tables, and chairs.

06. Young Adult Area

a. Age-appropriate reading and lounge furniture.

07. Main Seating, Perimeter Seating, Government Computer Lab Seating, Quiet Study Area

a. OPAC (online patron access catalog) station and library-specific tables and chairs, curved sofa, curved shelving, upholstered seating, end tables, and coffee tables.

08. Study Room and Conference Room/Break Room

a. Mobile nesting tables and conference chairs.

09. Signage

a. Overhead signs and end-of-range signs.

10. Conference Room Storage

a. Mobile steel storage cabinets.

11. Staff Work Room

a. Steel pedestal desks with overhead hutches, bookcases, Desktop VariDesks, IT workstation, computer/task chairs, and a drafting stool.

12. Librarian’s Office

a. Desk, bookcases, executive chair, chair with casters, bookcase with bottom file drawer, and additional accent furniture if needed.

Library representative will provide images/inspirations for most products requested. Final color and finish selections will be determined by the representative during design consultation prior to delivery, assembly, and installation. Substitutions must also be acceptable to the government representative. Warranties shall be equivalent in nature to originally specified product. Selections shall be clearly detailed in offer. All furniture to include seating must have a cohesive theme and design and are preferred from a single vendor. The library furnishings purchased for the MBL Remodel must be sturdy, library-grade furniture meant for high-traffic use. Materials must be available in assorted colors, styles, and fabrics. Materials must be meant specifically for books, including the housing of books, display of books, and storage of books. Furnishings must be specific to library needs, including housing the book collections, providing reading/study space for customers, and providing directional instructions. Requirements include:

01. Shelving

a. 60” maximum height free-standing shelving made of solid wood (various woods, colors, veneers acceptable, light woods preferred)

b. 68” maximum height wall-leaning shelving made of solid wood (various woods, colors, veneers acceptable, light woods preferred)

02. Circulation Desk

a. Newly constructed circulation desk with access to power and network ports and with materials and color scheme that matches the new shelving (various solid woods, colors, veneers acceptable, light woods preferred)

03. Computer Lab

a. Computer lab carrels in 48” widths

04. Children’s Area

a. Children’s furniture and seating in a variety of colors, fabrics, sizes and wood types.

a. Juvenile furniture and seating in a variety of colors, fabrics, sizes and wood types.

a. OPAC (online patron access catalog) station that matches the shelving and provides a space for a computer, monitor, keyboard and mouse

b. Tables in various wood grains, colors, and shapes, including rectangles and circles

c. Reading/lounge chairs in various colors

d. Vinyl sofas, love seats and chairs in various colors

08. Study Room and Conference Room/Break Room

a. Mobile nesting tables in both 60” and 30” widths.

a. Single-sided and double-sided hanging directional signage in various colors and styles.

b. Signage must be ample and guide customers to different parts of the collection without need for guidance from library staff.

10. Conference Room Storage

a. Mobile steel storage cabinets in 46” widths

11. Staff Work Room

a. Desks/layout should adequately fit the space for 3 staff members and 1 IT workstation including storage/drawers and bookcases with enough surface space to complete their work duties.

The Library will purchase additional supplies needed to complete the transition to the MBL as defined by the Air Force Libraries Division. Library processing and miscellaneous supplies will be required as part of the project and only available through companies that offer specialized library products. Because of the nature of these needs the items below will not be purchased by the Design Firm, but will instead be acquired by the Library. A description of products is included on the attached Excel spreadsheet “Salient Character Listing” and includes:

13. Processing Supplies

a. Custom classification labels, label protectors, book tape, book jacket tape, CD labels, book jacket covers, plastic easels, label holders and labels, adhesive remover, book cleaning sponges, labels, and other items as required.

14. Miscellaneous Supplies

a. End-of-Range book trucks, display frames, marker board easel, book supports, mobile grid display, book tower, multimedia display, digital signage, sign holders, packing tape and tape dispensers, terminal talkers, trays for board books and video games, and other items as required.

