Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the National Industrial Security Program Operating Manual (NISPOM) or unless it has been approved for public release by appropriate U.S. Government authority. The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

Block9: Provide Theory of Constraints services as a management methodology to enable highly variable organizations to identify, focus on, and resolve the critical issues affecting their goals across the Logistics enterprise. These services will be required at both CONUS and OCONUS locations and a Secret and/or Top Secret clearance will be required based on the specific contracted ToC effort.

The contractor's effort shall include: Establish a standard methodology to apply ToC concepts to processes that will smooth the flow of processes. Conduct location Leadership workshop on ToC concepts and how to apply the concepts of ToC, using the standard methodology, to get targeted results. Conduct core team (process owners) workshop on ToC concepts and how to apply ToC concepts, utilizing the standard methodology, to smooth the flow processes. Provide data collection and analysis of current end to end processes at location to determine where ToC should be applied to obtain the greatest return on investment. Work with the core team (process owners) to design and detail out the ToC solution to fit the locale’s operation that is presumed to provide the greatest return on investment. This includes defining the policies, rules, business processes, roles and responsibilities and metrics measured to access solutions, as well as metrics used to measure gains. Facilitate buy-in workshops to obtain organizational consensus at the process owner and local leadership level. Articulate a standard methodology to apply ToC and the process to which ToC concepts will be applied, anticipated gains, and the metrics used to measure anticipated gains.
