About this file
This is a Direct Award Determination form from the West Virginia Department of Education for software services from TADERA. The direct award is for the provision of comprehensive lease management software to assist public agencies in managing property and lease agreements while ensuring compliance with Governmental Accounting Standards Board (GASB) Statement No. 87 and 96. The solicitation closes on March 11, 2025, with delivery/performance required by May 1st, 2025. The initial term runs through the 5th anniversary date, with optional renewal years 6-9 extending through April 30, 2030.
The annual fee for the software service is $53,731.00, which includes an 80-hour annual support cap. The software package includes PublicIQ Business & Revenue Manager, GASB Module, and SaaS support and hosting services. The justification for direct award notes that TADERA is the current software solution implemented in 2021, and replacing it would require substantial retraining and implementation costs. The agency determined that no other source would be able to replace the existing vendor without detrimental effects on the spending unit, particularly given the extensive training and implementation already completed with the current system.
