About this file

This document is a federal solicitation amendment for a Growth Chamber HVAC Unit & Controls Replacement project issued by USDA APHIS in Minneapolis, Minnesota. The amendment (0001) modifies the original solicitation 12639525R0019, specifically updating pages 23 and 24 to include a new Technical Approach evaluation criterion within the Technical Capability factor. The government will award a firm-fixed price construction contract to the most advantageous responsible offeror, considering technical capability, price, and past performance.

The evaluation will assess offerors' relevant mechanical and HVAC work experience, with a new requirement for a detailed narrative describing the technical approach to project management, quality control, safety, and execution. Price evaluation will examine reasonableness and realism, requiring detailed price breakdowns by specification section. Past performance will be subjectively evaluated based on customer satisfaction, compliance with regulations, adherence to schedules, and overall performance history. Offerors must disclose any performance issues from the past five years, such as terminations, cure notices, or liquidated damages.

EVALUATION FACTORS FOR AWARD

The Government will award a firm-fixed price construction contract resulting from this solicitation to the responsible offeror, whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. This allows the Government to accept other than the lowest offer.

A responsible offeror will:

• Comply with the required delivery or performance schedule, taking into consideration other business commitments.

• Have a satisfactory record of performance and integrity.

• Have a satisfactory safety and environmental record.

• Have satisfactory references (see Past Performance below).

• Have the necessary facilities, equipment, materials, personnel, organization, experience, technical skills, and financial resources to fulfill the terms of the resultant contract.

The following factors will be used to evaluate offers:

Technical Capability

- Demonstrate relevant experience with mechanical and HVAC work.

- Technical Approach. Offerors must provide a specific narrative that describes the intended technical approach to executing this construction per the detailed requirements herein. The narrative must clearly and concisely describe the technical approach to project management, quality control, safety, and execution. Responses restating requirements identified in the

Solicitation 12639525R0019, Growth Chamber HVAC Unit & Controls Replacement Amendment 0001

Statement of Work or elsewhere in the solicitation documents are not acceptable. Also provide a proposed construction schedule for this phased project.

Price

- Generally, price reasonableness may be determined based on adequate competition. However, in evaluating price reasonableness, the contracting officer may consider other information as necessary to establish a fair and reasonable price. Offerors must submit price breakdowns, including labor and materials, by specification section as outlined in the project manual, for example site work, electrical, mechanical, etc. This information will be used for price evaluation purposes.

— Price Realism. This means that the prices in an offeror’s proposal—

(1) Are realistic for the work to be performed

(2) Reflect a clear understanding of the requirements

(3) Are consistent with the various elements of the offeror’s technical proposal.

Contractor submissions that are either too low or too high will be deemed unreasonable or incorporating too much risk for the government to accept.

Past Performance

- Past performance is a measure of the degree to which an offeror has satisfied customers in the past, and complied with federal, state, and local laws and regulations. The assessment of past performance will be subjective and based mainly on quoter reputations with customers and adherence to schedules. The Government may evaluate the performance data provided by offerors or obtained from other sources. Past performance assessments may be based on information such as the contracting officer’s and evaluator’s knowledge of previous experience with the service being acquired, customer surveys, or other reasonable basis. The assessment will consider the contractor’s record of conforming to specifications, and to standards of good performance/customer service. In addition, adherence to contract schedules, including the administrative aspects of performance, will be taken into consideration. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. References, which may be the same as those submitted to demonstrate relevant experience (if so, please specify), shall include:

o Contract number and price o Project title or name o Location o Award and completion dates o Name, phone and email address of the contact person familiar with the project

For the past five years on any project the offeror was involved with, identify whether the offeror has had any of the following actions taken, and if so, explain the reasons for and the remedy/resolution of the action:

(Note: if the offeror did not have any of the following actions taken, include a statement to identify that fact in the proposal for this section.)

o Terminated for default o Received cure notice o Received show cause notice o Assessed liquidated damages o Had its performance and payment bond surety notified that the contractor was not fulfilling its contract obligations.
