1. Requirement

1.1 Background. The Contractor shall not employ any person for work on this contract if such employee is identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Where reading, understanding, and discussing safety and environmental warnings are an integral part of a contract employee’s duties, that employee shall be able to understand, read, write, and speak the English language.

1.2 Scope. The Contractor shall provide non-personal services to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Whiteman Air Force Base (WAFB) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. Area maps and workloads depicting the service described in this PWS are identified in Appendix A and Attachment 1. The Contractor’s performance will be based on the Contracting Officer’s (CO) and Contracting Officer’s Representative (COR) evaluation of the results required by the Service Summary (SS) and not the method of performance. The evaluation of results will be based on COR surveillance, tenant satisfaction, and customer complaints. Results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with acceptable commercial standards for semi-improved grounds maintenance.

2. Contractor Responsibilities

Task 1 Program Management

2.1 Administration. The Contractor shall provide administrative support for all airfield grounds maintenance functions including, but not limited to the following items.

2.1.1 Mission-Essential Contractor Services Plan (MECSP). All services performed under this contract have been determined to be an essential contractor service and a mission-essential function. Contractors providing services designated as essential contractor services shall be prepared to continue providing such services during periods of crisis. The MECSP shall follow the guidelines in DFARS 252.237-7023(c) and DFARS 252.237-7024(b) to prepare a written plan, at a minimum, addressing the clause’s and provision’s items. This plan shall be provided and the clause fill-in at DFARS 252.237-7023(b) shall be completed with the Contractor’s offer.

2.1.2 Quality Control Plan (QCP). Offeror shall provide a QCP in sufficient detail to demonstrate how they will provide adequate manpower, equipment, and ensure mowing standards are maintained. This plan shall be provided with the Contractor’s offer, updated 10 days after each option year, and when changed or updated. Plans will be approved by the CO and the COR and signed by both the CO and the Contractor within 45 days of contract award or receipt in option years. The QCP shall clearly indicate how the Contractor will hire and retain skilled manpower sufficient to execute the requirement, a detailed approach to mowing and trimming that will ensure standards are maintained, and shall indicate how personnel will be allocated among tasks for the requirement. Include in the plan courses of action for

Airfield Grounds Maintenance Service January 13, 2022 Page 4 of 14 contingencies; for example, significant or recurring weather, equipment servicing and routine maintenance, etc. An internet search of “quality control plan” or “what is a quality control plan” may be of some help in developing a plan. There is no right or wrong format.

2.1.3 Contractor Monthly Status Report (MSR). The MSR shall indicate the progress of the work including status of the program and assigned tasks. This report shall include information relating to accomplishments, existing or potential problem areas, and proposed action to resolve the problems. The Contractor shall submit the MSR to the CA/CO and the COR by the fifth calendar day of each month of the growing season.

2.1.4 Contract Manager (CM): The contactor shall designate a CM and alternate(s) who shall ensure performance under this contract. The CM/alternates shall be designated in writing to the CO. The CM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The CM shall work through the COR to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that Contractor employees do not perform any services outside the scope of the contract without an official modification issued by the CO. The CM shall ensure Contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the Contractor. The designation shall be provided within 10 calendar days of contract award, within 10 days of beginning of an option year, and at any time changes or updates are necessary.

2.1.5 Airfield Coordination. The Contractor shall coordinate all activities on the airfield by contacting Airfield Management. Work will be accomplished only after Airfield Management has approved scheduled times. Civil Engineer Squadron will provide a Government radio to the Contractor for communication with the tower.

2.1.6 Airfield Drivers. Training must be completed prior to operating vehicles or mowers on the airfield. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of Competency (airfield driver’s license), with them at all times. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the airfield. No equipment will be left unattended while working in these areas. The Contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off all taxiways, runways, and aircraft parking aprons before leaving the work area.

2.1.7 Physical Security. The Contractor shall be responsible for safeguarding all Government assets provided for Contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured by the Contractor.

