About this file
This is a Questions and Answers document for JPL Duplicating Services RFI AT-2641-110226, addressing clarifications submitted by prospective vendors regarding a planned solicitation for comprehensive duplicating, reproduction, bindery, wide format printing, scanning, and document distribution services at the Jet Propulsion Laboratory.
The RFI covers a base period of five years (April 1, 2027 to March 31, 2032) with two optional one-year extensions. JPL will furnish specified equipment including wide format cutters, wide format printers, bindery equipment, and seven Windows workstations, while the subcontractor must supply production equipment including two Konica Minolta Digital Accurio Press C3080 units, wide format color printers, scanners, and finishing equipment. The subcontractor must maintain a minimum of three dedicated on-site staff to meet required service hours and performance standards. Average monthly volumes include 6,250 black and white impressions, 15,417 color impressions, 112.5 square feet of black and white wide format printing, 1,208 square feet of color wide format printing, and 29,170 scanned images. GPO certification is informational only and not required for award, though GPO-certified vendors may be eligible for additional future opportunities. A teaming structure with a prime contractor and small business commercial printer subcontractor is acceptable. Standard payment terms are net 30, and the applicable Service Contract Act wage determination is SCA #2015-5613 (latest revision) for General Clerk II positions. Technical requirements for BAOTS system data submission, SOW exhibits, and floorplans will be provided with the RFP. No government contract vehicles (FSS, GWAC, IDIQ, or BPA) are being used; GPO is not a direct service vehicle for this procurement.

Written Questions JPL Duplicating Services RFI Q&A Written Questions
Disclaimer There is no commitment or guarantee on the part of JPL to move forward with a Request for Proposal (RFP) at this time. While JPL makes every effort to ensure the accuracy of written responses to these questions, the RFP and associated documentation is the standard by which all proposals will be evaluated. JPL makes no assurances that the RFP will align 100% with these responses.
| Question | SCM Response |
| Will GPO certification be a requirement or an evaluation factor in the anticipated solicitation, or is it informational only? | It is informational only - it will not be listed it as a requirement and we would not use it for scoring or a vehicle for processing or payments for the print shop |
| Does JPL anticipate procuring these services through a GPO contract vehicle, and if so, would any associated GPO fees apply to the subcontract value? | GPO will not be a direct service vehicle on this particular RFI |
| If a teaming partnership is in place, would a subcontractor's certification be applicable if the prime does not have the certification? | The subcontractors certification would be applicable even if the prime may not have the certification |
| Please clarify if there are specific federal security requirements, standards, or controlled-document categories JPL expects the subcontractor to meet, beyond those described in SOW Sections 1.19 through 1.21. | There are no additional specific federal security requirements for printing and processing JPL work other than outlined in the SOW 1.19, 1.20 and 1.21. |
| Will the technical requirements for submitting production and billing data to the JPL BAOTS system (i.e. CSV specification, file format, data fields, upload method, submission schedule, etc) referenced in Section 1.10.2 be provided as an exhibit with the RFP? | Yes, we will provide the BAOTS specifics in the RFP as an exhibit, this will include the various tables and the complete detail needed for each table, export formats, primary key fields, character lengths and column names etc. |
| Section 2.3 states that JPL will provide internal mail service and that "mail service outside the Center shall be arranged and paid for by the Subcontractor." Please clarify if that refers to the Duplicating Center on the JPL campus, or external mail service? Does the anticipated scope include any JPL mail operations beyond print-center document distribution (SOW Section 1.5.5), given that mailroom activities are listed as excluded in Section 1.24? | “Mail service outside the Center” refers to any non JPL business conducted by the vendor. Any such mailing or shipping activity must be arranged and paid for solely by the vendor. For example, if the vendor needs to send items through the U.S. Postal Service or a private carrier, including vendor parts, vendor correspondence, or other company-related materials, these must not be processed through JPL’s internal or external mail services. JPL mail services may not be used for any private or non JPL business purposes. |
JPL will pay for internal and external distribution of JPL related business material but will not pay for vendor mailing or shipping of vendor materials not related to JPL business.
The Supplies, Materials and Equipment Maintenance section of the SOW says the subcontractor will maintain all duplicating equipment, "including JPL leased equipment." Is any production equipment (copiers, wide format printers, scanners or finishing equipment) currently JPL-owned or JPL-leased, and will it stay on site for the new subcontract? If so, can JPL provide a list? Equipment Inventory Vendor-Leased Equipment (Subcontractor Furnished):

