Commercial Non-Tactical Vehicle (NTV) Lease – Requirement Summary

This document is a federal contract requirement specification for a commercial vehicle lease service. The Area Support Group – Jordan (ASG-J) requires a Firm-Fixed-Price (FFP) lease of forty (40) turnkey, road-ready, commercially registered Non-Tactical Vehicles across five distinct vehicle categories for delivery to Joint Training Center – Jordan (JTC-J), APO AE 09315. The fleet composition consists of nine (9) Full-Size SUVs (7–8 passenger, 4WD/AWD), ten (10) Mid-Size SUVs Type A (rugged off-road capable, 5–7 passenger, 4WD), eleven (11) Mid-Size SUVs Type B (standard multipassenger utility, 5–7 passenger, 4WD/AWD), seven (7) Crew Cab Pickup Trucks (4-door, 5-passenger with open cargo bed, 4WD), and three (3) Passenger Vans (12–15 passenger transport capacity). All vehicles must be Model Year 2025 or newer with maximum odometer readings not exceeding 40,000 km at delivery, feature automatic transmissions with appropriate all-wheel or four-wheel drive capability, and include full Jordanian commercial registration with valid inspection certifications and standard civilian license plates.

The contractor must provide comprehensive full-service maintenance covering preventative and corrective servicing, fluids, wear items, and routine scheduled maintenance. The lease includes full comprehensive and third-party liability insurance valid throughout the Hashemite Kingdom of Jordan, explicitly authorizing operation by U.S. Military personnel, DoD civilians, and designated authorized contractor personnel. Service-level agreements require dedicated 24/7 emergency recovery and roadside assistance with on-site response within two (2) hours of dispatch notification and Non-Mission Capable replacement vehicle delivery within twenty-four (24) hours. The contract period consists of a twelve (12) month base period of performance with subsequent twelve (12) month option years exercisable at Government discretion, extension authority for up to six (6) additional months, and fleet demobilization subject to standard commercial fair-wear-and-tear criteria. Option year CLINs (1001–1005, 2001–2005) replicate the base CLIN breakdown across all option periods; unit pricing to be submitted by offerors.
