About this file

This is a Statement of Need for the procurement of metal materials to manufacture a C-17 Partial Load Deck Trainer. The 502d Trainer Development Squadron (502d TDS) at Joint Base San Antonio–Randolph, operating under Air Education Training Command (AETC), requires various aluminum and stainless steel materials to support construction of a training device for the United States Air Force School of Aerospace Medicine (USAFSAM). The trainer will simulate loading and unloading operations for an Infectious Diseases Air Transport Course at C-STARS Omaha.

The materials list comprises 27 line items totaling aluminum plates (various thicknesses from 1/4" to 1"), aluminum tubes, angles, channels, I-beams, flat bars, and stainless steel components (rounds and flats). Specific items include 1 unit of 1/2" aluminum plate (48" x 96"), 36 units of 2-1/2" x 2-1/2" x 1/4" square aluminum tubing, 24 units of 1/4" aluminum plates (60" x 144"), and 32 units of 1/4" aluminum plates 7075-T7351 (60" x 144"). The contract number is FA301626Q7063, with an expected 45-day delivery period following award. Materials must be delivered to Building 241 at JBSA-Randolph. The contractor must prioritize "green" energy-efficient materials, comply with base security procedures including visitor background checks and vehicle registration, and ensure all materials arrive damage-free, bearing responsibility for replacement costs if damage occurs upon delivery. No warranty is required, and the Government will provide forklift and man lift equipment as needed.

1.0 Background

The 502d Trainer Development Squadron (TDS) on Joint Base San Antonio – Randolph, designs, develops, manufacturers, and maintains training devices and simulators for the entire Department of

War (DoW) community. The 502 TDS performs the mechanical design, development, fabrication, and installation of complex training devices used by flying, fighting, air mobility, technical, and aeromedical training operations throughout the Air Education Training Command (AETC), United

States Air Force (USAF), Department of Defense (DoD), and by partnered Allied Nations through

Foreign Military Sales (FMS).

The 502 TDS is currently designing a C-17 Partial Load Deck Trainer which will be sized and configured for a Negatively Pressured Conex (NPC) to be permanently placed on the trainer cargo floor. The cargo floor will be configured for Aerial Delivery System (ADS) load of the NPC and will have guardrails around the perimeter. The C-17 Partial Load Deck Trainer will fulfill mission training requirements for the United States Air Force School of Aerospace Medicine (USAFSAM) for the simulated loading and unloading of patients in the NPC to support the training of the
