CANAVERAL NATIONAL SEASHORE (CANA)

Playlinda District

Statement of Work (SOW)

MILL & OVERLAY PLAYALINDA ENTRANCE ROAD

Contractor to provide all labor, tools, equipment, materials, transportation, and supervision required to mill and overlay damaged asphalt at the entrance road in Playlinda District of Canaveral National Seashore, Titusville, FL 32789. All work shall be accomplished using approved durable and resilient materials and applied in accordance with applicable codes and standards. (Refer to attachment 4 for project area layout and photos)

The asphalt pavement roadways are in good condition, with many years of remaining useful life with the large exception that the fine graded asphalt overlay has failed due to shoving. These shoving cracks resulted from the lack of bond between the surface layer and the course beneath.

The asphalt thicknesses measured to be a total of 5 inches. There are two layers of asphalt. The bottom layer consists of 3 ½ to 3 ¾ inches of SP-12.5 mm asphalt. Above is an overlay of 1 ¼ to 1 ½ inch of a fine graded friction course (FC-5mm). The surface course was not attached to the structural course. It does not appear that tack was used for the overlay. Below the asphalt was presumed to be suitable limerock base course.

Offerors are encouraged to propose improvements and use industry best practices in their proposals, while maintaining the minimum technical approach requirements as described in this document.

Tasks:

1. Mill and Overlay 1,200 square yards of pavement and must provide the mobilization of equipment, milling, tack coat, resurfacing with 1.5” SP-9.5 (Superpave Asphalt Concrete pavement), and striping (Thermoplastic) back to its current configuration.

2. Make sufficient passes so that the designated area is milled to necessary profile, cross-slope, grade and elevations.

3. Mill the pavement in depth increments that will not damage the pavement below the designated finished grade. If scabbing or delamination occurs, the milled surface is unlikely to meet smoothness requirements. Notify the Contracting Officer for further direction when delamination or scabbing occurs.

4. Recycle or dispose milled material legally off the project.

5. After completion of the final milling and clean-up, test the finished milled surface with the straightedge. Correct surface irregularities that depart from the testing edge by more than 1/4 inch.

Other contractor responsibilities

1. Ensure continuous access to park entrance at Canaveral National Seashore to minimize traffic disruptions during construction.

2. Obtain Superpave Asphalt Concrete from a plant that is currently on the FDOT’s Production

Facility Listing.