2.1.8 Lock Combinations. The Contractor will be given access by the COR to locked/gates sites. The Contractor shall establish and implement methods of ensuring that no lock/gate combinations are revealed to unauthorized persons. The Contractor shall ensure that lock/gate combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.

2.1.9 Contractor Furnished Vehicles. The Contractor shall provide and maintain all vehicles necessary to perform the requirements of this contract and to operate on the airfield.

Vehicle POV pass is required prior to operating on the airfield. The Contractor will submit to the COR a list of all drivers and vehicles that require access to the airfield on company letterhead annually and upon any update or change. The Contractor vehicle shall have the company name prominently displayed on both sides of the vehicle and be maintained to present a clean, professional appearance free of Foreign Object Debris (FOD).

2.1.9.1 All vehicles used in the performance of this contract on Whiteman AFB shall be in an operable condition and meet the federal, state, and local safety, registration and licensing requirements. Vehicles found to be unsafe and unable to function as designed, shall be removed from the installation at Contractor’s expense. The CO and/or COR may inspect the Contractor’s vehicle(s) at any time and direct the removal of any unsafe or objectionable vehicle from the installation.

2.1.10 Contractor shall comply, at a minimum, with AFI 91-212 Bird/Wildlife Aircraft Strike Hazard (BASH) Management Program, DoDI 6055.04 DOD Motor Vehicle and Traffic Safety, AFI 91-202 The US Air Force Mishap Prevention Program, AFI 91-207 The US Air Force Traffic Safety Program, DAFMAN 91-203 Air Force Occupational Safety, Fire and Health Standard, OSHA, Title 29 CFR, Occupational Safety and Health Act, NFPA Life Safety Code, and other laws and regulations in performance of this contract and for the protection of employees is exclusively the obligation of the contractor and shall be monitored by the appropriate Government agencies.

2.1.10.1 Safety and Health Plan. The Contractor shall implement an Occupational Safety and Health Plan to ensure the safety of their personnel, as well as the protection of Government personnel and property. The Contractor is solely responsible for compliance with all federal, state, and local laws, the Occupational Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standards 29 CFR 1910 and 1926, as applicable. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. The Occupational Safety and Health Plan shall be used during the performance of the work described in the contract. The Contractor shall submit the Occupational Safety and Health Plan to the CO within thirty calendar days after contract award. If the Occupational Safety and Health Plan is revised, the Contractor shall submit the revision, in writing, to the CO.

2.1.10.2 The Contractor shall provide a verbal report to the CO within 24 hours of each occurrence or accident resulting in death, injury, occupational disease, or adverse environmental impact. The Contractor shall provide a completed copy of required accident investigation reports USAF Mishap Report (AF IMT 711B) to the CO within five calendar days of each occurrence.

2.1.11 Invoicing. The Contractor shall submit a full and complete invoice in Wide Area Work Flow (WAWF) within 30 days of service. The invoice description in WAWF shall include the date(s) the service was provided.

2.1.12 Post Award Conference/Periodic Progress Meetings. The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office IAW Federal Acquisition Regulation Subpart 42.5. The CO, CA, COR, Government Subject Matter Expert (GSME), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings, the

Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government. Meetings may be held in person, by conference call, or by email. Typically, these meetings are held quarterly or more often as deemed necessary.

Task 2 Maintain Semi-Improved Grounds

2.2 General Description. The following description shall serve as general information along with performance objectives as required by the Government. Unmentioned tasks shall not limit the Contractor’s obligation to conform to all state and local regulations (to include safety and environmental) in accordance with standard industry and commercial practice. Semi-improved grounds are identified in Appendix A and Attachment 1.