Equipment Furnishing Clarification
| • | JPL will furnish: All equipment listed under “JPL-Owned Equipment.” | ||
| • | Subcontractor must furnish: All equipment listed under “Vendor-Leased Equipment.” | ||
| Can you clarify whether the stated three key positions are minimum dedicated on-site staffing or may be flexed based on workload, subject to the required service hours and performance standards. | • | The three key positions referenced are the minimum dedicated on-site staffing required. | |
| • | “Flexed” staffing is interpreted as the possibility of overtime to address short-term job turnaround requirements. However, the minimum on-site staffing should always be maintained to meet required service hours and performance standards. |
| • | Sick and planned vacation time are acceptable and can be managed by planning around current volumes and workload with the current staffing of three employees. | |
| At the end of the current subcontract, will the incumbent's equipment be removed? Or could a new subcontractor take over or buy out existing equipment leases? | At the end of the current subcontract, the incumbent vendor is required to remove all vendor‑owned equipment from the site. However, it is possible that the current vendor may be open to negotiating a separate arrangement with the incoming subcontractor. | |
| The subcontractor will be supplying the production equipment, so how does JPL expect equipment costs to be handled if the subcontract ends early or the option years aren't exercised? | The equipment lease is maintained under a separate subcontract from the Management subcontract for this reason. If the option years are not exercised, JPL retains the right to either continue or terminate the separate equipment lease options. | |
| The RFI describes 5 base years plus two 1-year options. The SOW's Period of Performance runs April 1, 2027 to March 31, 2032. Can you confirm those dates cover the base period only? | Yes, those dates cover the base period only | |
| Is there a preferred format for the monthly ROM? For example, a fixed monthly management fee plus per-unit rates for impressions, wide format square footage and scanned images, or one all-in monthly figure? | There is no preferred format, we will give suppliers the freedom to see what they come up with based on the volumes we provided in the RFI | |
| Can JPL share monthly volume history or known peak periods (such as proposal cycles) to help size staffing and equipment? | Average monthly core service volumes include: | |
| • | 6,250 BW impressions | |
| • | 15,417 Color impressions | |
| • | 112.5 sq. ft. BW wide format printing | |
| • | 1,208 sq. ft. Color wide format printing | |
| • | 2,9170 images source document scanning | |
| • | Various preparation, bindery and finishing for above | |
| What insurance coverage and minimum limits does JPL expect from the subcontractor (for example, general liability, auto, workers' compensation, employer's liability), and would lower-tier subcontractors need to carry the same coverage? | Our General Provisions Set can be found at the below link. It will lay out the terms for insurance. |

If the link does not work, you can also find it at https://www.jpl.nasa.gov/work-with-us/acquisition/terms-conditions/ under "General Provisions and Alteration Provisions Set" -> "General Provisions Set 12/24" -> "Fixed-Price Non-Research and Development Subcontract"
| What are JPL's standard payment terms for monthly invoices under this type of subcontract (for example, net 30)? | Standard payment terms would be net30 |
| Which Service Contract Act wage determination is expected to apply? Are the current Duplicating Center staff covered by a collective bargaining agreement? | The occupation code applicable to the work performed under this effort is General Clerk II using the prescribed Department of Labor Wage Determination (WD) SCA #2015-5613 (latest revision) |
| The JPL Furnished Computer Systems section lists "Eight (7) windows workstations." Can you confirm the correct number? | JPL will supply 7 Windows systems |
| Will the SOW exhibits (floorplan, BAOTS CSV export format and Reproduction Quick Service Order) be available before the RFI due date, or only with an RFP? | These will be provided with the RFP |
| Is GPO certification required for award, or would it be considered favorably? | GPO certification is not required for this solicitation; however, vendors who hold GPO certification may be eligible for additional future JPL opportunities |
| [Supplier] plans to respond as the prime, teamed with a small business commercial printer in the Los Angeles area. Is that structure acceptable to JPL? Will limitations on subcontracting apply to this subcontract? | Yes that structure is acceptable to JPL |
