1. Requirement

Scope. The Contractor shall provide all supervision, labor, personnel, equipment, tools, materials, supplies, and quality control necessary to effectively and safely perform inspections, preventive maintenance, and repair services on the bullet trap system at Whiteman Air Force Base, Missouri.

Background. The Bullet Trap was manufactured by Action Target and is the Total Containment Trap (TCT-4) model. The system includes a Dust Collection Unit (DCU), hardened steel baffle plate system, deceleration system, and a screw conveyor system. The bullet trap was installed in 2012.

2. Contractor Responsibilities

2.1. Task 1 Semi-Annual Inspections

2.1.1. Total Containment Trap (TCT). Minimum Acceptable Standard. To inspect the complete TCT-4 system semiannually in accordance with (IAW) the manufacturers recommendations.

The Contractor shall, during inspection, immediately service any system that is not operating properly as well as supply and install parts to keep the system functional. Inspection items, such as filters, fluids, paint, and wrap, are not minor parts and are to be included in price of inspections. All labor and work required to perform minor repair shall be included under the firm-fixed-price (FFP) PM CLIN.

2.1.2. Dust Collection Unit (DCU). Minimum Acceptable Standard. The DCU is a Donaldson Torit, Downflo II DFT12-2. The DCU shall be inspected for, but not limited to, damaged, loose, or missing screws, nuts or bolts, and trap door to ensure proper operation IAW manufacturer specifications. The DCU’s operation shall be verified for proper operation, as specified by manufacturer instructions. Missing, worn, or damaged items shall be replaced. If the DCU is not operating properly or maintaining the proper pressure the Contractor shall troubleshoot and repair the discrepancy, restoring to working condition or troubleshoot, report the findings and needed parts over $500 for the repair. The automatic filter detection system and automatic cleaning circuitry shall be tested per manufacturer’s instructions.

2.1.3. Air Compressor. Minimum Acceptable Standard. The air compressor is critical to the operation of this system and shall be inspected and checked for functionality. The oil level shall be checked and shall be changed in the intervals set by the manufacturer’s specifications, these shall be included in the cost of preventive maintenance.

2.1.4. Screw Conveyor System (SCS). Minimum Acceptable Standards. Inspect the entire system for proper operation IAW the manufacturer specifications. Inspect all, but not limited to, screws, nuts, bolts, covers, guards, and safety equipment to ensure proper operation IAW the manufacturer specifications. Realign and/or torque all hardware per manufacturer’s specifications. Inspect and lubricate all bearings. Inspect the conveyor system troughs for straightness and distortion and all bolts and shims. Inspect all drive and gearboxes for oil.

Change the oil per manufacturer’s specifications, apply grease to system per manufacturer’s specifications all these actions shall be included in the cost of preventative maintenance.

2.1.4.1. The Contractor shall verify proper operation of the entire TCT-4 for excessive buildup IAW the manufacturer specifications. If required, the Contractor shall clean the system. During cleaning all sections of the trough system shall be removed, sections and augers cleaned, and reinstalled. The Contractor shall be responsible for packaging all contaminated material and proper disposal IAW with federal, state, and local requirements.

2.2. Task 2 Routine Service Calls and Emergency Service Calls

2.2.1. Routine Service Calls: The Contractor shall respond to maintenance repair calls not deemed an emergency within 10 days of notification.

2.2.2. Emergency Service Calls: The Contractor shall respond to emergency repair calls within 24 hours of notification.

2.2.2.1. All repair actions shall be invoiced under the appropriate CLIN. The Contractor shall suggest a crew size for CO/COR approval. The Contractor shall provide the total cost for labor, parts, travel, and other applicable expenses. The price breakdown shall include sufficient detail to permit an analysis of all costs associated with labor hours. The hourly labor rate is for the entire crew, not each individual on the crew. Hourly rate shall start when the individual or team arrives at the work site. Parts requiring replacement shall be billed through a separate reimbursable CLIN after negotiation.

2.2.3. Additional In-Scope Work. In-scope tasks for maintenance and repair greater than those required by PM and minor repair are defined as Additional In-Scope Work to ensure equipment operation or to ensure that facilities and equipment can perform per manufacturer’s recommendation over their normal lifecycle. Any Additional In-Scope Work shall be documented as such.

2.3. Task 3 Deliverables

2.3.1. The Contractor shall develop a preventive maintenance and inspection (PMI) plan per the manufacturer’s O&M manuals and standard maintenance practices. The PMI shall be designed to ensure all equipment is operating properly and safely, identify equipment not operating per specifications, and identify equipment that may be failing. The PMI shall include an annual schedule of all required inspections, tests, and services necessary to fully maintain the bullet trap system. The Contractor shall submit the completed PMI within 30 calendar days of award and validate annually 30 calendar days after exercise of options with an email to the CO/CA and

COR.

