STATEMENT OF WORK (SOW)

Compressor Replacement and Desiccant Wall Mounted Air Dryer

04 APRIL 2025

I. BACKGROUND: The Consolidated Hobby Complex (CHC) requires two (2) replacement compressors with air supply tank and one (1) desiccant wall mounted air dryer. The two centralized air compressors provide compressed air to wood working machinery, the dust collection system as well as automotive vehicle lifts and tools.

The desiccant wall mounted air dryer is needed for the air line that leaves the building to the outside dust collection system.

II. MININMUM TECHNICAL REQUIREMENTS:

a. The Contractor shall meet the following Technical Requirements:

COMPRESSOR – QUANTITY: 2 Each

• Kaeser SK20 or equivalent with 85 CFM at 125 PSI; built-in air storage tank and air dryer

• Single-stage, fluid injected rotary screw compressors with the power saving Sigma

Profile airend. High efficiency, EPAct-compliant TEF C drive motor with thermal overload protection, minimum 1.1 service factor, 150% pull-up torque and Class F insulation. Automatic tensioning device for belt drive.

• Protective Devices: Built-in protective devices include safety pressure relief valve, emergency stop button, fluid level sight glass and door interlock switch.

• Air/Coolant System: Two-stage 4-micron air intake filter with cleanable and replaceable element. ASME fluid separator tank with 3-stage separation ensures minimal fluid carry-over of 1-3 ppm.

• Enclosure: Soundproofed enclosure features lined panels and a durable powder-coated finish. Compressor is mounted on solid base frame with a solid steel floor and anti-vibration mounts.

• Sigma Control Basic: A PLC-based control system with monitoring of emergency stop, motor overload, direction of rotation, airend discharge temperature, refrigerated air dryer, analog inputs, cabinet temperature, service hours, back pressure, and minimum starting temperature.

• Refrigerated Air Dryer: Built-in refrigerated air dryer provides dew points as low as 38° F with minimum pressure drop. Air-to-air and air-to-refrigerant heat exchangers are constructed of stainless-steel plates that provide a low pressure drop. Dryers use CFC- Free R-134a refrigerant. A multistage, stainless-steel separator filters out large amounts of water and contaminants in the air stream.

DESICCANT WALL MOUNTED AIR DRYER – QUANTITY: 1 Each

• 50 CFM AT 100 PSI ½" NPT (F) IN/OUT CONNECTIONS 115/1/60/OR 230/1/60

• Complete with two desiccant vessels fully charged with 1/16 inch, spherical, activated alumina.

• Cleanable flow diffusers

• Purge exhaust muffler with integral pressure relief

• Up-flow drying and down-flow purging assures stable outlet dew point and longest desiccant service life

• Outlet dew points of -40·F or 100-F

• Solid state circuitry for highly accurate sequence control

• Full automatic control is ready for startup after utility connections are made

b. The Contractor shall meet the following Performance Requirements:

• The Contractor shall remove existing compressors.

• The Contractor shall remove existing air dryer.

• The Contractor shall flush all air lines to remove any water and oils.

• The Contractor shall connect air supply lines to installed copper air lines.

• The Contractor shall connect power to installed electrical isolation disconnect boxes.

• The contractor shall provide the installation of two (2) new compressors and one (1) desiccant air dryer in accordance with manufacturers specifications.

• The Contractor shall uncrate, assemble, and set-up the compressors and desiccant wall mounted air dryer in the CHC.

• The Contractor shall recycle all prior existing equipment and packing material.

• The Contractor shall provide 8 hours of training to key operators to include basic service and maintenance upon completion of installation.

• The Contractor shall honor the manufacturer warranty for all products delivered for this requirement.

• The Contractor shall provide a warranty on all parts and labor for a minimum of twelve (12) months.

III. DELIVERY, INSTALLATION, AND TRAINING: Delivery of equipment, installation and training shall be completed and fully operational within 90 days of contract award to the following address:

The CHC is open Monday through Friday 10am – 6pm. Vendor can arrange earlier access to the facility to allow installation with minimal interruptions during installation.

IV. INSPECTION AND ACCEPTANCE: The CHC will be responsible for inspection and final acceptance of supplies or services. A receiving report shall be accomplished immediately upon receipt and acceptance of supplies.

V. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event that the invoice is defective. The Invoice Shall be submitted to the Wide Area Workflow (WAWF https://wawf.eb.mil/) in accordance with the terms of the final contract award 100% payment upon completion of all requirements specified in the Statement of Work.

VI. DELIVERY PROCEDURES COMMERCIAL VEHICLES: All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.

a. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

b. This inspection will be conducted at Gate 26A located off State Route 235. The following are exemptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

c. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
