Solicitation #75D5011R00038 ASPR Dialysis Amendment 1

Questions & Responses

Question 1:

Does the 24 month option period require 50 new systems, or will it be a 24 month lease extension on the same 50 units delivered under CLIN 0001?

Answer 1:

The 24 month lease will be for 50 new systems under CLIN0001. CLIN0008 is an option for an additional 50 new systems under a new 24 month option period.

Question 2:

Will we be able to provide different CONUS vs OCONUS pricing in CLINs 0002 (1002), 0005 (1005), 0006(1006)?

Answer 2:

Please break out your pricing for support at each CONUS and OCONUS location.

Question 3:

Can you provide additional detail as to the ship-to, service, & training locations?

Answer 3:

For pricing consideration, please consider up to 2 OCONUS and 3 CONUS locations.

Question 4:

What will be the invoice frequency for the system lease (ie monthly, quarterly, annually)? Will invoicing be in arrears?

Answer 4:

This is vendor-specific. Monthly invoicing is typical and will usually occur by the 10th of the month following contract performance.

Question 5:

Can you expand on the plumbing requirements for CLIN 0001 (1001)?

Answer 5:

The systems will be run using municipal water sources. All pipes, valves, taps and other fittings will be those used for the typical supply of drinking-water.

Question 6:

What is the government’s expectation for the systems upon lease termination? Will ownership transfer to the government or do the systems need to be picked up? If the latter, will pick-up also be consolidated to a maximum on 5 locations.

Answer 6:

Upon termination of the lease, the systems will need to be transported back to the Vendor from up to 5 locations.

Question 7:

Can you provide an estimated timeline for award?

Answer 7:

Should a successful proposal be chosen, an award announcement is anticipated within 4Q2019.

Question 8:

Would you be able to expand on the “Ability to Transition” and the “Relevance to ASPR Mission & Impact” sections of the evaluation criteria?

Answer 8:

For the Technical Approach Section, ASPR is interested in the Proposer’s:

- Evidence and plan to transition the technology to government or commercial application.

- Written commitments and demonstrated prior experience transitioning technical solutions to market.

- Experience with bringing multiple parties together, and forming alliances which could demonstrate their ability to maximize the impact of the program.

- Identification of major technical risks (inclusive of required intellectual property rights to technology) and planned mitigation efforts are clearly defined and feasible.

For the Relevance to the ASPR Mission and Impact, ASPR is interested in the Proposer’s understanding of how the technology will be used to deliver care in response and recovery missions.

Question 9:

The CLINs in Part I do not match the CLINs in the Statement of Work (missing CLINs 1008 – 1013). Which should we use in our response?

Answer 9:

These CLINs should be the only ones considered for the 24 month OPTION.

CLIN 1008- OPTION- Dialysis systems. New equipment, fully-operational, assembled, tested, and configured to include all associated cabling, plumbing and consumables. Lease of additional fifty (50) systems during emergencies. Leasing period of performance will be twenty-four (24) months. See above for Minimum Specifications.

QUANTITY - 1 EACH - Unit Price $0.00 / Total Price $0.00 CLIN 1009 - OPTION - Installation and 24-month maintenance and support for hardware and software on dialysis systems leased under CLIN 0008.

QUANTITY - 1 Job - Total Price $0.00/Total Price $0.00 CLIN 1010 – OPTION – System Shipping. Shipping of dialysis systems leased under CLIN 0008 during emergencies.

QUANTITY - 1 Job - Total Price $0.00/Total Price $0.00 CLIN 1011 - OPTION- Consumables – All required consumables to perform hemodialysis on up to 200 patients, assuming 5-day per week clinical operation and 3 patients/system/day.

See above for Minimum Specifications.

QUANTITY - 1 Job - Unit Price $0.00 /Total Price $0.00 CLIN 1012 –OPTION– Consumable Shipping – All required shipping costs for consumables to perform hemodialysis on up to 200 patients simultaneously, assuming a 5-day per week clinical operation and 3 patients/system/day.

Question 10:

If the OPTION CLINs (0008 – 0013) are exercised, will maintenance & service be to an additional 5 locations (10 total) or within the original 5 locations identified in section F.3?

Answer 10:

If the OPTION CLINS are exercised, it is projected that maintenance and service will remain in the original 5 depot locations. Field maintenance of the platforms may need to be expanded due to expanded response and recovery mission requirements.