2.3.2. The Contractor shall provide a written report on all inspections identifying everything checked, all actions performed to include parts replaced or repaired, cleaned, or adjusted. The report shall be signed and dated by the technician performing the work and provided to the CO or COR within 5 workdays of the action. If deficiencies or any malfunctioning equipment are

Bullet Trap Maintenance Services March 11, 2025 Page 4 of 10 discovered during the inspection it should be remedied not later than the next business day unless parts are not available and require ordering. Repairs shall be invoiced under the appropriate Contract Line Item Number (CLIN). Work performed under this task must be billed under the Semi-Annual Inspections CLIN.

2.3.3. The Contractor shall maintain and provide an annual log tracking all PMIs, repairs, and replaced parts. At a minimum, the log will include the date of actions, descriptions of repairs, and part/serial numbers of replaced parts. The running annual log will be provided to the COR as requested and as repairs and inspections are added.

2.3.4. Invoicing. The Contractor shall submit a full and complete invoice in Wide Area Work Flow (WAWF) within 30 days of service. The invoice description in WAWF shall include the date(s) the service was provided.

2.4. Task 4 Safety

2.4.1. Compliance with DoDI 6055.04 DOD Motor Vehicle and Traffic Safety, AFI 91-202 The US Air Force Mishap Prevention Program, AFI 91-207 The US Air Force Traffic Safety Program, DAFMAN 91-203 Air Force Occupational Safety, Fire and Health Standard, NFPA, OSHA, Title 29 CFR, Occupational Safety and Health Act, and other laws and regulations for the protection of employees is exclusively the obligation of the Contractor and shall be monitored by the appropriate Government agencies.

2.4.2. Environmental and Health. The Contractor shall follow NFPA Life Safety Code, and take necessary actions to avoid conditions that may be hazardous to health and safety of base personnel. Any apparent conflict between compliance and the above information and satisfying the requirements of the contract shall be brought to the immediate attention of the CO/COR for resolution, prior to the performance of the work in question. Prior to using any material or substance that the Contractor suspects to be a potentially toxic or hazardous, the Contractor shall submit Safety Data Sheets (SDS) to the CO and/or COR for review by the appropriate base agency. The Contractor must receive approval from the CO and/or COR prior to use of the hazardous material. The Contractor shall provide a Hazardous Communications Program for their employees. The plan will be available for review at the plant for all employees, CA/CO and COR.

2.4.3. Notification of Environmental Spills. If the Contractor spills or releases any substance into the environment, the Contractor shall follow base policy and procedures in handling the situation. The Contractor shall immediately report the incident to the Base Fire Department, CO and the COR. The Contractor shall be liable for the spill or release of such substances, including clean-up costs and reimbursement to the Air Force for any fines and penalties imposed because of said release.

2.4.4. Material Storage and Use. The Contractor shall follow manufactures’ guidelines and professional recommendations for control of humidity, temperature, cleanliness, and material handling. These guidelines include hazardous material.

3. Government Responsibilities

3.1. References and Technical Documentation. If available, the Government will provide equipment manufacturers and utility systems literature, floor plans, and related facility drawings.

Any documentation the Contractor acquires become the property of the Government.

3.2. Hot Work. Department for onsite welding. Annually, the base Fire Department shall certify the welding site contained within the CSP. The Contractor shall contact Fire and Emergency Services dispatch for a control number prior to soldering, brazing, or welding. For certified welding requirements, the welder’s certification shall be provided to the CO and COR prior to starting welding operations.

4. General Information

4.1. The following shall serve as general guidance and performance objectives as required by the Government. Unmentioned tasks shall not limit the Contractor’s obligation to conform to all federal, state, and local regulations/laws, to include safety and environmental, IAW standard industry and commercial practice.

4.2. Document Formats. Documents, plans, reports, etc., will be provided electronically using Microsoft Office products to the CO/CA and COR, unless forms already exist in Adobe Acrobat PDF format. Errors shall be corrected within two business days of notification. All forms and reports shall be kept on site and readily available for the duration of the contract then turned over to CO/CA and COR.

4.3. Travel and Transportation. The Contractor is responsible for mobilization of personnel and equipment to and from all individual facilities including all shipping, delivery of materials, loading and offloading of materials, tools, and necessary equipment, including storage, to perform the required activities to accomplish the PWS.

4.4. PoP. The Period of Performance (PoP) shall be one base year of 12 months and four 12-month option years for a total period of five years. Extensions up to six months at the end of this period of performance may be determined to be in the best interest of the Government. See FAR 52.217-8. The award document will call out the PoP and is the definitive performance period.

4.5. Hours of Service. The Contractor shall provide services between the hours of 0700-1600 Central Time on Monday through Friday, except on recognized US holidays or when the Government installation is closed due to local or national emergencies, administrative closings, or similar Government-directed installation closings. Performance shall be at the Small Arms Range, Building 1235 (B1235). The Contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government installation is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.

4.6. Federally Recognized Holidays: All federally recognized holidays are available at https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/. Contract performance on federal holidays is not required.

