About this file
This Statement of Work (SOW) details a construction project for the USDA Animal and Plant Health Inspection Service (APHIS) at the Mexican Fruit Fly Rearing Facility located at Moore Air Base in Edinburg, Texas. The project involves removing existing metal corrugated sheeting from building 6418's exterior walls and installing Hebel wall panels or equivalent insulation to improve temperature control for larval rooms. The facility produces 160 million sterile flies weekly to support Mexican Fruit Fly eradication efforts in the Lower Rio Grande Valley.
The solicitation is set aside exclusively for service-disabled veteran-owned small businesses under NAICS code 238170 with a small business size standard of $19 million. The estimated project value ranges from $500,000 to $1 million. Work must be performed by EPA-certified technicians during normal business hours (Monday-Friday, 7:00 AM to 3:30 PM), with special approval required for work outside these times. 3.0 Project Background: The goal of the Mexican Fruit Fly Rearing Facility (MFFRF), Program is the eradication of Mexican Fruit Flies, (Anastrepha ludens) from the Lower Rio Grande Valley in Texas and the northern municipalities of Tamaulipas, Mexico. Eradication will be followed by the establishment and long-term maintenance of a functional barrier to keep these areas free of Mexican fruit fly. The Mexican Fruit Fly Rearing Facility can produce 160 million sterile flies a week to service the entire Rio Grande Valley’s citrus Mexican Fruit Fly eradication program.
The building 6418 larval rooms existing roof and exterior walls are skinned with metal corrugated sheeting that retains high amounts of heat and cold ambient temperatures affecting target environmental temperatures inside. The larval rooms must maintain a specific target temperature in the inside larval room for the growth of Mexican Fruit Fly Larvae. Hebel wall panels will afford better insulation, making the rooms more environmentally friendly to maintain target temperatures.
4.0 Project Description:
4.1 Larval Rooms – Exterior Roof and Walls Measurements: The building 6418 larval room walls measure 60’ (L – NW wall) X 65’ (S wall) X 50’ (SE wall). The roof measures 60’L X 65’W – Sq.
4.2 Insulation Installation: Install Hebel (or equal) wall insulation to the exterior of building 6418 larval rooms.
4.2.1 Demolition: Remove the existing exterior metal corrugated sheeting from the walls of the 6418 larval rooms. Clean and prepare the structure for the new siding insulation.
The roof corrugated sheeting will not be removed. The roof must be washed and prepared to receive insulation that is installed on the existing roof in spray form or corrugated panel friendly.
4.2.2 New Construction: Install new Hebel (or equal) insulation on building 6418 larval room walls. Insulation connections must be tight to prevent critters, bugs, or ambient weather from entering the building.
Install spray foam or corrugated panel friendly roof insulation, maintaining a barrier that prevents critters, bugs, or ambient weather from entering the building. The roof insulation must be chemical and high traffic resistant.
Contractor must comply with applicable codes, environmental regulations in the State of Texas and local ordinances.
