Work scope includes: construction of parking lot expansions, picnic sites, kiosks and signage, concrete ADA-accessible walkways, and interpretive signage at Garnet Hill Main Trailhead; construction of upper and lower separate campgrounds with single and group campsites, double vault toilets, and trash dumpsters; development of Egan Crest Trailhead with access road improvements, earthen berm with minibike course, parking expansion, campsites, and vault toilets; parking expansion and kiosk installation at Keystone Junction and Lackawanna Road Trailheads; and road improvements along Pole Line Road segments including widening, Arizona crossings installation, riprap slopes, and slope stabilization. All work must conform to contract drawings, specifications, and NEPA documentation. The contractor is responsible for equipment steam cleaning prior to arrival, daily trash removal in raven-proof containers, hazardous materials management, all traffic control and closure signage, and site restoration. Construction hours are 5:00 am to 6:00 pm weekdays only, with no work permitted on federal holidays or weekends without prior written approval. A separate contract for trail system construction has been awarded; minimal coordination with that contractor is anticipated. No camping is permitted on-site.

ELY DISTRICT, BRISTLECONE FIELD OFFICE
STATEMENT OF WORK
GARNET HILL RECREATIONAL AREA CONSTRUCTION PROJECT
GENERAL
Background: The Bureau of Land Management (BLM) Bristlecone Field Office (BFO) has proposed a Recreation Area Management Plan (RAMP) that would combine and expand the existing Garnet Hill Recreation Area facilities and Egan Crest Trailhead facilities and trails to guide the agency’s overall recreation management in the Garnet Recreation Area to implement enhanced motorized and non-motorized trail systems.
The recreation area is used for recreational uses such as rock hounding, hiking, equestrian riding, non-motorized bikes, motorized Off Highway Vehicles (OHV), special recreation permit events (motorized and non-motorized races), dispersed camping, star gazing and consumptive uses.
Scope: The Bureau of Land Management (BLM) is seeking construction contractors to construct Garnet Hill Recreation Area project. The goal of the project is to provide quality settings for developed and undeveloped recreation experiences, while protecting resources, and develop sustainable non-motorized and motorized trail systems to meet current and future demands.
The project will consist of improved access roads, installation of signage for navigational and informative and regulatory purposes, enlargement of the trailheads at Garnet Hill and Egan Crest, construction of new campgrounds and day use picnic sites with ADA accessible individual and group sites at upper and lower Garnet Hill campgrounds, installation of vault toilets at the campgrounds and Garnet Hill & Egan Crest Trailheads, ADA accessible sidewalk with interpretive signs and small educational area amphitheater at Garnet Hill Trailhead, construction of two additional small trailheads.
All specified brand names in the drawings and specifications may be substituted with equivalent alternatives.
Location: The Garnet Hill Recreation Area project is located within White Pine County approximately 6 miles west of Ely, Nevada.
Description of Work: Provide all labor, materials, tools and equipment necessary for construction of the project described below and other specific tasks as further defined by this
SOW.
Garnet Hill Main Trailhead: Work includes construction of parking lot expansion, picnic sites, kiosks and signage, concrete ADA walkway, and grading of the rockhounding area, in accordance with drawings and specifications. Provide trash dumpsters. Double vault toilet work will include permitting and installation.
Upper and Lower Campgrounds: Construction of two separate campgrounds. Each campground will include single campsites and group campsites, double vault toilets and trash dumpster, in accordance with drawings and specifications.
Egan Crest Trailhead: Work includes access road improvements, construction of an earthen berm with a minibike course on top, parking lot expansion, picnic sites, single and campsites and group campsites, installation of double vault toilet, and trash dumpsters, in accordance with drawings and specifications.
Keystone Junction Trailhead: Includes parking expansion and installation of kiosk, in
Lackawanna Road Trailhead: Includes access road improvements, parking expansion, and installation of kiosk, in accordance with drawings and specifications.
Pole Line Road (beginning to 97+50): Work includes road improvements such as widening, installation of Arizona crossings, riprap slopes, and slope stabilization in

Trail System: For awareness purposes only, there is a large trail system that will link into all trailheads and campgrounds. Construction of the trail system is excluded from this contract. The role of the contractor on this project is to take into consideration that the trails will link seamlessly into the new trailheads.
The non-motorized trail system will include 25 individual trails that collectively span approximately 35 miles across the southern portion of the recreation area. The main access point to the non-motorized trail system will be the Garnet Hill Trailhead and campgrounds. Two additional trailheads are located at Keystone Junction and at Lackawanna Road.
The Egan Crest Trailhead will serve a motorized trail system about 75 miles in length. The minibike course and OHV technical course will be situated at the trailhead.
BLM has awarded a separate contract for construction of the trail system. The work included in this solicitation may require coordination with trail system contractor. It is BLM’s expectation that coordination needs will be minor.
CONSTRUCTION REQUIREMENTS
The work shall conform to the following specifications, the contract drawings and NEPA document.
The contractor shall perform work according to below:
“Call Before You Dig”:
Contractor is responsible for “Calling Before You Dig”.
Site Walk Prior to Mobilization:
Prior to initiating any construction activities, the Contractor and Government shall meet at the site and perform a project walk to confirm existing conditions, contractor equipment layouts, traffic mitigation, personnel assignments, construction schedules, payroll, payments, and administrative provisions of the contract.
Equipment:
All vehicles and equipment being used on this project shall be steam cleaned or pressure washed off-site (car wash or other similar site) prior to arrival on the project.
Cleanup:
All on-site trash will be kept in raven-proof containers and will be removed daily. Fencing supplies are not considered trash. Excess materials and any trash must be removed from the project site on completion of construction.
Hazardous Materials:
No hazardous materials shall be stored or disposed of on-site. Fuel, oil, and grease needed for equipment maintenance during the working period may be stored on site where no leakage or spillage will contaminate the ground. The Contractor will be responsible for cleanup of any spilled materials. No equipment maintenance will be performed within, or near, any stream channel or waters where petroleum products or other pollutants from equipment may enter these waters.
Site Safety:
In case of a fire, the Contractor shall immediately notify the nearest emergency response center
(911) and the Ely District Fire Dispatch Center at (775)289-1925. If needed, the Contractor shall require his/her employees and those of any subcontractor to work under BLM Fire Management Officials in fire-control and suppression efforts.
Contractor shall be required to verify all materials are within specifications before placing. The contractor shall be responsible for any damages or spills resulting from the delivery of materials to the site. Surplus materials delivered to the site but not used shall not be permitted to be dumped or temporarily stored onsite, unless a container specifically designated for that purpose is in place prior to delivery and approved by the Contracting Officer.
Contractor will be responsible for the cleanup and restoration of any areas damaged as the result of improper waste disposal, including damage caused by material suppliers.
SCHEDULING, PHASING, AND WORKING HOURS – See also Section H: Special Contract Requirements
Access: Access to the public will be closed. There will be periodic visitors that will need to be turned around. Contractor will be responsible for all traffic control and closure signs.
Working Hours: Construction may take place between 5:00 am to 6:00 pm, weekday hours unless otherwise approved by the Contracting Officer’s Representative. No work shall occur on Federal holidays or weekends without prior written approval.
Camping: No Camping is allowed.
