Statement of Work

PROPANE TANK REPLUMBING, INSPECTION, AND TESTING

Yosemite National Park

1. BACKGROUND

1.1. Approximately 30 years ago, an 18,000 gallon propane tank (EPB 759) was installed at Yosemite National Park. This tank supplies propane to several HVAC units, and appliances within a large building and is also the source of fuel for a critical back-up generator. The plumbing is not to industry standard and seems to leak. The tank is located at El Portal, California, situated above ground.

2. SCOPE

2.1. Yosemite National Park has the need for the complete replumbing, and replacement of components associated with an 18,000 gallon propane tank. All above ground plumbing components to include piping, regulators, meters, valves, and emergency shutoff switches are to be replaced with new materials and equipment.

3. TASKS

3.1. The contractor shall supply all parts, materials, equipment, tools, and labor necessary to complete this project.

3.2. Prior to work beginning, a temporary tank large enough to meet the usage demands of the building shall be delivered, tied into the existing supply line at the tank, filled and monitored to ensure the building is not without propane while work is underway.

3.3. The tank is located near the Yosemite Fire Cache, next to a driveway/fire lane with moderate daily traffic. This is to be considered when placing the temporary tank and performing work as the driveway is not to be blocked.

3.3.1. The work area is limited in space with limited parking space for contractor vehicles and the temporary tank placement. Additionally, there is moderate traffic in and out of this area throughout the day. The National Park Service (NPS) will make notifications to discourage unnecessary traffic while work is being performed.

3.4. The contractor shall inspect the tank to determine if cleaning is necessary. It is assumed tank cleaning will not be necessary because of the way the plumbing is currently set up.

Should cleaning be necessary, the contractor shall notify the COR and a modification to the contract to exercise the option must be issued prior to the commencement of work.

3.4.1. Cleaning. The contractor shall be responsible for removing the existing propane prior to cleaning the tank. The propane must be stored and after the first pressure test, placed back into the tank.

3.4.2. It is acceptable for the contractor to fill the temporary tank with the propane removed from the existing tank.

3.4.3. Remaining fuel shall be put back into the tank upon completion of work and pressure tests have been performed.

3.5. All industrial size regulators at the tank and at the building shall be replaced, except for one which was replaced in January 2025. Refer to “Atch 04_El Portal Maintenance Complex.pdf.” The new regulator, which shall not be replaced, is indicated on the attachment as an X on orange dot.

3.6. The existing 2025 electric vaporizer shall be returned to this system after plumbing and regulators are installed. This requirement does not require a new vaporizer.

3.7. All existing plumbing from tank to regulators and vaporizer shall be replaced with plumbing of the appropriate local and state propane gas codes.

3.8. Isolation valves shall be installed; one at the tank and one on each line to the regulators and vaporizer so that isolation may take place when needed.

3.9. Isolation valves shall be installed at each point (4 in total) where propane supply comes into the buildings.

3.10. Dump tanks shall be installed in the plumbing to capture pooled oil or “ends.”

3.11. The existing emergency shutoff switches and all associated components shall be replaced.

3.12. All unions shall be joined with both pipe dope and Teflon tape to ensure no leaks during the rapid and drastic temperature fluctuations

3.13. One pressure test is to be done after tank is refilled to ensure functionality of newly installed systems.

3.14. A visual leak test as well as a pressure test is to be performed at each building supply and all pipe joints unions and connections. An NPS representative must be onsite during this pressure test.

3.15. All old materials shall be removed and disposed/recycled properly, by the contractor, outside of Yosemite National Park.

4. ON-SITE WORK HOURS

4.1. Work shall be performed during normal business working hours of 8:00 a.m. to 5:00 p.m., Pacific time, Monday through Friday, except when otherwise agreed upon by both parties in writing.

5. PLACE OF PERFORMANCE

5.1. Work will be performed on-site at the El Portal Maintenance Complex, Building 759, 5083 Foresta Road, El Portal, California, 95318.

6. PERIOD OF PERFORMANCE

6.1. Performance period is from date of award through December 30, 2025. Work is anticipated to begin on August 1, 2025, or as scheduled with the COR.

7. ADDITIONAL INFORMATION

7.1. Hauling Restrictions

7.1.1. Vehicles over 45 feet are prohibited and 1-way controlled traffic for all other vehicles 20 miles East of Mariposa (Mariposa County) 24 hours per day, seven days per week due to rockslide repairs. The road leading to Wawona (Hwy 41) can close during inclement weather.

7.2. Bear and Animal Safety

7.2.1. Bears and other animals are active in Yosemite and surrounding areas. It is necessary for all park staff, visitors, and contractors to practice bear and animal safety. Food items are not to be left in work trucks or anywhere else. The NPS provides bear boxes in campgrounds for food storage. Bear incidents are a ticketable offense in Yosemite.
