About this file

This market survey announcement seeks responses from interested vendors for the manufacture of Airport Surveillance Radar-9 Maintenance Display Processor, BNC Input Panel, and Channel & Weather Level Selector Circuit Card Assemblies. Responses are due by September 29, 2023.

The Federal Aviation Administration requires these assemblies to support replacement of the Airport Surveillance Radar-9 Maintenance Display Unit subsystem. Interested vendors must respond to questions regarding their technical experience, capabilities for acquiring parts given the global chip shortage, inventory controls, schedule risk mitigation practices, quality assurance compliance, testing capabilities, and pricing. The applicable North American Industry Classification System code is 334418. Documentation containing sensitive security information will be provided to prospective offerors who submit required non-disclosure agreements by September 1. Questions are due by September 15 and responses will be posted by September 22. The acquisition strategy has not been determined but may involve a small business set-aside or full and open competition.

MARKET SURVEY ANNOUNCEMENT

Airport Surveillance Radar-9 (ASR-9) Maintenance Display Processor (MDP), BNC Input Panel (BIP) and Channel & Weather Level Selector Circuit Card Assemblies (CCAs)

1. Introduction The Federal Aviation Administration (FAA) has a requirement to acquire the Maintenance Display Processor (MDP), BNC Input Panel (BIP), and the Channel & Weather Level Selector Circuit Card Assemblies (CCAs) to support the replacement of the Airport Surveillance Radar-9 (ASR-9) Maintenance Display Unit (MDU). The purpose of this market survey is to assess industry’s capability to manufacture the Maintenance Display Processor (MDP), BNC Input Panel (BIP), and the Channel & Weather Level Selector CCAs, and to determine if adequate competition exists among qualified small business concerns as a set-aside procurement.

2. Background The MDU subsystem serves the purpose of displaying selected targets and weather video for maintenance and troubleshooting purposes. The Government has identified critical deficiencies and necessary improvements to the legacy MDU subsystem to maintain operational readiness of the ASR-9 system, upgrade the legacy MDU to leverage technological advances in performance, and facilitate its maintenance and serviceability by improvements to its design.

Draft manufacturing specifications and bill of materials (BOM) are included as part of Section 10, Attachments.

3. Nature of Competition The Government has not determined the acquisition approach to be utilized at this time. However, should adequate interest exist among qualified small businesses, the Government intends to set this procurement aside for small business participation only. If there is insufficient interest in the marketplace to enable a set-aside acquisition strategy, the Government may elect to broaden the competitive range by designating this acquisition as a full and open competitive procurement. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1.

4. Standard Language Vendors are hereby advised that:

(a) This is not a screening information request (SIR) or request for proposal (RFP) of any kind;

(d) Any costs associated with the market survey submittal is solely at the interested vendor’s expense;

(e) Any information provided in response to this market survey will be used for Government informational purposes only;

(f) Any proprietary information submitted in response to this market survey must be clearly identified and appropriately marked; and

(g) This market survey is only open to companies based and operating within the United States and its territories. Foreign Entities and Foreign Nationals, as defined in the AMS T3.6.4, are not eligible.

5. North American Industry Classification System (NAICS) Code The applicable NAICS code for this procurement is 334418 - Printed Circuit Assembly (Electronic Assembly) Manufacturing.

6. Export Control For Official Use Only Information or Sensitive Security Information Primary radar technology and documentation, including specifications and drawings, are classified as For Official Use Only (FOUO) information or Sensitive Security Information (SSI) and are controlled by the Arms Export Control Act (Title 22, U.S.C., Section 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended.

These export control measures apply to all FOUO and SSI information contained within the Manufacturing Specification (Attachments 1, 2 and 32) and BOM (Attachment 4, 5 and 6). Instructions to obtain these attachments can be found in Attachment 8. Attachments 1 – 6 will only be released to prospective offerors upon the Contracting Officer’s receipt and acceptance of prospective offeror’s completed and fully executed Attachments 8.1, 8.2, 8.3 and 8.4.

The request for documentation requires the completion of Attachments 8.1 – 8.4. These attachments must be submitted to the Contracting Officer, Craig Mayo at Craig.Mayo@faa.gov prior to the market survey response submission deadline, as specified in Section 9.

7. Submittal Requirements for Market Survey The Vendor’s response to this market survey must address the technical/performance requirements as defined in the market survey and referenced attachments.

Interested vendors are required to respond to the following questions and data requests:

1. Provide a description of technical expertise and experience with the design, manufacturing, and testing of Circuit Card Assemblies (CCAs).

2. Provide the maximum ball grid array (BGA) solder ball count and pitch you have worked with on previous projects.

3. Describe how the Offeror will identify and use Commercial-Off-The-Shelf (COTS) components/parts in its proposed solution.

4. Describe the Vendor’s capabilities to acquire parts/components in the current global chip shortage environment. NOTE: For the purpose of this planned procurement, the Government requires interested vendors to ONLY use “authorized distributors” as sources of required CCA components.

5. Describe the Vendor’s inventory control program. How does the Vendor identify suitable sources of supply, prevent the use of counterfeit parts, and verify the use of parts suitable to support specification and performance parameters?

6. What schedule risk mitigation practices does the vendor use to reduce the impact of long lead time material shortages?

7. Does the Vendor have experience performing under FAA or Government contracts? If so, describe the nature of such contracts and identify the Government program name, contract number, and period of performance.