4. PERIOD OF PERFORMANCE:

The project at the Arden G. Hill Memorial Library must begin no later than 30 September 2023 such as the design process. Installation dates will be agreed upon at least 8 weeks in advance and should occur NLT 30 December 2023 unless the government representative agrees upon a later date.

5. PLACE OF PERFORMANCE:

Installation of all furniture/materials will occur inside the Arden G. Hill Memorial Library, Building 1152, 7356 4th Ave N, Malmstrom AFB MT. Entrance will be coordinated with the government representatives. All work shall be completed with minimal disruption and within standard business hours outlined in item #7 of this Statement of Work.

6. WORK REQUIREMENTS:

Work for this project shall be executed in the best and most workmanlike manner by qualified and efficient installers skilled in their trade. The contractor shall perform all operations in a manner that will result in a professional and expeditiously completed project.

The work shall be in strict accordance with the prevailing industry standards and to manufacturers written specifications. Installations which do not meet manufacturer’s specifications whenever found shall be the responsibility of the contractor to rectify at the contractor’s expense. Contractor shall provide all incidentals necessary to accomplish a complete and thorough installation. Contractor shall ensure all such incidentals do not visually or aesthetically detract from the finished pieces. All incidental hardware shall be installed in accordance with manufacturers’ recommendations. Work areas shall be maintained in a neat, clean, safe condition and shall, at a minimum, be cleaned with all waste and packing materials removed at the end of each shift. The Contractor shall collect all trash, debris, refuse, garbage, etc. generated and remove it from site at the end of each shift.

Disposal of discarded materials is the Contractor’s responsibility and shall be by sanitary landfill or other approved methods, and shall conform to all local, state, and federal guidelines, criteria, and regulations. The contractor shall take precautions to prevent damage to government property. The contractor shall repair or replace damaged items at no additional cost to the government. Contractor shall provide all protective materials necessary i.e. carts, moving blankets, taping, etc. to ensure all items to be moved and building finished surfaces are well protected throughout the entire process.

7. SCHEDULE/MILESTONES:

Installation will be completed by adequate number of personnel to expediently finish the project and reduce amount of time impacting the Library is closed to the base community.

Desired installation duration will not exceed 10 business days but delays must be communicated with the government representative if expected. Installation will occur during normal operating hours of 8AM to 5PM Monday through Friday, excluding Federal Holidays.

8. ACCEPTANCE CRITERIA:

The government shall inspect all work performed by the Contractor. Work performance shall be deemed satisfactory and acceptable to the government when the government representative declares the project satisfactory. Contractor representatives are not authorized to leave the job site and consider the installation complete until a government representative has reviewed the installation for accuracy and signed the installation paperwork.

9. OTHER REQUIREMENTS:

Contractor shall provide the full names, birthdates, social security numbers, and driver’s license numbers of each installer associated with this installation as required for sponsorship onto Malmstrom AFB. Quantities and work time schedules of installation crews must be provided prior to the start of any work. Such information shall be submitted to the government representative two weeks prior to the start of work. Base access will be granted to those listed on the above mentioned document on a daily basis.

ANTI-TERRORISM (AT) AWARENESS TRAINING:

In accordance with DoDI O-2000.16v1_AFI 10-245-O, Antiterrorism (AT) Program Implementation, ensure Level I - AT Awareness Training is completed by all contractors within 30 days of requiring access, and annually thereafter. The training will be provided by the government. The objective of the training is to provide personnel with requisite knowledge necessary to remain vigilant and enable employment of AT tactics, techniques, and procedures.

FORCE PROTECTION:

Contractor personnel are required to abide by all real world Force Protection Condition (FPCON) measures, random anti-terrorism measures (RAMs), shelter-in-place orders, evacuations and lock-down notices as directed. Examples include mandatory badge or ID checks, facility single points-of-entry and searches of hand carried items.
