2026 CHARLESTON AIRSHOW

TICKETING, PARKING, TRAFFIC AND LOGISTICS MANAGEMENT

1.0 DESCRIPTION OF SERVICES / GENERAL INFORMATION

1.1. Scope

The Charleston Airshow requires the services and consultation of a professional agency to provide comprehensive ticketing, parking, traffic management, and logistics. The goal is to ensure the safe and efficient operation of the 2026 Charleston Airshow, effectively regulate attendance, disseminate timely information to customers, and project a professional image.

The event will be held from Friday, 01 May, through Sunday, 03 May 2026. Parking and logistics services are required for all three days. Ticketing services are required for Saturday, 02

May, and Sunday, 03 May. Ticketing is not required for the Family Day on Friday, 01 May

2026, as attendance will be controlled through Department of Defense/War ID cards.

Maximum attendance for the ticketed days will be set at 12,500 passes for Saturday, 02 May, and

12,500 passes for Sunday, 03 May.

1.2. Background

The Airshow will require the contractor to successfully manage traffic and parking for a large event of over 30,000 spectators that stresses the maximum capacity of the installation. The contractor must work to successfully coordinate with local area authorities (e.g., Police, Sheriffs, Highway Patrol, Department of Transportation), and federal government stakeholders. The contractor shall be required to manage a team of over 200 volunteer parking attendants.

2.0 SERVICE REQUIREMENTS

The contractor shall provide all services, staffing, equipment, and technology to perform all duties listed in this Statement of Work. All quotes shall be inclusive of all service requirements, including travel and lodging expenses.

Charleston Airshow website (www.airshowcharleston.com). The portal must offer a clear method for customers to register for a free base pass required for entry on 02 May and 03

May 2026.

• Passes: The system must deliver a digital pass to attendees that can be easily printed for presentation at entry points. The system must support multiple pass types, including free general admission parking passes, premium parking passes, and handicapped parking passes.

The system must also accommodate the creation and distribution of distinct passes for

Airshow staff, volunteers, and concessionaires, which should be color-coded or otherwise marked to correspond with their designated parking areas - e.g. "Staff Parking".

• Customer Support: Provide a customer support interface via email or chat from 0800-1700

EST, running from three days after contract award through 2000 hours on 03 May 2026. A fact sheet shall be provided to assist with common questions.

• Database Management: The Charleston Airshow will maintain all rights to the database and collected information. The contractor will assist in database maintenance to reduce duplicates and manage pass reusability if a customer cannot attend. The database will be reviewed by the contractor and the Airshow committee one week prior to the event (on or before 24 April

2026).

• Real-Time Data Access: Provide a mechanism for designated Charleston Airshow committee members to view live, real-time ticketing and registration data as needed.

2.2. Parking, Traffic, and Logistics Operations

• Event Logistics Plan (ELP): The contractor shall coordinate with the government to develop a comprehensive Event Logistics Plan. The contractor is responsible for delivering a draft ELP as a deliverable no later than 01 March 2026. Upon government review and edits, the contractor shall deliver a final, approved ELP no later than 01 April 2026. The contractor will then execute all traffic, transportation, and parking management as directed by this final

• Parking Lot Management: In accordance with the ELP, clearly mark all parking areas using government-provided spray chalk and signage.

• Equipment Placement: Ensure placement and removal of traffic cones and signage each day to permit normal base operations before and after the show, with the assistance of volunteers.

• Security Coordination: Coordinate with the 628th Security Forces Squadron to ensure all attendees are directed to and reasonably prevented from bypassing security screening and magnetometers after parking.
