PERFORMANCE WORK
STATEMENT (PWS) FOR
Ramstein 4th of July
Electrical Installation
28 March 2022
1.0 DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, material, parts, equipment, transportation and labor necessary to perform temporary installation of an electrical distribution system to provide electrical power to Ramstein Air Base’s “Independence Day/Freedom Festival” celebration. During the event, the contractor shall provide sufficient personnel to respond to electrical emergencies. On non-event days, but during the support period, the contractor must be able to respond on-site within three (3) hours. The contractor shall perform all work in accordance with all applicable European and German laws pertaining to electrical support services in their applicable version. This is a non-personal service requirement, the Government shall not exercise any supervision or control over the contractors performing the services herein.
1.1 INSTALLATION OF ELECTRICAL SUPPORT EQUIPMENT. The contractor shall provide a temporary 3-phase, 50 Hz, 230/400-volt electrical distribution system to power approximately 50 food and crafts vendors, 15 carnival attractions, a live music/entertainment venue, and three (3) latrine buildings (WCs).
It shall be the responsibility of the contractor to determine and supply the appropriate cable size and lengths to power the event and determine and supply the appropriate amount of power panels needed at various locations.
Electrical hook-ups shall be made available to carnival attractions within ten (10) meters of the equipment and within five (5) meters of private organization booths. The contractor shall also be responsible for coordinating with the Contracting Officer, end user(s), and carnival ride vendor(s) prior to the event mobilization to provide and lay all required cables for the carnival attractions during the off-/on-loading process. POC information will be provided by 786 CES/CEOES POCs after a call/order has been placed.
1.1.1 The contractor shall provide the following end-user connections for the event:

1.1.2 The contractor shall coordinate with the Requiring Activity (786 CES/CEOES) to connect a 400-amp primary power distribution panel to the substation adjacent to bldg. 2188 next to the Enlisted Club parking lot. The substation in bldg. 2146 will supply power to the stage and seating areas. All other panels are at the contractor’s discretion in order to supply appropriate power to the approximately 50 food and crafts vendors, 15 carnival attractions, a live music/entertainment venue and three (3) latrine buildings (WCs). The tentative layout contained in Attachment 2 to the solicitation will be updated annually and a final layout will be provided to the contractor after a call has been placed. Single phase 16A outlets are standard 220-240v CEE 7/3 (SchuKo). The outlets must be designed to withstand weather (weatherproof) and have covers to protect from inclement weather.
1.1.3 The contractor shall run all cables above ground and protect all cables that cross roadways/walkways with cable protectors, allowing for vehicles, including trucks and foot traffic, to cross over without damage to the cable or the vehicles. Cables crossing roadways must be limited and avoided by all means necessary. Permission to run electrical lines across roadways must be granted by the 786 CES/CEOES.
1.1.4 The contractor shall complete setup at the beginning of the support period and must have power running through the duration of the event until the support period ends.
1.1.5 Power setup shall be in place and energized for use by 1700 hours on 29 June through 1400 hours on 5 July each year.
1.1.5.1 The days on which service is required are as follows:

1.1.6 The contractor shall initiate the tear-down of the electrical distribution for all stations no earlier than 1400 hours the day after the end of the event. The contractor shall complete tear-down no later than 2359 hours the day after the event to exclude delays caused by inclement weather. The contractor shall leave the site in a clean condition, removing all trash generated by the contractor as well as all equipment. Any trash generated in connection with this requirement shall be disposed of off-base. The contractor shall coordinate with 786 CES/CEOES to determine if a delay of work is authorized.
1.1.6.1 Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after the reopening of the base. Scheduled dates are subject to change pending mission requirements. The contractor will be afforded additional time for removal due to weather. After the weather has cleared, the contractor has twelve (12) hours to clear all equipment/complete tear-down from the event grounds. The contractor shall coordinate with 786 CES/CEOES to determine if a delay of work is authorized.

