In case of exercises or other operational requirements, the contractor may be required to remove his personnel and equipment from the area without advance notice in accordance with contract clauses.
The government will not be held liable for unproductive time and other related costs due to delays for unannounced suspension of work due to military operations and/or exercises or safety reasons.
The government will only negotiate an equitable extension of the performance period based on documented delays and unannounced suspensions of work.
1.1.2 Work Site Access
Access to work sites cannot be totally blocked. Work shall be planned to guarantee at least limited access. Should it become necessary for the contractor to totally block access to an area in the performance of contract requirements, such blockage shall be coordinated with and approved by the contracting officer or his designated representative. The request for approval of the blockage must be submitted to the contracting officer a minimum of 12 calendar days prior to the desired closure date.
Prior to starting any work, the contractor shall submit a Work Plan for approval by the Contracting Officer and user, in order to avoid interferences with user activities.

All movable equipment and materials within the work area shall be moved or sufficiently protected by the contractor. The contractor upon completion of work in that area shall reposition materials or equipment moved during work. If required by the delivery order, the contractor shall erect a temporary construction fence, 2 meters tall, to restrict access to the work site.
1.1.5 Availability of Utilities
Water and electric utilities will be provided free of charge to the contractor. Characteristics of available electricity and point of connection for both electricity and water will be identified for each work site on each delivery order. The contractor shall provide and maintain, at their own expense, the necessary temporary service lines from existing outlets to his work site. In those instances where the work site is sufficiently distant from available utilities as to make connection impractical, the contractor shall be responsible for providing the required utilities at his own expense through portable means.
