About this file
This is a Direct Award Posting and Justification Form issued by the West Virginia Purchasing Division for the West Virginia Department of Agriculture (WVDA). The agency seeks to perform maintenance on a Harvestore silo located at the Huttonsville State Farm. The scope of work includes pressure washing the silo floor, removing existing metal floor plates and epoxy, performing acid washing, and installing new epoxy and metal floor plates. The work must be completed within one week of contract award, with an estimated completion date of November 8th, 2024. The direct award request was submitted on October 21, 2024, by procurement officer Alan Clemans. The agency justifies the direct award based on limited vendor availability in a reasonable distance from the Huttonsville location, noting that within the past five years only two vendors capable of servicing Harvestore silos have been identified, and the other vendor has ceased operations.
The contract price is $10,467.00. WVDA qualifies for a direct award under West Virginia Code 5A-3-10c for procurements between $5,000.01 and $50,000 without competitive bidding. The urgency of the award is driven by standing corn in the field that is ready for harvest and storage; failure to complete the silo repairs promptly would result in significant loss of feed value. Competing vendors must demonstrate willingness and ability to service the silo at the Huttonsville location, possess expertise in Harvestore silo repair including appropriate safety practices, and be capable of completing the work by November 8th, 2024. The award was approved for posting on October 21, 2024, with a minimum ten business day public notice period to allow other interested vendors to express interest in the procurement.

WVDA is looking for a company that will preform maintenance on our Harvestore silo at our Huttonsville farm. The floor will need to be pressure washed and remove the existing metal floor plates and the remaining epoxy. Once this has been completed the floor will need to be acid washed and have new epoxy and metal floor plates installed.
Zimmerman's is the closest company that we have found that is willing to travel to our farm and preform the needed maintenance on our Harvestore silos. We only recently discovered the issue with the floor and we have corn standing in the field that is ready to be harvested and if not harvested it will quickly begin to lose feed value.