1.1.7 The contractor shall provide a sufficient number of certified electricians on-site during the operating hours of the event to troubleshoot and repair the distribution system as needed. The operating hours of the event taking place in 2022 are as follows: Friday 1700-2359, Saturday 1200- 2359 & Sunday 1200-2359. The operating hours for 2023 through 2026 will be made available upon the placing of the BPA call/order. All certified electricians must be able to speak conversational English.
On non-event days, but during the support period, the contractor must be able to respond on site within three (3) hours.
1.1.8 The contractor shall comply with all Facharbeiter-Brief-Elektro standards and certifications and must provide proof of certification for each employee performing services under this agreement to the Contracting Officer by the due date and time specified for receipt of offers as indicated in the Addendum to 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, paragraph (b)(2), of the solicitation. In the case of personnel changes, employee certifications for new employees performing services under this agreement shall be submitted with the annual price list by 15 October for the new ordering period of this BPA (Blanket Purchase Agreement), or, if personnel changes occur between 15 October and 29 June, at least ten (10) business days prior to the change becoming effective.
1.1.9 MISSION ESSENTIAL SERVICES DURING CRISIS. In accordance with DODI 1100.22, Policy and Procedure for Determining Work Force Mix, paragraph 5b, it is determined that none of the services as stated in this PWS are mission-essential.
1.1.10 SUBMITTALS: The contractor shall submit to the Contracting Officer located at the 700th Contracting Sq, Kapaun Air Station, bldg. 2767, 67661 Kaiserslautern, Germany:
1.1.10.1 An annual price list. The initial price list for the 2022 Freedom Fest shall be provided by the date and time specified for receipt of offers in the Addendum to 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, paragraph (b)(2), of the solicitation. Price lists for subsequent ordering periods shall be submitted by 15 October each year for the period of duration of this the BPA. The annual price list shall be submitted by email to the Contract Specialist, Ms. Beatrice Meier, (beatrice.meier.1.de@us.af.mil) and the Contracting Officer, Ms. Claudia Ledig (claudia.ledig.de@us.af.mil).
1.1.10.2 The contractor shall submit to 786 CES/CEOES located at Ramstein Air Base:
1.1.10.3 A letter listing all personnel providing services under this agreement shall be submitted within ten (10) business days of award and, in case of personnel changes, with the annual price list by 15 October for the new ordering period of this BPA or, if personnel changes occur between 15 October and 29 June, at least ten (10) business days prior to the change becoming effective. The letter shall identify the names of the contract manager’s supervisor, the primary contract manager and one alternate that shall be responsible for the performance of work and have full authority to act on behalf of the contractor on all contract matters relating to the operations of the BPA. The letter shall include valid (cell) phone numbers and email addresses of all individuals listed. The contract manager and alternates shall be able to meet with 786 CES/CEOES POCs to resolve any contract-related issues. The contract manager and alternates shall be able to understand, read, speak, and write basic and technical
English (to speak English with sufficient structural accuracy and vocabulary to participate in formal and informal conversations on practical, social, and professional topics). A list of all base pass identification numbers shall be submitted no later than two (2) business days after base passes have been issued.
Contractor employees performing services shall be able to speak English sufficiently well to communicate on a basic level with on-site personnel.
1.1.10.4 All required documents shall be submitted in English and sent electronically (Adobe PDF) via email to the organizational email address of the requiring activity:

2.0 GENERAL INFORMATION
2.1 CONTRACTOR/BASE PASS AND IDENTIFICATION, SPECIAL CLEARANCES AND VEHICLE PASSES.
Contractor personnel shall obtain a Defense Biometric Identification Card (DBIDS) as soon as the Police Good Conduct Certificates have been obtained. Police Good Conduct Certificates shall be requested within three (3) business days after award. In order to obtain the DBIDS, the contractor is required to submit to 786 CES/CEOES the following:
• USAFE IMT 79 (Request for DBIDS)
• Memo of ICAC Request
• Copy of Passport/ID Card (Personalausweis)
• Security Questionnaire for Simple Security Check
• Police Good Conduct Certificate (Polizeiliches Führungszeugnis)
• Military Installation Access List
USAFE IMT 79, Memo of DBIDS, Military Installation Access List request, and the Security Questionnaire will be provided by 786 CES/CEOES. Contractor personnel shall present completed documentation to Security Forces personnel at bldg. #134, Ramstein Air Base, to obtain their DBIDS. Contractor personnel can only gain access to the KMC after the security check has been passed with a positive result. It is the responsibility of the contractor to collect and return the DBIDS for personnel that is no longer employed within one week to the 786 CES/CEOES POCs, this also applies if the BPA is terminated and/or after the BPA has expired.
