Contract Type

Firm Fixed Price (FFP)

Lowest Price/Technically Acceptable (LPTA).

M.2. Evaluation of Technical Proposal

The Government will perform a qualitative technical review of proposals. In order to be determined technically acceptable: (1) the offeror must propose on all of the items specified, meeting the minimum specifications; (2) the offeror must meet the required delivery dates; and

(3) the Government will consider past performance information in accordance with FAR 15.305 where negative information within CPARS may render a proposal being deemed technically unacceptable. The technical evaluation will be performed in accordance with the following:

1. Approach - 40 Points

2. Ability to Transition - 30 Points

3. Cost Realism - 20 Points

4. Relevance to ASPR Mission and Impact - 10 Points

Approach

Impact, feasibility, and achievability.

Technical team with the expertise and experience to accomplish the proposed tasks.

Description of tasks and associated technical elements are complete and in a logical sequence with all proposed deliverables clearly defined such that a final outcome that meets the stated requirements can be expected as a result of award.

Ability to Transition

Evidence and plan to transition the technology to government or commercial application

Provides written commitments and demonstrates prior experience transitioning solutions.

Cost Realism

Costs are realistic, reasonable and provide overall best value to the

Government

Costs are based on realistic assumptions, reflect a sufficient understanding of requirements outlined the RFP and are consistent with the Offeror’s technical approach.

Relevance to ASPR Mission and Impact Areas

Relevance to the national technology base. Specifically, ASPR’s mission to save lives and protect Americans from 21st Century health security threats. ASPR is interested in the offeror’s understanding of how the technology will be used to deliver care in support of response and recovery missions.

2.1. Evaluation of Business Proposal

The Government will evaluate the Offeror’s proposed prices to determine price reasonableness for proposed services.

Proposal should have no more 25 pages and any appendices also no more than 25 pages for a maximum of 50 pages (the cover page is not included in this).

Delivery of Proposals

Proposals and supporting documentation must be e-mailed directly to

Tasha.McMillian@hhs.gov AND one (1) original, signed copy of the proposal should be delivered no later than July 26, 2019 at 12:00pm Eastern. For drop off of proposals, you must allow sufficient time to make it through security in order to meet the deadline for the receipt of the proposal. Proposals received after the specified date and time will not be considered for award.
