Defined Requirement for Indoor Playground
Bldg 1006, Misawa Air Base, Japan
Overview: Provide play zones as required for Misawa Air Base youth with a variety of themes to spark imagination in children and provide indoor activity in cold or rainy weather. The requiring activity requests designs follow required National Program for Playground Safety Regulations, U.S Consumer Product Safety (CPSC) Commission ASTM International or equivalent Japan Parks Facilities Association standards. Each zone should house play areas suited to the intellectual abilities, physical capabilities and safety necessities for the age group concerned. The requiring activity has no preference as to themes other than those that are appropriate to each age group. For parental oversight, parent and child seating should be provided throughout other than height of fall areas. Zones should be separated with sloped thresholds.
Colors may vary. Company must design, ship and install to the following:
Design Requests
Entrance Zone
1. Stroller Parking: space for minimum of 4 strollers to park at entrance area. Flooring at entrance can remain existing concrete. Optional: Paint on floor to suggest parking area.
2. Shoe Cupboard: 7-8 shoe cupboards with a minimum of 4 shelves each to house children and adult shoes prior to play. Preferred height not exceed 4 feet. Width can vary to provide need. Material preferred: wood, natural or painted, color can vary. Wood should be either naturally rot- and insect-resistant or should be treated to avoid such deterioration. CPSC, Sect 2.5.5.
6-23 Months Zone
1. Gel mat flooring, or similar material, 2 inches in height, tiles or one piece. Must be free of hazardous chemical or materials, must be adhered so that peeling/flaking will not occur. Material must be shock absorbing.
2. 3-4 different structures/areas of play. This may include but is not limited to interactive play tables, stacking modules, bead mazes, soft crawl and climb sets.
2-4 Years Zone
1. PVC cushion flooring/similar material, 2 inches in height, tiles or one piece.
2. 3-4 different play structures/activities as space allows to include but not limited to play houses, car/animal play structures, tunnels, table play sets, sitting areas, bouncing/rocking play, intellectual play such has puzzle walls or boards.
5-12 Years Zone

2. No less than 8 foot high climber with 3 inch high flooring surrounding and sloped threshold to main space.
3. Standing platforms, interactive play, large movable intellectual puzzles such as blocks, balance and coordination equipment. Additional structures/play items as space provides to include but not limited to monkey bars, additional climbing structures.
General Installation Requirements
a) Footing for climber must be poured in place to sub base as per manufacturer installation guidelines for the height of structure and sub base material (concrete). Other footing must be affixed to concrete at appropriate depth per manufacturer installation guidelines.
b) The matting around the climber (requested 8 feet tall) must be 3 feet in depth with shock absorbing properties as noted on the CPSC recommendations chart below for height of fall requirements. National Program for Playground Safety, S.A.F.E. Play Areas, Fall Surfacing, Pg.
110. Max climber height for this facility at the top of the climber is 2299cm or 9.8091 feet, Gmax
<200 HIC≦1.000.
c) The use zone at the exit of the slide shall be the vertical distance of the slide plus 4 feet (1.2 meters) but not to exceed beyond 14 feet (4.3 meters) For a slide of 6 feet (1.8 meters) = use zone is 10 feet (3 meters) For a slide of 8 feet (2.4 meters) = use zone is 12 feet (3.7 meters) National Program for Playground Safety, S.A.F.E. Play Areas, Creating Safe Surfaces, Pg. 125 Fig. 6.5
d) Equipment must be stable, installed to specifications and inspected by a certified inspector upon completion of installation prior to acceptance of completed work. If errors in installation are found that do not meet regulations, the contractor must correct errors according to inspector direction.
Other Safety Requirements
Hazardous Materials

DAFMAN 91-203 Para. 2.4.5. Stacking Materials. Refer to Air Force Joint Manual (AFJMAN) 23-210, Joint Service Manual (JSM) For Storage and Materials Handling, for guidance on stacking materials.
When materials are stacked to a height less than 15 feet, maintain an 18-inch clearance below ceiling sprinkler deflectors. If the stack is over 15 feet in height, increase the clearance to 36 inches (when only joists, rafters, beams and roof trusses exist, without a ceiling constructed below, a 36 inches clearance will also be required. (T-1) Position all stacks of materials to ensure an 18-inch clearance around light or heating fixtures, or follow the manufacturer‘s instructions, regardless of height.
Entrapment and Entanglement
a) Equipment must not endanger a child with entrapment or entanglement.
b) U.S Consumer Product Safety Commission requires openings in surfaces be greater than 3.5 and less than 9 inches. The equipment installed in this facility must meet this requirement. CPSC, Sect 3.3.1.
