General requirements
The general requirements for mechanical systems (valid both for Bldg. 1442 and 11341) as identified in the “BT Federal Report – 221093” can be summarized as follows:
HVAC
− The systems shall allow concurrent maintenance. It shall be possible to handle maintenance on any part of distribution path or any single piece of equipment without causing interruption to the data center operations.
− N+1 redundancy for mechanical equipment.
− Temporary loss of electrical power or interruption of water shall not cause loss of cooling.
− All new CRAC units shall be provided with an onboard electric humidifier.
− Piping systems shall allow for concurrent maintainability.
ASHE 21-2001 – Upgrade Comm Facilities 5
− All systems shall be provided with a monitoring system able to alarm if loss of cooling or a change of state occur. Remote temperature and humidity sensors shall be installed in all data center, UPS and battery areas.
− A leak detection system shall be installed to protect from chilled water or condensate leakages in each of the technical rooms.
− A positive pressure shall be maintained within the data center as related to outdoors and non-data center spaces, supply fan shall supply fresh air and maintain room pressurization.
− A failure of the building automation system BAS should not prevent cooling to the critical areas. All CEDC equipment shall have local controllers (standalone controllers) that run independent of the BAS in case of BAS failure. In case of BMS failure or signal loss the local controller shall sustain cooling operation in either full on or last control position until BMS control is re-established

BUILDING 1442
The duplication of the CRACU air conditioners in rooms 224 and 225 hypothesized by BT Federal report is not feasible due to the lack of space and not necessary.
The solution we propose consists in the installation of an alternative line of chilled water produced by a new chiller and, for both room 224 and 225, in the connection of one of the two air conditioners (CRACU) to this new line.
In rooms where the CRACUs cooling capability is not enough to neutralize the thermal loads, additional air conditioners, additional direct expansion
(“DX”) type shall be installed.
Both CRACUs and DX air conditioners shall be No.2 and of the same cooling capacity. A CRACU and a DX air conditioner shall be supplied by a dedicated electrical panel, which shall be connected to an electrical line (for example the ordinary line). The other CRACU and DX air conditioner shall be supplied by another dedicated panel, which shall be supplied by a different electrical line. In this way, if a failure occurs in any equipment or distribution path, the system can supply the necessary cooling power to the room in order to maintain the correct room temperature.
On the basis of the above considerations, the main necessary works are described below:
− Installation of a new chiller (CH-3), cooling capacity of about 120kW, with desuperheater and free-cooling option, and the relevant new chilled and hot water distribution lines to alternatively feed the
CRACU in rooms #224 and #225.
ASHE 21-2001 – Upgrade Comm Facilities 6
− Room #128: existing CRAC units comply to Rated-3 requirements in terms of cooling capacity and redundancy/concurrent maintainability. No additional CRAC unit is needed.
Existing CRACU #1, #2 and #2bis shall be equipped with a MODbus card provided by the own manufacturer of each unit
− Room #224: the following works are considered:
− Removal of the existing portable conditioner PDXU-2
− connection of one of the two existing CRACUs to the new chilled water line
− installation of an additional DX air-conditioner “in row” type with cooling capacity of about 24kW
− Existing CRACU #5, #6 and PDXU-1 shall be equipped with a MODbus card provided by the own manufacturer of each unit.
− Room #225: the following works are considered.
− connection of one of the two existing CRACUs to the new chilled water line
− installation of an additional DX air-conditioner “in row” type with cooling capacity of about 24kW
− Existing CRACU #3, #4 and PDXU-3 shall be equipped with a MODbus card provided by the own manufacturer of each unit.
− Room #174: No.2 additional DX fan-coils, about 30kW cooling capacity each, shall be installed.
− Installation of an overpressure monitoring system in each of the Rooms
#128, #224, #225
− Installation of a temperature/humidity monitoring system in each of the
Rooms #128, #224, #225, #174
− Installation of a leak detection system in each of the Rooms #128, #224, #225, #174
− Installation of a dedicated controls and monitoring system connecting the room pressurization, leakage and temp/hum monitoring systems by a
MODbus on RS485.
− The air conditioners of each room will be grouped into two groups of equal power and powered by different electrical panels. The No. 2 electrical panels must be powered by different power lines (see electrical design description).
− NOVEC 1230 fire suppression systems to be installed in the involved
CEDC Rooms: #128 and #B01, #130, #224, #225 and #174, including cylinder storage, piping, controls and accessories. Systems shall be connected and interfaced to/from the fire alarm system of the building
(see electrical design documents).
− Diesel pipeline (supply and return line) for the connection of the new electrical generator to the new fuel tank. Line in Copper pipes or equivalent approved for fuel transportation, underground pipes, leak detection system, valves, inline devices, in accordance to in force laws and codes.
− Ventilation louvers and exhaust fans and electric heater unit in the generator room including actuators, controls, wirings, and monitoring system
− Monitoring system for the existing room ventilation system in UPS Room
#174.
BUILDING 11341
Bldg.11341 will be added by a technical room for UPSs and electrical panel.