4.7. Post Award Conference/Periodic Progress Meetings. The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The CO/CA, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

4.8. Installation Access. Prior to the contract start date, the Contractor shall provide an up-to-date list of all Contractor personnel requiring access on base. Employee information must include social security number, driver’s license number or state issued identification card number, state of issue, full name exactly as shown on the ID card, date of birth, and country of citizenship. This information will be used to prepare base access cards enabling employee access to the base. The Contractor shall immediately notify the CO or COR of any changes in personnel or changes to their ID cards (i.e., driver’s license) used for the base ID cards. Base issued ID cards are valid for one year and must be renewed. When an individual no longer requires base access or the employee is no longer employed by the Contractor, the Contractor must immediately return all base access cards to the COR or Security Forces personnel. The installation Commander has the right to deny access and access credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.

4.9. Identification of Contractor Employees. All Contractor personnel attending meetings, answering Government telephones and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees. The Contractor shall ensure that all documents or reports produced by Contractor personnel are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. The Contractor’s status as a “Contractor” shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non-Government entities.

4.10. Contractor Required Identification. All Contractor personnel shall be required to obtain and wear badges or Contractor specific clothing, etc., in the performance of this contract. The badges or clothing shall have the company name, employee name, and the word “Contractor” displayed prominently and in a visible location.

4.11. Inclement Weather, Exercise, or Alerts. Work scheduled not accomplished because of base closure due to weather, exercise, or actual alert will be accomplished as soon as possible after reopening of the base. Occasionally, it is necessary to require early release of Whiteman AFB personnel, late reporting, or a total base closure when weather conditions make normal travel unsafe. When weather conditions cause one of the above situations, Contractor personnel

Bullet Trap Maintenance Services March 11, 2025 Page 7 of 10 will be denied access to the base, unless they have been notified that their contract service has been determined essential. Occasionally, real world situations or exercises may prohibit base access or ability to remain on base. 4.12. Installation Security. The Contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the COR. The Contractor and all associated Sub-Contractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Security Office. The Contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense (DOD), Headquarters Department of the Air Force, and local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in Contractor security matters or processes.

4.13. Unscheduled gate closures by the Security Police may occur at any time, causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted nor prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by Contractor personnel are subject to search. Contractor’s must comply with the installation driving policies (available upon request).

4.14. Contractor personnel shall report to an appropriate authority any information or circumstance of which they are aware that may pose a threat to the security of Department of Defense (DOD), Contractor personnel, resources, and classified or unclassified defense information. The Contractor shall brief this to all employees upon initial on-base assignment.

Regulatory Compliance. The Contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety, and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All Contractor employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The Contractor shall ensure compliance with all regulations and orders of the installation which may affect performance. The Government reserves the right to direct the removal of an employee for misconduct or security reasons. Removal of Contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

4.15. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations in accordance to the provisions of AFI 31-204. Currently, ONLY hands free cell devices may be used while operating a motor vehicle. Failure to adhere to the base cell phone use policy may result in suspension of base driving privileges. Security Forces may change base traffic regulations at any time.

4.16. Emergency Medical Service. In the event of an emergency, Contractor employees should dial 911 and tell them you are calling from Whiteman Air Force Base. Ambulance transport responds from Whiteman AFB Clinic, Monday through Friday. On weekends and holidays, Warrensburg ambulance transport will respond. One of the units will respond to the 911 call and if necessary, transport a Contractor employee to one of the local hospitals. The Contractor employee shall reimburse the respective agency for these services.

4.17. Smoking Areas. While on Whiteman AFB smoking is only permitted in designated smoking areas. Contact the building facility manager for areas where smoking is permitted.

4.18. Any radioactive material or class 3B lasers must be coordinated with the Installation Radiation Safety Officer, 509th Bioenvironmental Engineering, prior to bringing the equipment on base.

Services Summary (SS)

This Services Summary (SS) includes performance objectives the Government will use to determine Contractor performance and will compare Contractor performance to the Acceptable Quality Level (AQL). For those tasks listed on the SS the COR or evaluators will follow the methods of surveillance specified in this contract. Government surveillance of tasks not listed in the SS, or by methods other than those listed in the SS, or as prescribed by regulation may occur during the performance period of this contract. All surveillance will be done according to standard inspection procedures or other contract clauses. Government personnel will record all surveillance operations and will maintain a file of all inspection results. Successive months of unacceptable performance for any Performance Objective (PO) item may result in appropriate action by the CO IAW regulations and contract clauses.

COR/GSME Surveillance with Quality Assurance Surveillance Plan (QASP). The Government, through the COR, shall periodically evaluate the Contractor’s work performance in accordance with the specific contract performance requirements. The Government will evaluate the Contractor’s performance under this contract in accordance with the Services Summary. The Services Summary is primarily focused on what the Government will do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s). The COR and/or GSME is the primary contact for surveillance and contract performance. The COR and/or GSME does not have the authority to make any contract changes or authorize additional work only a Government appointed Contracting Officer has the authority to do so.

Contractor will not procure any parts with the intent of being reimbursed prior to receiving confirmation from the CO it is an acceptable purchase.

Contractor shall not receive reimbursement if they do not receive confirmation from the CO that the purchase is acceptable.
