About this file

The document is a Statement of Work (SOW) for a USDA APHIS construction project at the Insect Management and Molecular Diagnostics Laboratory (IMMDL) located on Moore Air Base in Edinburg, Texas. The project involves replacing three Kysor/Rheem SEER environmental growth chambers (EGCs), eight chilled water units, and two standard walk-in coolers, which are over thirty years old and experiencing significant equipment obsolescence. The replacement scope includes comprehensive demolition of existing systems, installation of new evaporators, condensers, control panels, piping, electrical connections, humidification/dehumidification systems, and digital control interfaces.

The solicitation (12639525R0019) is set aside exclusively for small businesses, with a project estimated between $1M and $5M under NAICS code 238220 for Plumbing, Heating, and Air Conditioning Contractors. The project will be conducted at a restricted facility with work hours from 7 a.m. to 3:30 p.m. Monday through Friday, requiring EPA-certified technicians and compliance with Texas state and local codes. All equipment must be new and unused, and installation must be performed professionally. Key project contacts include Gabriel Lopez (Facilities Manager) and Javier Caltzontzint (Supervisory Maintenance Mechanic), both from the USDA APHIS facility in Edinburg, Texas.

Solicitation 12639525R0019, Attachment 1 Statement of Work For 6414 Growth Chamber HVAC Units And Controls Replacements June 2025

1.0 CONTRACT PROJECT: Growth Chamber HVAC Unit & Controls Replacements

2.0 LOCATION: USDA APHIS PPQ IMMDL

(Insect Management and Molecular Diagnostics Laboratory)
Bldg. 6414
22675 N. Moorefield RD
Moore Air Base
Edinburg, TX 78541

3.0 PROJECT BACKGROUND: The IMMDL (Insect Management and Molecular Diagnostics Laboratory), building number 6414, is located on Moore Air Base (MAB). Square footage is 19,431 sf with one floor. The original construction was in 1981, with partial exterior/interior renovations over the years and most recently in 2024.

The laboratory identifies, develops, and provides technology transfer of a wide range of scientific methods to PPQ and State departments of agriculture. In addition to these core functions, the laboratory cooperates with stakeholders and researchers to provide expertise to PPQ regarding geographic information systems, biological control, area-wide pest management, and sterile insect technology (SIT) support for the Mexican fruit fly eradication program. In addition, the laboratory leads the agency’s Unmanned Aircraft Systems (UAS) initiative to develop methods for the successful incorporation of new UAS technologies into PPQ programs.

The laboratory is responsible for developing and validating technologies used to detect and diagnose plant pests, as well as developing methods to support APHIS-PPQ programs (i.e., Fruit Fly). The focus of the laboratory’s diagnostic work is on insects that cause damage directly to plants or that serve as vectors of plant disease, but molecular biological methods are also used to support production of beneficial insects through detection of insect pathogens in rearing populations. Methods developed at the laboratory include cutting-edge molecular approaches to study nucleic acids such as High-Throughput Sequencing, real-time PCR, isothermal amplification, and microfluidic genotyping. These have been used to complete confirmatory identifications, to track high-risk pathways of invasive species, and to screen insect genomes for new molecular tools. In addition, the laboratory is examining how recent advances in methods such as CRISPR and nanotechnology can be used in the treatment of plant pathogens. The laboratory conducts the selection of fruit fly strains, and all quality control tests related to fruit fly.

The building houses environmentally controlled laboratories, offices, and scientists. IMMDL performs research and conducts experiments using Environmental Growth Chambers (EGCs). The EGCs in building 6414 are over thirty years old, malfunctioning, and dilapidated. All the EGCs need to be upgraded due to obsolete controls and HVAC unit parts no longer sold in the open market.
