About this file
The document is an RFI (Request for Information) file containing site visit questions and responses for Solicitation 12639525Q0169, a USDA-Animal and Plant Health Inspection Service construction project to replace siding at Building 6418 on Moore Air Base in Edinburg, Texas. The project involves removing existing metal corrugated siding and replacing it with Hebel wall panels, specifically for the Mexican Fruit Fly Rearing Facility. The solicitation is exclusively set aside for service-disabled veteran-owned small businesses under NAICS code 238170, with a small business size standard of $19 million and an estimated project value between $500,000 and $1 million.
The RFI reveals specific site details through a Q&A format, including confirmation that no as-built drawings or construction photos are available for the building addition. The contractor is instructed to include new moisture barrier in the quote if the existing barrier is in disrepair, and stucco is recommended as the most cost-effective finish when using the Hebel system. The contracting officer for this opportunity is Jim Roloff, who can be contacted at james.g.roloff@usda.gov for any questions about the solicitation.
