About this file
This is a Direct Award Posting and Justification form from the West Virginia Purchasing Division for the Administrative Services/Business Operations Department. The document announces a direct award (non-competitive procurement) for the installation and programming of a card access system at the Logan field office. The procurement officer is Jessica Chambers Smith, with the request dated November 5, 2025. The vendor must deliver the system as soon as possible.
The total contract value is $9,648.01. The direct award is justified on the basis that the selected vendor is the sole source provider for Honeywell Prowatch software, and any replacement hardware must be compatible with this existing system. No competing vendors are identified as willing or able to replace the existing source without detrimental effect to operations. Any vendor interested in providing this commodity or service must express interest in writing to the procurement officer prior to the deadline published in wvOASIS, with a minimum public notice period of ten business days. Should valid interest be expressed by competing vendors, this direct award will be converted to a competitive bidding process. The limitation placed on any potential competing vendor is that the card access system must be compatible with the Honeywell Prowatch software.
