TEP will be used for "EVALUATION PURPOSES ONLY" as it includes an estimate for time and materials (T&M) for Tower/Platform Repairs. Tower repairs are on-call service and actual hours performed can vary based on work orders issued. All Funding for repair work will be approved by the Contracting Officer's Representative (COR) prior to commencement of any work.

1. Enter an HOURLY LABOR RATE for performing repair work IAW PWS Section 5.3 (On Call Repairs). This should be a fully burdened rate for each hour of labor. Labor rates proposed will be the labor rate authorized to be charged against that CLIN. The hours estimated for the tower/platform repairs is strictly for use in evaluating offers and will not restrict or obligate the Government to a specified number of hours in any way.

2. As part of the price evaluation, the Government will evaluate the option to extend services under clause 52.217-8 by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base and option year periods, and one-half of the last extension option.

3. REMINDER: Service Contract Labor Standards, FAR 37.107 and 41 USC Chapter 67, Service Contract Labor Standards, provides for minimum wages and fringe benefits as well as other conditions of work under certain types of service contracts. Service Contract Labor Standards are applicable to this acquisition.