2.2 SECURITY REQUIREMENTS. All personnel employed by the contractor in the performance of this BPA, and any representative of the contractor entering the Government installation, shall abide by all security regulations.
Citizens from certain countries are currently banned from entering U.S. installations; Security Forces maintains a list of these banned countries. This includes individual contractor employees, therefore any contractor employee who is a citizen of one of these countries will not be allowed to access the installation. The list of excluded countries is subject to change without modification or amendment of the PWS or BPA. Contractor personnel shall comply with all requirements and procedures set out in AFFARS 5352.242-9000, Contractor Access to Air Force Installations.
2.3 PERFORMANCE AND SERVICES PERFORMED DURING MILITARY EXERCISES OR OPERATIONS. Work stoppages may occur during the execution of this BPA due to military exercises or operations. During these times, access to areas supporting the exercise or operation may be curtailed or not allowed.
During scheduled and unscheduled exercises or operations, the contractor should be prepared to move to other work locations or suspend operations. No additional cost shall be incurred to the Government for moving to other work locations and for the waiting time until the exercise or operation is over.
2.4 UNACCEPTABLE PERFORMANCE. The contractor shall correct unacceptable performance immediately after notification. The contractor shall re-perform at no additional cost to the Government.
Any re-performance and/or unacceptable performance will be documented by 786 CES/CEOES and may result in the Government seeking equitable price reduction or adequate consideration IAW FAR52.212- 4, Contract Terms and Conditions – Commercial Products and Commercial Services.
2.5 CONFORMANCE WITH ENVIRONMENTAL MANAGEMENT SYSTEMS. The contractor shall perform work under this PWS consistent with the relevant environmental policy and objectives identified in the installation Environmental Management System (EMS) applicable to this BPA. The contractor shall perform work in a manner that conserves water, energy and other resources to the maximum extent feasible and ensure minimum production of waste as possible, giving preference to recycling and reutilization opportunities.
Furthermore, the contractor shall give preference to less toxic materials whenever available and still reliable for their work. In the event an environmental nonconformance or noncompliance of host nation and USAF environmental laws and regulations associated with the contracted services is identified, the contractor shall take corrective and/or preventative action. In the case of a noncompliance, the contractor shall respond and take corrective action immediately. In the case of a nonconformance, the contractor shall respond and take corrective action based on the time schedule established by the EMS Coordinator. In addition, the contractor shall ensure that their employees are aware of the environmental management system on base and how these requirements affect their work performed under this PWS. All on-site contractor personnel shall receive the installation EMS awareness level information.
2.6 CONFORMANCE WITH ENVIRONMENTAL REQUIREMENTS. The contractor shall perform all work IAW applicable German and U.S. Air Force environmental laws, regulations and operating standards, including but not limited to the Final Governing Standards (FGS) for Germany. The contractor shall be immediately capable of understanding and addressing environmental laws and regulations as they pertain to work performed under this PWS. The contractor shall always choose the most environmentally friendly expendable items needed for this service.
3.0 GOVERNMENT FURNISHED PROPERTY. Any property and/or equipment provided by the Government in performance of this BPA will be considered incidental to the performance under this BPA as outlined in FAR 56.000(b)(5).
4.0 DAMAGE TO GOVERNMENT PROPERTY. All damage to Government property shall be brought to the attention to 786 CES/CEOES no later than one (1) hour after occurrence. The contractor shall be responsible for reimbursing the U.S. Government no later than 30 calendar days of receipt of a claim for all costs associated with damage to U.S. Government property in the performance of services under this
BPA.