2.2.1 Mow. Grass, weeds, and all vegetation shall be maintained between 7 to 14 inches.

The grass, weeds, and vegetation shall not be shorter than 7 inches in height to prevent dust and debris on the airfield and never be more than 14 inches in height to prevent bird habitation. The Contractor shall begin mowing operations at the active airfield runway surfaces and move to the outermost area. This causes insects and animals to move toward the inside of the field and away from the runway. The Contractor shall be responsible for insuring that all foreign objects, debris, and limbs are removed prior to mowing. All debris produced by grounds maintenance will be cleared off all runways, taxiways, and aircraft parking aprons before and after leaving the work area. Maintain a uniform appearance in all areas and, where possible, maintain adjacent areas at or near the same grass heights.

2.2.1.1 Some areas retain water and must be kept within the height ranges stated herein to minimize uncontrolled growth during wet weather. Any rutting that occurs as the result of mowing shall be the responsibility of the Contractor to repair to include leveling, backfilling, and seeding within 15 days of notification (weather permitting). Seeding shall be with Kentucky 31 fescue.

2.2.2 Airfield Pavements and Light Fixtures. The Contractor shall maintain a 10-foot wide path between 4” and 6” in height around the perimeter of airfield pavements to include trimming around runway and taxiway lights, other fixed obstacles, and temporary obstacles/objects. Grass, vegetation, and weeds shall not extend over the edge of concrete, pads, taxiways, runways, and paved or asphalt areas.

2.2.3 Trim. The Contractor shall trim grass and weeds around taxiways, runway edge lights, instrument landing system glide slope, localizer critical areas, signs trees, shrubs, buildings, poles, fire hydrants, parking lot bumper blocks, other fixed and temporary obstacles/objects on semi-improved grounds to include propane cannon areas (thirty each), and fences. Trimming shall be concurrent with mowing.

2.2.3.1 Perimeter Fence Line. The Contractor shall maintain the inside of the perimeter fences in semi-improved grounds. Perimeter fence lines shall be mowed up to the fence to prevent vegetation growth in the fence and all areas shall be trimmed concurrent with mowing.

Application of nonselective herbicides to control grass, weeds, and vegetation around obstacles to include fence lines, fire hydrants, light poles, etc., is not allowed.

Task 3 Maintain Surface Drainage Ditches

2.3 Maintain Surface Drainage Ditches. The Contractor shall maintain surface drainage ditches systems and their banks and beds free of all debris, cattails, limbs, trees, scrub brush, trash, and seedlings throughout the entire ditch (beds and banks) to prevent erosion and ensure continuous flow of water. These drainage systems shall include but are not limited to open culverts, swales, wet and dry creek beds, draws, gulches, hollows, trenches, fords, basins, and overflows. Furthermore, the Contractor shall maintain roadway banks and hillsides. NOTE:

Some of the banks and hillsides may require a Side Mounted Boom Mower but method of accomplishment is at the Contractor’s discretion. This will be accomplished concurrent with mowing. Drainage ditches to be maintained are identified in Attachment 1. Any rutting that occurs as the result of maintaining surface ditches shall be the responsibility of the Contractor to repair. This includes returning the ditch to allow for appropriate drainage as well as making the area level and free of ruts.

Task 4 Special Requirements

2.4 All work under this section shall be executed via a verbal or written request (email) by the CO or COR. The Contractor shall be responsible for removing all debris generated from all trees related operations. All non-emergency work order shall be completed within five workdays from the work order date unless noted otherwise within subsections.

2.4.1 The Contractor shall be responsible for removing all debris generated from all trees related operations. All non-emergency task assignments shall be completed within five workdays from the assigned date unless noted otherwise within subsections.

2.4.2 Ruts. All rutting or damage caused by the Contractor or its employees to Government property and personal property (to include facilities, fences, equipment, trees and shrubs, etc.) due to Contractor operations shall be repaired or replaced by the Contractor within 15 days after identification/notification (weather permitting) at no additional cost to the Government. A rut is defined as any marks or tracks made in the earth.

2.4.3 Trees. The Contractor shall identify trees that pose public safety hazards or threats to structures/buildings. These hazards include minimum safety clearances, which are - 14 feet over streets, 12 feet over driveways, eight feet over walk areas, four feet over buildings, and one foot from buildings. Tree trimming debris (limbs, roots, stumps, and leaves) will be removed by the Contractor to a location off WAFB.

2.4.4 Topping and de-horning are not permitted. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is the responsibility of the Contractor.

Minimum clearance from primary lines (over 600 volts) shall be eight feet. Minimum clearance from secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be four feet.

2.4.5 Tree Standards. The Contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.

• ANSI A300 - Standard Practices for Tree Care Operations including referenced Combined Federal Regulations (Utility Pruning and Emergency Service Restoration)

• ANSI A300 (Part 1) – Tree Pruning

• ANSI A300 (Part 3) – Tree Support Systems (Cabling, Bracing, and Guying)

• ANSI Z60.1 – American Standards for Nursery Stock

• ANSI Z133.1 – Safety Requirements for Tree Care Operations

2.4.6 Emergency Spot Pruning/Trimming. The Contractor shall complete an emergency spot pruning/trimming within one workday from the work request (verbal or written) task assignment date. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.

2.4.7 Tree and Stump Removal. The Contractor shall perform stump and perimeter roots removal by completely removing, by cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall be ground within one workday of the assigned task. Stump-grinding debris shall be removed off base the same day grinding is performed. The Contractor shall backfill with topsoil, and place grass seed (Kentucky 31 fescue) to match the existing ground grade and the type of grass. The Contractor shall maintain the patch area IWA manufacturer’s recommendation until the grass has become established.

2.4.8 Trees identified for removal shall be considered within the following categories, Large, Medium, and Small based on their diameter. The diameter of the tree shall be determined by measuring 4.5 feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded.

Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter.

• Small Trees: Diameter 3” to less than 24”, remove within five workdays from the task assignment date.

• Medium Trees: Diameter 24” to less than 36”, remove within 10 workdays from the task assignment date.

• Large Trees: Diameter 36” and above, remove within 10 workdays from the task assignment date.

2.4.8.1 Emergency Tree and Stump Removal. The following timeframe shall be apply for emergency tree and stump removal by the Contractor:

• Large Trees: Remove within two workdays from the task assignment date

• Medium Trees: Remove within two workdays from the task assignment date

• Small Trees: Remove within one working day from the task assignment date

2.3.1.5 Emergency and Special Events Services. Upon notification of an emergency, the contract manager shall respond within one hour to meet with the CO and Government evaluator and initiate emergency services. Upon receiving direction by the CO, Contractor personnel shall begin emergency work within two hours. Oral task assignments for emergency services to minimize damages or mitigate hazardous conditions will be confirmed in writing via email.

3. Government Responsibilities

3.1 Laydown Area. The Government shall furnish or make available parking areas.

These parking areas shall only be used in performance of this contract. The Contractor shall return the parking area to the Government in the same condition as received, fair wear and tear and approved modifications excepted. These parking areas shall only be used in performance of this contract. The CO and/or COR may inspect the Contractor’s laydown area at any time and direct the removal of any unsafe or objectionable object(s) from the installation.

3.2 Solid Waste Collection and Disposal. The Contractor shall use existing bulk containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS. The Contractor shall adhere to all base level recycling programs. All tree trimmings, stumps, branches, and leaves will be taken off WAFB for disposal.

3.3 Smoking Areas. While on WAFB, smoking is only permitted in designated smoking areas. Contact the building facility manager and/or Government representative for areas where smoking is permitted.

4. General Information

The following shall serve as general information along with performance objectives as required by the Government. Unmentioned tasks shall not limit the Contractor’s obligation to conform to all federal, state, and local regulations/laws, to include safety and environmental, IAW standard industry and commercial practice.

4.1 Document Formats. Documents, plans, reports, etc., will be provided electronically using Microsoft Office products to the CO/CA and COR. Exception is forms already in Adobe Acrobat PDF format. Errors shall be corrected within two business days of notification. All forms and reports shall be kept on site and readily available for the duration of the contract then turned over to CO/CA and COR.

4.2 Travel and Transportation. The Contractor is responsible for mobilization of personnel and equipment to and from all individual facilities including all shipping, delivery of materials, loading and offloading of materials, tools, and necessary equipment, including storage, to perform the required activities to accomplish the PWS.

4.3 PoP. The Period of Performance (PoP) shall be one base year of 12 months and four 12-month option years for a total period of five years. Extensions up to six months at the end of this period of performance may be determined to be in the best interest of the

Government. See FAR 52.217-8. The award document will call out the PoP and is the definitive performance period.

4.4 Hours of Service. The Contractor shall provide core service between the hours of 0730-1630 on Monday through Friday. The contractor may work outside of these core hours for reasons of weather or making up lost time from situations out of the contractor’s control. During normal duty hours, Contractor point of contracts (POC) are the CORs assigned to 509 CES/CENS. After normal duty hours or on holidays/down days, the Contractor shall contact the CE Requirements section at 687-6335/6350.

4.5 Place and Performance of Services. The Contractor shall provide core service between the hours of 0730-1630 on Monday through Friday, except recognized US holidays (https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/) or when the Government facility or Whiteman AFB is closed due to local or national emergencies, administrative closings, or similar Government-directed facility or Whiteman AFB closings.

The Contractor at all times shall maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility or Whiteman AFB is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.

4.6 Base Access Requirements. The Contractor will be provided an Entry Authorization List (EAL) package for completion and return to the COR as soon as possible after award. This requirement must be returned at least two weeks prior to required access date.

Contractor shall contact the COR for EAL updates. The Contractor shall retrieve, and turn in to the COR all identification media (including vehicle passes) from its employees who depart employment for any reason.

4.7 Identification of Contractor Employees. All Contractor personnel attending meetings, answering Government telephones and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees. The Contractor shall ensure that all documents or reports produced by Contractor personnel are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. The Contractor’s status as a “Contractor” shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non-Government entities.

4.8 Contractor Required Identification. All Contractor personnel shall be required to obtain and wear badges or Contractor specific clothing, etc., in the performance of this contract.

The badges or clothing shall have the company name, employee name, and the word “Contractor” displayed prominently and in a visible location.

4.9 Telephone Service. Contractor will have access to a base telephone for on base calls. Any additional phone requirements will be the responsibility of the contractor.

4.9.1 Any radioactive material or class 3B lasers must be coordinated with the Installation Radiation Safety Officer, 509th Bioenvironmental Engineering, prior to bringing the equipment on base.

TECHNICAL EXHIBIT 1 - Services Summary (SS)

This Services Summary (SS) includes performance objectives the Government will use to determine Contractor performance and will compare Contractor performance to the Acceptable Quality Level (AQL). For those tasks listed on the SS the COR or evaluators will follow the methods of surveillance specified in this contract. Government surveillance of tasks not listed in the SS, or by methods other than those listed in the SS, or as prescribed by regulation may occur during the performance period of this contract. All surveillance will be done according to standard inspection procedures or other contract clauses. Government personnel will record all surveillance operations and will maintain a file of all inspection results. Successive months of unacceptable performance for any Performance Objective (PO) item may result in appropriate action by the CO IAW regulations and contract clauses.

COR/GSME Surveillance with Quality Assurance Surveillance Plan (QASP). The Government, through the COR, shall periodically evaluate the Contractor’s work performance in accordance with the specific contract performance requirements. The Government will evaluate the Contractor’s performance under this contract in accordance with the Services Summary. The Services Summary is primarily focused on what the Government will do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s). The COR and/or GSME is the primary contact for surveillance and contract performance. The COR and/or GSME does not have the authority to make any contract changes or authorize additional work only a Government appointed Contracting Officer has the authority to do so.
